WOODHOUSE Chair PLANNING BOARD OFFICE TOWN OF SOUTHOLD To: Town of Southold Board of Trustees From: Mark Teny, Senior Environmental Planner L WRP Coordinator Date: June 21, 2005 ~ Re: Request for Permit for Louis and Elizabeth Formica SCTM#1000-114-7-10.6 The proposed action involves the replacement of a existing bulkhead with vinvl sheathing and to reclaim sand scoured from the bulkhead and migrated toward the float boat slip areas as backfill. The proposed action is located within REACH I. The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (L WRP) Policy Standards. Based upon the information provided on the L WRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the prpposed action is generally CONSISTENT with the Policy Standards and therefore is CONSISTENT with the L WRP provided that the following standard best management practices are implemented to fnrther the intent ofthe LWRP Policies 5, 6, and II. 1. Prohibit the removal or reclamation of the sand as indicated and described. The area is vegetated and demonstrates the attributes of an evolving marsh ecosystem. All efforts should be employed to minimize impacts to this area during construction. Require that the new vinyl bulkhead be backfilled with clean sand from an off-site location. 2. Require the installation of a floating turbidity screen around the entire project area. The turbidity screen should remain in place a sufficient amount of time post project to minimize turbidity. Pursuant to Chapter 95, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Please contact me at (631) 765-1938 if you have any questions regarding the above. Cc: Conservation Advisory Council Heather Tetrault, Environmental Analyst 1.
