Mr. Ward: Good evening. I'd like to call the August 26, 1996 Southold Town
Planning Board meeting to order. The first order of business is the setting of
the next Planning Board meetings. Board to set a special meeting for Cross
Sound Ferry on Monday, September 16, 1996 at 4:30 p.m. at the Southold
Town Hall, Main Road, Southold.
Mr. Edwards: So moved.
Mr. Orlowski: Second
Mr. Ward: Moved and seconded All in favor?
Ayes: Mr. Orlowski, Mr. Latham, Mr. Edwards, Mr. Cremers
Mr. Ward: abstain. Motion carded. Board to set Monday September 30,
1996 at 7:30 p.m. at the Southold Town Hall, Main Road, Southold as the
time and place for the next regular Planning Board meeting.

PUBLIC HEARINGS
Site Plans:
Mr. Ward: 7:00 p.m. Stron,q's Marina - This site plan is for the construction
of a 5,336 sq. ft. sales office and shop; 2,400 sq. ft. show room and a 2,223
sq. ft, boat storage rack, located at Camp Mineola Rd. in Mattituck, SCTM#
1000-122-4-44.2 and 122-9-3 & 6.1. I see that the agent and the applicant is
here. Do they wish to address the Board?
Charles Cuddy: I'm attorney for the applicant. This application as indicated
by the Chairman is for a site plan that adds three units to the existing site at
the Strong Marina. The marina is essentially seven acres plus an additional
acre that has a house and a barn, garage structure on it. What's being
added tonight as indicated is the existing building will have added to it 5,300
square feet for a large repair shop and boat storage area.
There will be two other additions. One is a showroom of approximately
2,400 square feet; the other a 2,200 square foot boat rack. All of these have
been seen by not only this Board but by the Town Board in connection with
the amendment that was passed last year permitting this to be an M-t zone
and by the Trustees on at least two separate occasions.
I don't think that there is anything more that can be added to what Mr.
Strong has already presented on several occasions with the Board. We're
here so that we can if necessary answer any questions that the public may
have or that the Board ~as I would add that we are processing our
application before the Health Department and we understand that any
approval that we may get is subject to the approval of the Health
Department. Thank you.
Mr. Ward: Is there anybody here that would like to address the Board on this
application? If not, then since we are awaiting Health Department approval I
think it would be in order to hold this hearing open pending that, as we're
going to need it for certification. Is there a second?

that the Southold Town Planning Board continue to hold the hearing open
pending receipt of merged deeds.

Setting of Preliminary Hearings:
Mr. Ward: Peconic Development Corp. (Harvest Homes) - This proposed
major subdivision is for '13 lots on '14.9 acres located on Oaklawn Ave. and
Wells Ave. in Southold. SCTM# '1000-70-3-22. What's the 3leasure of the
Board?
Mr. Edwards: Mr. Chairman I move that the Southold Town Planning Board
adopt the August 7, '1996 report from the Suffolk County Planning
Commission, with the following comment:

Number 3 of the Suffolk County Planning Commission report has been re-
viewed by the Town's Engineering Inspector. The drainage as proposed has
been accepted by the Inspector as meeting the Town Code as referenced in
his report dated August 26, 1996

Mr. Orlowski: Also Mr. Chairman I'd ike to make a motion, be it resolved that
the Southold Town Planning Board grant sketch approval on the map dated
December 13, 1995 with the following conditions:
Proposed Lot Number 3 is to be designed as a flag lot with a fifty (50)
foot wide access to Sound View Avenue. Any future development of
Lot 3 shall be from the 50 foot access to Sound View Avenue.
A common driveway, providing access to lots I and 2, shall be located
within the 50 foot access to Lot 3. Terms for the construction and
maintenance of the common driveway must be contained in a
Declaration of Covenants and Restrictions for the subdivision. The
deeds for Lots 1 and 2 must provide for access over the common
driveway located on Lot 3.
There is to be no further subdivision of either Lot I or Lot 2, in
perpetuity. This restriction shal be contained in the Declaration of
Covenants and Restrictions.

Lead Agency Coordination:
Mr. Orlowski: Estate of G. Sanders Nowell - This proposed minor subdivision
is for 3 lots on 18.165 acres, located on Main Rd. in East Marion SCTM#
1000-31-2-14 & 32. What's the pleasure of the Board?
Mr. Latham: Mr. Chairman, I'll offer this resolution. Be it resolved that the
Southold Town Planning Board start the lead agency coordination process on
this unlisted-action. This property was originally the subject of a one lot set-
off, however, the project has been revised to a three lot minor subdivision.

that the Southold Town Planning Board, acting under the State
Environmental Quality Review Act, do an uncoordinated review of this
unlisted action. The [~lanning Board establishes itself as lead agency, and as
lead agency makes a determination of non-significance, and grants a
Negative Declaration.

set Monday, September 30, 1996 a~ 7:35 p.m. for a final public hearing on
the maps dated May 16, 1996 and August 20, 1996.

on Rt. 25 in Laurel. SCTM# 1000-125-I-p/o 2.26 & 2.27, 2.28 & 2.29. What's
the pleasure of the Board?
Mr. Cremers: Mr. Chairman, I offer the following resolution. Be it resolved
that the Southold Town Planning Board, acting under the State
Environmenta Quality Review Act, establishes itself as lead agency, and as
lead agency makes a determination of non-significance, and grants a
Negative Declaration.

establishes itself as lead agency, and as lead agency makes a determination
of non-significance, and grants a Negative Declaration.

session, but if you want to be on the record...
Thor Hanson: I just had two questions. The first one is your first item that
you took up where you set the special meeting on the 16th. The last time I
talked to staff they said that was tentative. Does that mean it's a definite
date on the 16th therefore, and not tentative anymore?
Mr. Ward: That's correct.
Mr. Hanson: OK. The second is, I assume that you have not made a
determination now on who is going to be lead agency on the Cross Sound
Ferry site plan because it's not on here. I thought that was going to be
something tonight'.
Mr. Orlowski: No.
Mr. Hanson: So you have not determined?
Mr. Orlowski: Not yet. That will be done on the 16th.
Mr. Hanson: That will be done on the 16th too?
