Mr. Ward: Good evening. I'd like to call to order the May 20, 1996 Southold
Town Planning Board meeting. The first order ot: business is the setting of
the next Planning Board meeting. Board to set Monday, June 10, 1996 at
7:00 p.m at Southold Town Hal, Main Rd., Southold as the time and place
for the next regular Planning Board meeting.
Mr. Cremers: So moved.
Mr. Latham: Second.
Mr. Ward: Moved and seconded. All in favor?
Ayes: Mr. Orlowski, Mr. Latham, Mr. Edwards, Mr. Cremers, Mr. Ward
Mr. Ward: Opposed? Motion carried.
PUBLIC HEARINGS
Mr. Ward: Sophie Stype - This proposal is to set off a 2.' 61 acre parcel from
an existing 34 acre parcel located on Oregon Rd. and Alvah's La in
Cutchogue. SCTM# 1000-95-I-7. The agent for the applicant is here for
Sophie Stype. Is there anything you wish to discuss with the Board?

Mr. Orlowski: 'd like to make a motion that WHEREAS, Sophie Stype is the
owner of the property known and designated as SCTM# 1000-95-1-7 located
at the northeast corner of Oregon Rd. and Alvah's La.; and
WHEREAS, this application to be known as set off for Sophie Stype is to set
off a 2.161 acre parcel from a 34 acre parcel; and
WHEREAS, the Southold Town Planning Board, pursuant to the State
Environmental Quality Review Act, (Article 8), Part 617, declared itself lead
agency and issued a Negative Declaration on October 3, 1994; and
WHEREAS, a fina public hearing was closed on said set off application at the
Town Hall, Southold, New York on May 20, 1996; and
WHEREAS, all the requirements of the Subdivision Regulations of the Town of
Southold have been met; be it therefore
RESOLVED, that the Southold Town Planning Board approve and authorize
the Chairman to endorse the final surveys dated August 22, 1994.

APPLICATIONS
Final Determinations:
Mr, Ward: Edward Latham, Daniel Latham, & Elbert Luce - This proposal is to
subtract 0.544 of an acre from a 5.884 acre ~)arcel anci add it to a '1.00 acre
parcel; and to subtract 0.'102 of an acre from a 5.884 acre parcel and add it
to a 0.584 acre parcel. SCTM# '1000-'18-2-46.'14 & '14 and '1000-'18-2-'16.'14 &
58. What's the pleasure of the Board?
Mr. Edwards: I'd like to entertain a motion that the Southold Town Planning
Board authorize the' Chairman to endorse the fina surveys dated March 27,
'1995. Conditional fina approval was granted on November '14, '1994 All
conditions have been met.
Mr. Orlowski: Second
Mr. Ward: Motion seconded. All in favor?
Ayes: Mr. 0rlowski, Mr. Edwards, Mr. Cremers, Mr, Ward.
Mr. Ward: Opposed?
Mr. Latham: I won't vote on this one because of the name,

Mr, Ward: Corey Creek Vineyards - This proposed site plan is for the
conversion of an existing agricultura building to a winery and tasting room,
located on a 50 acre parcel in Southold. SCTM# '1000-75-6-9.6 & 9.7.

Mr, Cremers: Mr. Chairman, I'd like to make the following motion.

WHEREAS, conditional final approval was granted on June 12, 1995; and
WHEREAS, The Planning Board granted one six month extension of
conditional final approval, the fi'na extension expiring on June 12, 1996, and;
WHEREAS, it is Planning Board policy that if no more than one (I) year has
passed since the expiration date, at the applicants request, the Board may
reconsider the site plan after requiring the submission of half of the required
application fee; and
WHEREAS, on May 17, 1996, the applicant submitted the required application
fee to allow the Board to reconsider the site plan; be it therefore
RESOLVED that the Southold Town Planning Board [irant conditional final
approval on the surveys dated April 13, 1995, and authorize the Chairman to
endorse the final surveys subject to a one year review from date of building
permit, approval of elevation drawings contained in the detailed
construction plans, and fulfillment of the following condition Condition
must be met within six (6) months of the date of this resolution.
1. Curb cut permit from the New York State Department of Transportation.

