Mr. Orlowski: Good afternoon. I'd like to call this special meeting to order.
SITE PLANS
Final Determinations:
Mr. Orlowski: Peconic Landing - This application is to amend an approvec~
site plan for construction of 118 single family detached cottages; 132
apartment units; 24 unit assisted living center; and 36 room skilled
care center with supporting amenities. SCTM# I000-35-I-25 I' askthe

Mr. Cremers: Mr. Chairman, I'll offer the following resolution
WHEREAS, Peconic Landing at Southold, Inc. are the contract vendees of the
property known and designated as Peconic Landing at Southold, Inc., located
on Rt. 25 in Greenport, SCTM# 1000-35-1-25; and

WHEREAS, a formal application for the approval of this site plan was
submitted on September 18, 1997; and
WHEREAS, the Southoid Town Planning Board, pursuant to the State
Environmental Quality Review Act, (Article 8), Part 617, declared itself Lead
Agency and issued a Conditioned Negative Declaration on August 10, 1998;
and
WHEREAS, this approval is for the construction of 118 single family detached
cottages; 132 apartment units; 24 unit assisted living center; and 36 room
skilled care center with supporting amenities; and
WHEREAS, when all conditions are met and the Chairman endorses the final
surveys the previously approved site plan for a 350 unit condominium known
as the Breakers at Lands End will be withdrawn; and
WHEREAS, all the requirements of the Site Plan Regulations of the Town of
Southold have been met; be it therefore
RESOLVED, that the Southotd Town Planning Board grant conditional final
approval on the surveys dated August 24, 1998 and authorize the Chairman
to endorse the final set of surveys subject to fulfillment of the following
conditions. All conditions and all required elements of a revised site plan
must be met within six (6) months of the date of this resolution, or this
conditional approval shall be null and void:
I. Certification by the Building Inspector.
2. Review by the Suffolk County Department of Health Services.
3. Review by the Architectural Review Committee.
4. Curb cut permit.
5. New York State Department of Environmental Conservation permit.
6. Archeological survey I-B.
Mr. Latham: Second the motion.
Mr. Orlowski: Motion made and seconded. Are there any questions on the

LOCAL LAW PROPOSALS
Mr. Orlowski: Proposed Local Law in Relation to a Temporary Moratorium on
the issuance of Approvals and/or Permits for Business Zoned property along
the County Road 48 Corridor in the Town of Southold. What's the pleasure
of the Board?
Mr. Ward: Mr. Chairman, I'd like to offer the following resolution. Just to
state for the record that the Planning Board is in favor of the moratorium,
but we would like to see an amendment to it once it's passed.
Be it resolved that the Southold Town Planning Board hereby recommends
proceeding with the proposed Temporary Moratorium.
In addition to the above, the Planning Board recommends hiring outside
consultants to assist in the review during the course of the moratorium, and
further recommends that the findings of the Groundwater Protection and
Drinking Water Supply Strategy and the Transportation Study be considered
during the course of this review.
Finally, the Board strongly recommends an amendment to the proposed
boundary of the moratorium and the study to include the RO and LB zoned
properties that lie between the intersection of SR 25 and CR 48 and
Manhanset Ave. to the east in Greenport.
These properties encompass approximately 16 acres of commerCial property
within close proximity to the Village of Greenport. The properties border SR
25 at the terminus of CR 48 in Greenport. For all practical purposes these
properties lie within the same corridor and for planning purposes should be
included in this moratorium and study area.

Mr. Orlowski: Motion made and seconded. Any questions on the motion? All

There being no further business to come before the Board, the meeting
adjourned at 4:45 p.m.
