RECOMMENDATIONS
Designate the area outlined on the accompanying map, The Core Water-
shed Protection Area.
Creat three new zoning districts: the Water Protection Zone (WPZ),
the Clustering Zone (R 80C), and the Transfer of Development Rights
Receiving Zone (R 80R).
WPZ:
The WPZ should have a yield of one unit for every town
acres (87,120 sq. ft.) but a denisity of no more than one
unit for every ten acres. The remainder of the yield left
after the owner has used as much of the one unit per ten
acres as they wish will be credited toward Transfer of
Development Rights to be utilized within the R 80R zone.
Yield is to be determined by obtaining the acreage of the
of the parcel from a current survey and dividing by two.
No yield map is needed.
Further controls are listed under the heading Core Watershed
Protection Area Regulations.
All parcels to be included in the WPZ are listed in the sheets
titled WPZ.
R 80C:
R 80R:
The R 80C designation indicates those parcels on the sheet
titled R80C are to have manditory clustering outside of
the Core Watershed Protection Area.
Further controls are listed under the heading Core Watershed
Protection Area Regulations.
in other respects R80C should be treated as R 80.
R 80R is the receiving area for the Transfer of Development
Rights generated in WPZ. Those Development Rights can
only be used within R 80R and in the following manner.
A parcel in R 80R must calculate its normal yield based
on R 80 zoning with a yield map. Once such a yield has
been determined the final density of the parcel can be increased
by up to 50% of the determinded R 80 yield with the use
of Transfer of Development Rights from the WPZ. One

TDR is needed for each one unit of increase up to the
+50% figure.
In other respects, R 80R should be treated as R 80.
CORE WATERSHED PROTECTION AREA REGULATIONS
Only above ground storage of petrochemicals and other hazardous materials
as described by Article 7 SCDHS will be allowed.
No bulk storage of pesticides or fertilizer as per Article 7 SCDHS,
The following actions would require a permit. A permit for these actions
should only be issued in cases where need is demonstrated and the
action does not run counter to the intent of the Core Watershed Protection
Area's goals,
Any exposure of the water table or the creation of a pond.
Clearing of land (woodland, brush, etc.).
Topsoil stripping. If a permit to strip topsoil is issued, no topsoild
is to be removed from its parcel of land.
Lawn care services and landscaping operations are not permittted uses.
All community water systems must have their wells within the Core
Watershed Protection Area on approved sites.
An oversight and review board should be created, or such duties relegated
to an existing town agency, to monitor the Core Watershed Protection
Area. Such a board should be empowered to review present regulations
and propose new regulations to ensure the protection of the Core Water-
shed Protection Area.
