NICHOLAS BRUNO requests a Wetland Permit to remove 52'+1- of existing bulkhead, 18' east
end return, 8' west end return and replace in-place using C-Loc 4500 vinyl sheathing. Construct a
4'X 5' cantilevered platform onto a 32"X 12' seasonal aluminum ramp onto a 6'X 20' seasonal
float secured by (2) 2.5' dia. galvanized steel pilings. Located: liS Sun Lane, Southold.

The reconstruction of the bulkhead, in-kind, is an exempt Minor Action and not subject to L WRP
review pursuant to Chapter 95 of the Town of Southold Town Code. This review will assess the
construction of a 4'X 5' cantilevered platform onto a 32"X 12' seasonal aluminum ramp onto a
6'X 20' seasonal float secured by (2) 2.5' dia. galvanized steel pilings.
The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of the
Town of South old Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the L WRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the proposed action is generally CONSISTENT with the Policy Standards and therefore is
CONSISTENT with the LWRP provided the following best management practice is
applied;
I. To further the intent of the L WRP and the policies. assess the proiect area for the
use of a 110atin!! turbidity screen siltlboom durin!! re-construction and construction
of the structures to minimize the potential turbidity in the water column.
Pursuant to Chapter 95, the Board of Trustees shall consider this recommendation in preparing
its written determination regarding the consistency of the proposed action.

Remove 52' +/- of existing bulkhead, 18' east end return, 8' west end return replace in-piace, in-like
using C-LOC 4500 vinyl sheathing. Backfill voids behind new bulkhead with clean trucked in sand
(approximately 12 cubic yards). Construct a 4'x5' cantilevered piatform onto a 32"x12' seasonal
aluminum ramp to a 6'x20' seasonal float dock secured by (2) 2 112 inch diameter galvanized steel
pilings.
DEVELOPED COAST POLICIES
Policy 1 Foster a pattern of development in the Town of Southold that enhances community
character, preserves open space, makes efficient use of infrastructure, makes beneficial
use of a coastal location, and minimizes adverse effects of development.
This is a waterfront piece of property that is presently bulkheaded. The bulkhead is failing and needs
to be reconstructed. The addition of the platform, ramp, and float will enable the property owner to
access their boat so that they engage in water-dependent activities. This addition is smali and
seasonal so that the structure will not adversely effect the environment.
Policy 2
Preserve historic resources of the Town of Southold.
This property has no significant historic resources.
Policy 3 Enhance visual quality and protect scenic resources throughout the Town of Southold.
The bulkhead at this location is existing. The present condition of this bulkhead is unsafe and is
considered an eye sore. A new bulkhead is just an attempt of the upland property owner to maintain
his property. The additional of the small platform, seasonal ramp and float will not impact the scenic
resources or visual quality. This float structure will run parallel with the bulkhead and will not no be
easily seen.
NATURAL COAST POLICIES
Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion.
The existing bulkhead is needed to protect the upland property. The presence of this structure is not
having a major impact on the adjacent properties because this area is fairly protected and is not
exposed to strong wave action as seen in open waters. The present state of this bulkhead is poor
and is in need of reconstruction. The new bulkhead will not increase flooding or erosion in this area.

PUBLIC COAST POLICIES
Policy 9 Provide for public access to, and recreational use of, coastal waters, public lands, and
public resources of the Town of Southold.
Our proposal will not limit public access to the coastal waters or public resources of the Town of
Southold. There is a bulkhead presently existing and we are proposing for in-place construction. The ramp and
float will be placed parallel to the bulkhead so that it does not extend further into the waterway than necessary.

Our proposal is to reconstruct and failing bulkhead. The present condition of the bulkhead is poor
and is unsafe. The construction of a new bulkhead in its place will allow the property owners to
safely approach this waterfront. The additional of the platform, seasonal ramp and float will allow
the property owners to access their boat and engage in other water-dependent activities such as
swimming and fishing.