Setting of Preliminary Hearings:
Mr. Ward: Summit Estates - Sec. 2 & 3 - Sections 2 & 3 of this major
subdivision are for 25 lots on 23 acres located on the southwest corner of
Main Rd. NYS Rt. 25) and Shipyard Lane in East Marion. SCTM# 1000-35-8-

Mr. Orlowski: Mr. Chairman, I'd like to make a motion that WHEREAS, the
Planning Board granted conditional preliminary approval to the Summit

Estates subdivision Sections I, 2 and 3 on February 25, 1991; and
WHEREAS, the conditions for Section I were fulfilled and Section I was
approved on October 4, 1993; and
WHEREAS, the conditional preliminary approval for Sections 2 and 3 expired
because the conditions of approval were not fulfilled within the required
time frame; and
WHEREAS., on May 17, 1996, the applicant submitted the information
required Joy the Planning Board to schedule another preliminary hearing for
the proposed subdivision Sections 2 and 3; be it therefore
RESOLVED that the Southold Town Planning Board set Monday, June I0,
1996 at 7:00 P.M. for a preliminary public hearing on the maps dated March
11, 1992.

November 16, 1996.

Mr. Edwards: Mr. Chairman, I move that the Southold Town Planning Board
Bond Determinations:
Mr. Ward: An,qel Shores - This approved major subdivision is for 49 lots on
92.74 acres located off Main Bayview Rd. in Southold. SCTM# 1000-88-6-I, 4
& 5. What's the pleasure of the Board?
Mr. Cremers: Mr. Chairman, I make the following motion
Be it resolved that the Planning Board adopt a reduced bond amount in the
amount of S223,000.00 and recommend same to the Town Board. The
reduced bond amount includes the following:
1. The May 20, t 996 bond estimate reduction from James Richter in the
amount of S213,000.00
2. A SI0,000.00 bond estimate as recommended by the SufFolk County
Water Authority.

a 1800 sq. ft. office building located on Rt. 25 in Oreenport. SCTM# 1000-
45-4-6.t. What's the pleasure of the Board?
Mr. Latham: Mr. Chairman, I'll offer this. Be it resolved that the Southold
Town Planning Board set Monday, June 10, 1996 at 7:'10 p.m. for a final
public hearing on the maps dated March 29, t996 and May 16, 1996.

Draft Environmental Impact Statement:
Mr. Ward: Beachcomber Motel I - This proposed site plan is for the
Southold Town Planning Board

expansion of an existing motel through the addition of 46 more units in four
new buildings. The project is located on Duck Pond Lane in Cutchogue.
SCTM# I000-83-2-I & p/o 17. What's the pleasure of the Board?
Mr. Cremers: Mr. Chairman, I offer the following resolution. WHEREAS, the
Planning Board has received comments during the public comment period
that require mitigation measures; and
WHEREAS, these comments have been sent to the applicant's environmental
consultant to prepare responses; be it therefore
RESOLVED, that the Southold Town Planning Board, upon receipt of the
responses, will prepare the Final Environmental Impact Statement (FEIS).
Mr. Edwards: Second the motion.
Mr. Ward: Motion seconded, All in favor?
Ayes: Mr. Orlowski, Mr. Latham, Mr. Edwards. Mr. Cremers, Mr. Ward.

Henry Raynor: Mr. Chairman, I had the opportunity late this afternoon to fax
in the materials that the Board had requested, f you don't have it, here is a
fax copy of the same.
Mr. Ward: Note for the record that Mr. Raynor is presenting this.
Mr. Raynor: That's really all we have. We'd be happy to respond to the
Board for any further information you'd like.
