MARY VANCOTT requests a Wetland Permit to remove and replace (in-place) +/-16' and +/-4'
sections of existing timber bulkhead with vinyl bulkhead; remove and replace (in-place) +/-10' and +/-48'
sections of existing bulkhead with vinyl bulkhead to be raised 24" higher than existing to match elevation
of +/-16' and +/-4' sections and adjacent bulkhead (el. +/-6.5' MSL); backfill with approx. 25 cy. clean
sand fill to be trucked in from an upland source; and construct a 4'X 48' wood walk. Located: 4080
Wunneweta Rd., Cutchogue. SCTM#III-14-23
Pursuant to Chapter 268 the in-kind, in-place construction of the bulkhead is a minor exempt action.!
This review will address the backfilling bulkhead with 25 c. y. of clean sand.
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based
upon the information provided on the L WRP Consistency Assessment Form submitted to this department,
as well as the records available to me, it is my recommendation that the proposed backfilling of the 25
c.y. of clean sand behind the bulkhead action is CONSISTENT with the Policy Standards and
therefore is CONSISTENT with the L WRP provided the following standard best management
practices are implemented.
1. To further support the L WRP and the policies. assess the feasibilitv of the installation of a silt
boom/turbidity screen durinl! construction activities to minimize turbidity in the water column.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written
detemlination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
I, All applicants for permits* including Town of South old agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of South old agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the L WRP policy standards and conditions contained in the consistency
review law. Thus. each answer must be explained in detail. Iistinl! both sUDPortinl! and non-
sUDDortiul! facts. If an action cannot be certified as consistent with the L WRP policy standards and
conditions, it shall not be undertaken.

(southoldtown.northfork.net), the Board ofTrustees Office, the Planning Department, all local
libraries and the Town Clerk's office.
