Costello Marine Contracting Corp. on behalf of SANDRA ENGELKE requests a Wetland Permit to
remove 173'+1- of existing bulkhead and construct new bulkhead with 9' and 14' returns inkindlinplace.
Remove 2-3' existing stairways from bulkhead to beach and replace inkindlinplace. Re-vegetate slope
with Cape American beach grass. Remove existing west stairway to bulkhead and replace inkindlinplace.
Remove existing east stairway to deck and construct new stairway and deck. Located: 5704 Indian Neck

The reconstruction of the bulkhead, in-kind, is an exempt Minor Action and not subject to L WRP review
pursuant to Chapter 95 of the Town of South old Town Code.

L WRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
I. All applicants for permits* including Town of Southold agencies, shall complete tillS CeM for
proposed actions that are subject to the Town of South old Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Buildillg Permits
and other ministerial pennits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action.will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
3. If any question in Section C on this form is ans;"'ered "yes", then the proposed action may affect the
achievement of the L WRP policy standards and conditions contained in the consistency review law
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as consistcnt with the L WRP policy
standards and conditions, it shall not be undertaken.
A copy of the LWRP is available in the following places: online at the Town ofSeuthold's wehsite
(southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local
libraries and the Town Clerk's office.

Remove 173' of existing bulkhead and construct new bulkhead with 9'& 14' returns in-like, in-place.
Remove (2) 3' existing stairways from bulkhead to beach and replace in-like, in-place. Revegetate

deck.
DEVELOPED COAST POLICIES
Policy 1 Foster a pattern of development in the Town of Southold that enhances community

This is a waterfront piece of property that is presently bulkheaded. The bulkhead is failing and needs
to be reconstructed. The stairs allow the property owner to safely access the beach and the upper
deck allow the owner have a place to enjoy the view. All structures are existing.

Preserve historic resources of the Town of Southold.
This property has no significant historic resources.
Enhance visual quality and protect scenic resources throughout the Town of Southold.
The bulkhead at this location is existing. The present condition of this bulkhead is becoming unstable
threatening the stability of the bluff. A new bulkhead is just an attempt of the upland property owner
to maintain her property. All structures are existing so the visual quality and scenic resources will
remain the same.
NATURAL COAST POLICIES
Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion.
The existing bulkhead is needed to protect the upland property. This shoreline is mostly reinforced
with erosion control structures in an attempt to stabilize the bluff. The new bulkhead will not
increase flooding or erosion in this area.

Our proposal will not limit publiC access to the coastal waters or public resources of the Town of
Southold. There is a bulkhead presently existing and we are proposing for in-place construction. All
structures are landward of the AHWM.

Our proposal is to reconstruct a failing bulkhead. The present condition of the bulkhead is poor and
is unsafe. The construction of a new bulkhead in its place will allow the property owners to safely
approach this waterfront. All structures are in need of reconstruction. The stair aid the property
owners in accessing the beach area. The deck allows the owners to enjoy the scenic views.

This proposal will have no impact on the marine resources in the Town of Southold. All work is
landward of AHWM.

This proposal has no impact on the agricultural lands in the Town of Southold.
Policy 13 Promote appropriate use and development of energy and mineral resources.
This proposal has no influence on the development of energy and mineral resources.
