NSHE WILLIAMSTOWN, LLC requests a Wetland Permit to remove wooden deck on
the seaward side of the existing dwelling; remove porch on the western portion of the
dwelling; remove two +/-23' long concrete walls offthe southwest side of the dwelling;
remove +/-49.6' section of the dwelling located on the northern comer of the dwelling;
remove +/-24.8' section of the dwelling located on the seaward eastern corner of the
dwelling, and remove a +/-ITX I' section of the southern comer ofthe dwelling.
Construct a +/-515' addition off the existing northwestern side ofthe dwelling; a 725'
garage connected to the southwestern end of the extension; a +/-77.18' extension to the
southeastern side ofthe dwelling; and a +/-71.4' extension to the easterly facing notch of
the existing dwelling. Located: 220 West Shore Dr., Southold. SCTM#80-5-4.1
The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of
the Town of South old Town Code and the Local Waterfront Revitalization Program
(L WRP) Policy Standards. Based upon the information provided on the L WRP
Consistency Assessment Form submitted to this department, as well as the records
available to me, it is my recommendation that the proposed action is generally
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the
LWRP, with the conditions that:
1. Drywells be installed to contain roof runoff.
2. A silt screen including haybales be installed prior to auy construction.
3. A non-turf buffer be required to protect the waterway.
Pursuant to Chapter 95, the Board of Trustees shall consider this recommendation in
preparing its written determination regarding the consistency of the proposed action.

Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the L WRP policy
standards and conditions. If an action cannot be certified as consistent with the L WRP policy
standards and conditions, it shall not be undertaken.

preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and
minimizes adverse effects of development. See LWRP Section III - Policies; Page 2 for evaluation

Town of Southold would result in a loss of the communitv and landscape character of Southold.", this
proiect is a proposal to improve upon an existina dwellina situated in a neiahborhood consistina primarilv
of similarlv-sized sinale-familv dwellinas within similarlv-sized properties. The proposal. as desianed, will not
resuit in adverse effects to fhe surroundina environment in that the proiect has been desianed in such a
wavas to remove the mosf seaward sfructure whiie consfructina the improvements. Also, fhe mosf
seaward proposed addition is substantiallv more iandward fhan anv existina structrue. In addition, the
surroundina neiahborhood is comprised of older residential dwellinas which have exisfed harmoniouslv
within this area for vears and have not resulted in anv form of adverse effects to the surroundina

area is currentlY comprised of properties improved with sinqle-family dwellinas of similar. if not larqer. size.
Scenic resources. assumedly views of Southold Bay to fhe northeast. are not at risk due to the property beinq
already developed with a dwellina. None of the additions to the dwellina will be any hiqher or wider than the
existina parts. The only visual hindrance would come from the proposed aaraqe. However. this hindrance
would be minimal because of the size of the qaraae. and the fact that the property slopes UP when movina
north alonq the lot. This second point. even without the proposed aaraae. hinders the view of Southold Bay
from across West Shore Drive because of line of siqht. Therefore. this proposal will comply with Policy 3.

Policy 4. Minimize loss of life, structnres, and natural resources from flooding and erosion. See L WRP

structures within subiect property are situated atop and 61 'ct back from the situate bluff. The top of said
bluff is approximatelY 18' above fhe waterline. These criteria make the potential for the proposed
improvements beina effected by floodina/erosion is verv minimal. Accordinqly. the proposal will not result
in any form of loss of life. structures. and natural resources from floodinq and erosion.
