TERRY & FRANCIS TRIADES requests a Wetland Permit & Coastal Erosion Permit to
construct approx. 120 linear ft. of timber retaining wall and backfill blown out face with approx.
2,000 cy. of clean sand to be obtained partially from recovered blowout material and partially
trucked in from an upland source and replanted with beach grass, Rugosa Rose, and Bayberry.

The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (L WRP) Policy
Standards. Based upon the information provided on the L WRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the proposed action is CONSISTENT with the following Policy Standards and therefore is
CONSISTENT with the LWRP.
Policv Standards
4.1 Minimize losses of human life and structures from flooding and erosion hazards.
. D. Use hard structural erosion protection measures for control of erosion only
where:
2. Vegetative approaches to controlling erosion are not effective.
3. Enhancement of natural protective features would not prove
practical in providing erosion protection.
4. Construction of a hard structure is the only practical design
consideration and is essential to protecting the principal use.
5. The proposed hard structural erosion protection measures are:
a. limited to the minimum scale necessary
b. based on sound engineering practices
6. Practical vegetative methods have been included In the project
design and implementation.
7. Adequate mitigation is provided and maintained to ensure that
there is no adverse impact to adjacent property or to natural coastal
processes and natural resources and, if undertaken by a private
property owner, does not incur significant direct or indirect public
costs.
Pursuant to Chapter 95, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

A. INSTRUCTIONS
1. All applicants for permits. including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of South old Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. · Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of South old Town).
3. If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the L WRP policy standards and conditions contained in the consistency
review law. Thus. each answer must be explained in detail. Iistine: both sUDDortine: and non-
sUDDortine: facts. If an action cannot be certified as consistent with the L WRP policy standards and
conditions, it shall not be undertaken.

(southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local

The proiect is consistent with Policv 4. The presence of the adioining structures that surround this small.
unprotected section of shoreline renders the continuation of those structures across the property the only I
practicable method bv which the severelv eroding bluff toe and face can be restored and stabilized over the long
term. i.e.. for at least 30 vears. The bluff face will be restorativelv filled and vegetativelv enhanced. and given
the a1readv hardened nature of the surrounding properties. the proiect could have no adverse impacts on those
properties. There will be no direct or indirect costs incurred bv the public as a result of the implementation of
this proiect. which was originallv authorized in part pursuant to Town Wetlands Permit No. 4980. issued
November 18. 1998. The work was never undertaken.
