PAUL LONG requests a Wetland Permit to demolish the existing dwelling and construct a 38'X
41' two-story frame dwelling on pilings, with IO'X 32' porch attached to southern side, and to
install a new sanitary system. Located: 3945 Camp Mineola Rd., Mattituck. SCTM#123-5-30
The proposed structure is located in "Flood Zone VE elevation 8 ; an area of coastal
flooding with wave actiou and AE elevation 8". Both flood zones are listed as an area of
Special Flood Hazard. Due to the small size of the lot, relocation of the proposed structure is
limited.
The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of the
Town of South old Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the L WRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation
that the proposed action is CONSISTENT with the L WRP provided that the Board of
Trustees applies the following Policy and sub-policies to minimize flooding risk to the
greatest extent practical.
1. Policy 4.1 "Minimize losses of human life and structures from flooding and
erosion hazards." The following management measures to minimize losses of
human life and structures from flooding and erosion hazards are recommended:
specifically
A. Minimize potential loss and damage by locating development and structures
away from flooding and erosion hazards.
3. Move existing development and structures as far away from flooding and
erosion hazards as practical. Maintaining existing development and
structures in hazard areas may be warranted for:
"
a. structures which functionally require a location on the coast or in
coastal waters.
b. water-dependent uses which cannot avoid exposure to hazards.
c. sites in areas with extensive public investment, public
infrastructure, or major public facilities.
c. sites where relocation of an existing structure is not practical.
Pursuant to Chapter 95, the Board of Trustees shall consider this recommendation in preparing
its written determination regarding the consistency of the proposed action.

I. All applicants for permits. including Town of Southold agencies, a
proposed actions that are subject to the Town of South old Waterfr
assessment is intended to supplement other information used by a own 0 Southold agency in
making a determination of consistency. · Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).

3. If any questi(jn in Section C on this form is answered "yes", then the proposed action may affect the
achievemenfofthe LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determinatiOl1 that it is consistent to the maximum extent practicable with the L WRP policy
standards and conditions. If an action cannot be certified as consistent with the L WRP policy
standards and conditions, it shall not be undertaken.
A copy of the LWRP is available in the following places: online atthe Town of Southold's website
(southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local
libraries and the Town Clerk's office.

Policy 1. Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, aud
minimizes adverse effects of development. See L WRP Section III - Policies; Page 2 for evaluation
criteria.

Subiect proposal is consistent with the policy in that said proposal is simplY an improvement of the existina
conditions on the lot. This improvement is not onlY in the Iiyinq conditions, but also in the use of the lot area.
The proposed dwellinq is located more landward of the situate wetlands than the existinq dwellina. The
proposed sanitary system is also UP to current code. Accordinqly, we believe that this proiect is consistent
with this policy.
