Fill void between old and new sheathing with clean trucked in sand (approximately 22 cubic yards). Remove existing stairway from beach to top of bluff and replace in-like, in-place. DEVELOPED COAST POUCIES Policy 1 Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes adverse effects of development. The existing bulkhead on this property is beginning to fail. The owner would like to build a new bulkhead directly in front of the existing bulkhead because the upper retaining wall limits the amount space available to access the existing bulkhead. For this reason helix screw are proposed to secure the new bulkhead to the old bulkhead so that there will be no excavating behind the bulkhead to secure the backing system. Policy 2 Policy 3 Preserve historic resources of the Town of Southold. This property has no significant historic resources. Enhance visual quality and protect scenic resources throughout the Town of Southold. The bulkhead at this location is existing. The present condition of this bulkhead is becoming unstable threatening the integrity of the upland property. A new bulkhead is just an attempt of the upland property owner to maintain his property. There is an existing bulkhead so the visual quality and scenic resources will remain the same. NATURAL COAST POUCIES Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion. The existing bulkhead is needed to protect the upland property. The new bulkhead will not increase flooding or erosion in this area. Policy 5 Policy 6 Policy 7 Policy 8 Protect and improve water quality and supply in the Town of Southold. This proposal will not have any impact on the water quality and supply of the Town of Southold. Protect and restore the quality and function of the Town of Southold's ecosystem. PUBLIC COAST POUCIES Policy 9 Provide for public access to, and recreational use of, coastal waters, public lands, and public resources of the Town of Southold. Our proposal will not limit publiC access to the coastal waters or public resources of the Town of Southold. There is a bulkhead presently existing and we are proposing to construct a new bulkhead immediately in front of the existing bulkhead. This structure will extend no more than 18" seaward of the existing bulkhead. Our proposal is to reconstruct a failing bulkhead. The present condition of the bulkhead is poor and is unsafe. This property is used by the upland property owners to engage in water dependent activities such as boating, fishing and swimming. These activities will continue at this site. Policy 11 Promote sustainable use of living marine resources in the Town of Southold. During the initial construction there will be minimal disturbance. We are proposing to secure the new bulkhead using helix screws so that the area between the bulkheads and the retaining wall will not be disturbed. Our proposal will not impair the marine environment after construction. Policy 12 Protect agricultural lands in the Town of Southold. This proposal has no impact on the agricultural lands in the Town of Southold. Policy 13 Promote appropriate use and development of energy and mineral resources.
