FRED POLLERT requests a Wetland Permit to construct 170' of new bulkhead immediately in front of
existing bulkhead. Replace 12' west return in-place. Fill void between old and new sheathing with
approx. 2 Icy. of trucked-in sand. Located: 375 Lighthouse Lane, Southold. SCTM#70-6-29.2
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based
upon the information provided on the LWRP Consistency Assessment Form submitted to this department,
as well as the records available to me, it is my recommendation that the proposed action is
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the L WRP.
Pursuant to Chapter 268, the Board shall consider this recommendation in preparing its written
determination regarding the consistency of the proposed action.

Proposal: Construct 170' of new bulkhead immediately in front of existing bulkhead. Replace 12' of west return
in-place. Fill void between old and new sheathing with clean trucked in sand (approximately 21 cubic
yards) .
DEVELOPED COAST POLICIES
Policy 1 Foster a pattern of development in the Town of Southold that enhances community
character, preserves open space, makes efficient use of infrastructure, makes beneficial
use of a coastal location, and minimizes adverse effects of development.
The existing bulkhead on this property is beginning to fail. The owner has made effort to patch
certain areas of this structures but a new bulkhead is needed. The owner would like to build a new
bulkhead directly in front of the existing bulkhead so that the creosoted preservative is not disturbed
and allowed to enter the waterways. It is believe that more damage will be done if the existing
bulkhead is remove than to build a new bulkhead directly in front essentially burying the existing
bulkhead.

This property has no significant historic resources.
Enhance visual quality and protect scenic resources throughout the Town of Southold.
The bulkhead at this location is existing. The present condition of this bulkhead is becoming unstable
threatening the integrity of the upland property. As the photos show there are small sump holes
which will become larger and more apparent as this bulkhead ages. A new bulkhead is just an
attempt of the upland property owner to maintain his property. There is an existing bulkhead so the
visual quality and scenic resources will remain the same.
NATURAL COAST POLICIES
Policy 4 Minimize 1055 of life, structures, and natural resources from flooding and erosion.
The existing bulkhead is needed to protect the upland property. The new bulkhead will not increase
flooding or erosion in this area.

Our proposal will not limit public access to the coastal waters or public resources of the Town
of Southold. There is a bulkhead presently existing and we are proposing to construct a new
bulkhead immediately in front of the existing bulkhead. This structure will extend no more
than 18" seaward of the existing bulkhead.

dependent uses in suitable locations.
Our proposal is to reconstruct a failing bulkhead. The present condition of the bulkhead is poor and
is unsafe. This property is used by the upland property owners to engage in water dependent
activities such as boating, fishing and swimming. These activities will continue at this site.
Policy 11 Promote sustainable use of living marine resources in the Town of Southold.
During the initial construction there will be a slight disturbance. Once construction is complete, the
area will be allowed to re-establish itself which will take normally one complete season. Our proposal
will not impair the marine environment after construction.
Policy 12 Protect agricultural lands in the Town of Southold.
This proposal has no impact on the agricultural lands in the Town of Southold.
Policy 13 Promote appropriate use and development of energy and mineral resources.
This proposal has no influence on the development of energy and mineral resources.
