THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2008-140 WAS
ADOPTED AT THE REGULAR MEETING OF THE SOUTH OLD TOWN BOARD ON
JANUARY 29, 2008:
RESOL VED that the Town Board of the Town of Southold hereby authorizes and directs
Supervisor Scott A. Russell to execute an Agreement with Cornell Cooperative Extension in
connection with the Southold Town Trustees' Documentary, subject to the approval of the Town
Attorney.

CONTRACT FOR SERVICES
THIS AGREEMENT, entered into this 1,'1 day of January 2008, between the Town of
Southold, with ottiees at 53095 Main Road, Southold, New York 11971, hereinafter
called the "Town" and Cornell Cooperative Extension, with ottiees at 423 Gritting
Avenue, Riverhead, New York 11901, hereinafter called the "Contractor".
WITNESSTH
WHEREAS, thc Town of Southold desires to cngagc the contractor to render certain
professional services hcrcinafter describcd in connection with an undertaking.
NOW, therefore, the parties hereto mutually agree as follows:
1. Emplovment of the Contraetor - The Town hcreby agrees to engage the
Contractor and the Contractor hereby agrces to perform the services hereinafter
sct torth.
2. Scope of Work - The Contractor shall pertorm and carry out, on a satisfactory
and propcr manner thc scrvices described in Exhibit A: attached hereto and made
a part of the contract.
3. Personnel- A. The Contractor represents that all personnel engaged in the work
shall bc fully qualiticd by reason oftraining and experience to pertonn such
scrvice set fOlih herein. B. Nonc of the work or scrvices covered by this contract
shall be subcontracted without the prior written approval of the Town.
4. Time of Performance - The serviccs of the Contractor are to commence upon
cxccution of this contract and shall end at the completion of the task outlined in
Exhibit A.
5. Compensation - The Town agrees to pay the Contractor the total sum not to
excecd $10,000.
6. Method of Payment - Thc payment shall be made in accordance with the billing
schedule and upon receipt by the Town of Southold of a properly completed
voucher form supplied by the Town. It is expressly undcrstood and agrccd that in
no event will the total compensation and reimbursement be paid hereunder exceed
the maximum sum of $10,000 for all ofthe services required.
7. Monthlv Reports and Activitv Reports - Monthly activity rcports should bc
submitted along with a monthly voucher tor reimbursement of approved
expcnditures.
8. Additional Ril!hts and Remedies - This contract shall be govemed by, subjcct
to and construed according to the laws of the State of New York.

PRODUCTION OF EDUCATIONAL VIDEO ON WETLANDS AND
ASSOCIATED REGULATIONS IN THE TOWN OF SOUTHOLD

Background
Recently, the Town of South old and the New York State Department ofState's
Coastal Management Program conducted a major revision of the Town Code relating to
wetlands. This code is now the state ofthe art in wetlands protection in that it draws on,
and incorporates, wetland science as the basis for regulation. In order to gamer the
maximum protection of wetlands afforded by these code changes, the citizenry must be
educated as to the relationship between wetland science, the Town of Southold code
regulations and activities people undertake that can impact wetland systems. This project
would produce a broadcast quality educational video relating these issues. The video
would be filmed in wetlands, at project sites, and would visually relate the wetland eode
to regulated activities. It would be scripted to be enjoyable and informative.
Detailed Work Plan and Stages of Completion
The work plan and stages of the work plan will be as follows:
I. Meet with Trustees and others to plan the fonnat of the video.
2. Produce an outline and detailcd script of the video.
3. Produce a rough draft of the video for review.
4. Produce the tinal video production.
Payment schedule
Upon completion of the project.

Graduated New York Institute Of Technology I 9~4 with Honors gaining a BA in
Communications. After Collcgc I startcd a Photography & Vidco husincss and inl995
pursued a carcer working ttlr MTV Networks. While their I ovcrsaw all incoming
videotape and prcpared thcm t(ll' air in 14 Net works e.g. MTV, VH I, N ickclodeon,
Showtime. This joh included othcr technical aspects using specializcd video computers.
Continuing my career I am cUlTently working for Cornell Coopcrativc Extcnsion's
Marine Program, Responsihilities include ovcrseeing their multimcdia depat1ment,
offering support in photography and computers. My main responsihilities is producing,
dirccting and editing a y, hour Vidco Magazine Show, video proposals and vidco
components of various grants. I also produce all Cornell Marine Momcnts airing
throughout Long Island.
Equipment used:
We eUlTently usc a Sony VX2000; this video camera is the workhorse of the industry. ft
is a Mini DV digital camera that has over 500 lines of rcsolution giving it hroadcast
capahilities. Our haekup camera is an older Sony VX I 000 hasieally the same camera.
Also included in thc camera package are a Sony lavaliere microphone and a Sennheiser
shotgun microphonc, Bogan 501 tripod, Lowcllight kit and an Amphiheo underwater
housing. Our editing package is a PC Computer, equipped with Canopus Rex RT editing
program, Adohe After Effects and Adohe Photoshop. We also have a 70 disc Royalty
free Music Lihrary.
