SHEILA PATEL requests a Wetland Permit and Coastal Erosion Permit to add additional 6"X
6" upper stringer to existing bulkhead. Face exterior surface of bulkhead with 'I." HDPE sheets.
Bolster entire bulkhead (146.5') with 1-2 ton rocks to prevent toe scour and minimize beach loss
in the future. Located: 19965 Soundview Ave., Southold. SCTM#5]-4-5.J
The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (L WRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the proposed action is CONSISTENT with the following Policy Standards and therefore is
CONSISTENT with the LWRP.
Policv Standards
4.1 Minimize losses of human life and structures from flooding and erosion
hazards.

The extension and armoring of the existing bulkhead will mitigate erosive forces and is
limited to the minimum scale necessary to improve the function of the bulkhead. The
placemeut of the rocks at the toe of the bulkhead would further mitigate erosive forces from
wave euergy. The plans show that the adjacent properties to the east aud west are also
hardened with bulkheads extending east/west. Therefore, no adverse impacts to adjacent
properties are expected if the proposal is implemented as depicted on the snrvey/plans
dated February 14, 2006.
Pursuant to Chapter 95, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
I., All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Buildillg Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of South old Town).
3. If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the L WRP policy
standards and conditions. If an action cannot be certified as consistent with the L WRP policy
standards and conditions, it shall not be undertaken.

(southoldtown.northforknet), the Board of Trustees Office, the Planning Depar1ment, all local
libraries and the Town Clerk's office.

Our proposal is to reinforce an existing bulkhead. The existing bulkhead is fairly new construction
and it is not standing up to the storm action that it is exposed to. The additional of a 6''x6'' stringer
is just a minor alteration. The additional of the rock will arm the bulkhead and help in preventing
further erosion.

Our project does not involve any historic resources of the Town of Southold.

The addition of the rock will not decrease the visual quality or scenic resource of the Town of
Southold. There is native rock along this shore line similar in size to what we are proposing.
NATURAL COAST POUCIES

If the bulkhead is not reinforced it will eventually start to fail. Constructing a new bulkhead in this
area is not an easy task and in our opinion placing this rock in front of the bulkhead prior to any
further deterioration would prevent total failure of this structure.

It is our client's intention to maintain her property and stabilize this bluff. If the bluff erodes it will be
more difficult for the upland property owners to access the water from this location.

All proposed work will take place landward of the AHWM. There will be no effects of the use of living
marine resources.
