BREEZY SHORES COMMUNITY, INC. C/O HELEN SZARKA requests a Wetland Permit to
remove and replace inkindlinplace eight existing jetties. Dredge basin inlet to -4.0' below AMLW
(approx. 800 cy.) and use spoil as beach nourishment. Located: Sage Rd., Southold. SCTM#53-5-12.5
The reconstruction of the jetties, in-kind, is an exempt Minor Action and not subject to L WRP review
pursuant to Chapter 95 of the Town of Southold Town Code. This review will address the backfilling
of the bulkhead with 800 c. y. of spoil deposited as beach uourishment.
NOTE, PLAN INDICATES THAT DREDGE SPOIL IS TO BE TRUCKED OFF SITE.
The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based
upon the information provided on the L WRP Consistency Assessment Form submitted to this department,
as well as the records available to me, it is my recommendation that the proposed action is generally
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the L WRP provided
the best management practices arc applied.
1. To further the intent of the L WRP and the policies, determine the feasibility of employing a
floating turbidity screen silt/boom during re-eonstruction activities of the structure to
control turbidity in the water column.
Pursuant to Chapter 95, the Board of Truslces shall consider this recommendation in preparing its written
determination regarding the consistency of the proposed action.

Remove and replace in-kind, in-place eight existing jetties. Dredge basin inlet to -4.0' below AMLW
(approximately 800 cubic yards) and use dredge spoil as beach nourishment.
DEVELOPED COAST POLICIES
Policy 1 Foster a pattern of development in the Town of Southold that enhances community
character, preserves open space, makes efficient use of Infrastructure, makes beneficial
use of a coastal location, and minimizes adverse effects of development.
Our proposal is an in-place construction. These structures have been in existence for a number of
years and are failing. To prevent further deterioration of the jetties and erosion of beach, our client
is merely wants to re-establish the beach area using the dredge spoil for the mouth of the basin.
The mouth of the inlet is beginning to fill in and the dredge proposal is to ensure safe access into the
basin.

Preserve historic resources of the Town of Southold.
Our project does not involve any historic resources of the Town of Southoid.
Enhance visual quality and protect scenic resources throughout the Town of Southold.
The present condition of the jetties would be considered an eye sore. Reconstructed structures and
a re-established beach would be much more welcoming for the upland property owners.
NATURAL COAST POLICIES
Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion.
As these structures condition to age, it will completely fail subjecting this property to further erosion.

Protect and improve water quality and supply in the Town of Southold.
This proposal will have no effects on the water quality or supply in the Town of Southold.
Protect and restore the quality and function of the Town of Southold's ecosystem.
Our proposed dredging will open the mouth of the boat basin to allow for safer navigation. The
dredge spoil will be used as beach nourishment. Our proposal will not have an adverse effect on the
Town of Southold's ecosystem. This project will not increase siltation, change the community
composition, or increase the pollution.
Protect and improve air quality in the Town of Southold.
This proposal will have no effects on the air quality or supply in the Town of Southold.
Policy 8 Minimize environmental degradation in the Town of Southold from solid waste and
hazardous substances and wastes.
Our proposal will not degrade the Town of Southold with solid waster or hazardous substances and
wastes. Our proposal will not produce any solid waste and hazardous substances will not be involved
in this project.
PUBLIC COAST POLICIES
Policy 9 Provide for public access to, and recreational use of, coastal waters, public lands, and
public resources of the Town of Southold.
Our proposal is for in-place construction. Public access will not be increased or decreased due to this
proposal.

WORKING COAST POLICIES
Policy 10 Protect the Town of Southold's water-dependent uses and promote siting of new water-
dependent uses in suitable locations.
Our proposal is in place construction. It is our client's intention to maintain this property so that the
community can enjoy the beach and enjoy water-dependent activities.
Policy 11
Promote sustainable use of living marine resources in the Town of Southold.
There are no commercial fishing opportunities in this area. Our proposal will have a minimal effect
on the wetlands and breeding grounds. Dredging the inlet will cause a minor disturbance to the
wetlands but the spoil will be use as beach nourishment aiding living marine resources.

Protect agricultural lands in the Town of Southold.
This proposal will have no effects on the agricultural lands in the Town of Southold.
Policy 13
Promote appropriate use and development of energy and minerai resources.
Our proposal will have no effects on the use and development of energy and mineral resources.
