Meeting was called to order by Mr, Orlowski.
PUBLIC HEARINGS
Saundra J. Perry Physical Therapy- This site 91an is for a 710 square foot
addition to an existing building, in Southold. SCTM# 1000-63-4-3.
Orlowski noted that the Planning Board was awaiting Health Department
approval, curb cut approval and Architectural Review Committee review.
Hearing was held open.
Mattituck-Laurel Library - This amended site plan is for a 4,285 square foot

ad dition to an existing library. SCTM# 1000-'1 '14-'1'~ -2.
Orlowski noted that the Planning Board was awaiting Health Department
approval, curb cut approval and Zoning Board of Appeals decision in regard
to variance.
Tom Vulpus, Architect, noted that application has received Health
Department approval
Hearing was held open.
Hearings Held Over From Previous Meetings:
Summit Estates - Sections 1, 2, 3 & 4- Public hearing in accordance with
Condition Number 11 of the Declaration of Covenants and Restrictions for
Summit Estates. SCTM# 1000-35-8-(5.4-5.18) and 38-7-(8-12).
Summit Estates - Section 4- Section 4 of this major subdivision is for one
4.3739 acre lot (Lot # 33). The property is located off: Shipyard Lane in East
Marion. SCTM# 1000-38-7-p/o 10 (a.k.a. SCTM# I000-35-8-5.3)
Ken McDonald, owner of lot in Summit Estates Section I, addressed Planning
Board. Noted that neither he nor any of the property owners in Section I,
received the registered letter of notification for the public hearing which was
held on July '19th.
K. McDonald asked questions in regard to the ownership of the dock. Noted
that the dock is fenced and padlocked with a 'private" sign.
M. Spiro explained the history of the subdivision and noted that the dock
and house were on the property before the original subdivision application
was presented to the Planning Board. Spiro explained that the waterfront lot
was created as part of Section I, and was to be owned by the Homeowners
Association.
Orlowski explained that the Planning Board was awaiting information from
the Town Trustees in regard to the number of boat slips allowed on the
dock.
Both hearings were held open.

Final Determinations
Richard Reinhardt - This minor subdivision is for ;5 lots on 20.5995 acres.
Proposed Lot #I is for 16.6060 acres. The development rights have been
sold on 14.606 acres of the 16.606 acre lot. The proposed subdivision is
located on the northeast side of Alvah's Lane in Cutchogue. SCTM# 1000-
I02-4-5.
BE iT RESOLVED, that the Southold Town Planningr Board authorize the
Chairman to endorse the final surveys dated July 29, 1999. Conditional final
approval was granted on May 24, 1999. All conditions have been fulfilled.
Motion carried by Planning Board members (Chairman endorsed maps).
MAJOR AND MINOR SUBDIVISIONS, LOT LINE CHANGES AND SET OFF
APPLICATIONS
Setting of Final Hearings:
Joseph Macari and Suffolk County Water Authority - This tot line change is
to subtract 7.8 acres from a 63 57 acre parcel (SCTM# 1000-121-4-9.1), and
to add it to an adjacent 69.43 acre parcel (SCTM# I000-125-5-5.1). The
remaining 55.77 acre parcel will be sold to Suffolk County througi~ the Safe
Drinking Water Program. The 7.8 acre area will be merged with adjacent land
owned by the Suffolk County Water Authority. The property is located on
the south side of Sound Ave. in Mattituck. SCTM# 1000-121-4-9.1 and 125-
5-5.1.
WHEREAS, this proposed lot line change is so subtract 7.8 acres from a 63.57
acre parcel owned by Joseph Macari; and
WHEREAS, the remaining acreage of the Macari parcel (55.77 acres) will be
purchased by Suffolk County through the Safe Drinking Water Program; and
WHEREAS, the 7.8 acre area will be merged with adjacent land owned by the
Suffolk County Water Authority; and
WHEREAS, the Suffolk County Water Authority, in addition so obtaining the
7.8 acre area, will obtain a 4.0 acre easement area on the parcel to be
purchased by Suffolk County, as shown on the Lot Line Change for Macad -
Suffolk CounW Water Authority; and

WHEREAS, the partnership with Suffolk County and Suffolk County Water
Authority has been proposed in order to protect the aquifer; and
WHEREAS, all parties involved have reached an agreement in principle in
regard to the proposal; be it therefore
RESOLVED that the Southold Town Planning Board, acting under the State
Environmental Quality Review Act, do an uncoordinated rewew of this
unlisted action. The Planning Board establishes itself as Lead Agency, and as
Lead Agency makes a determination of non-significance and grants 8
Negative Declaration.

BE IT FURTHER RESOLVED that the Southold Town Planning Board set
Monday, September 13, 1999, at 7:30 P.M. for a final public hearing on the
map dated August 10, 1999

Sketch Determinations:
Estate of Sophie Kalosld - This m~ nor subdivision is for 2 lots on 38.045
acres. Lot #I is 3.856 acres in area with development rights intact. Lot #2
IS 34.189 acres in area. The Town has purchased fche development rigt~ts on
the entire 34.189 acres. The subdivision is located on the west side of
Alvah's Lane in Cutchogue. SCTM# 1000-109-1-24.1
WHEREAS, this minor subdivision is for 2 lots on 38.045 acres; and
WHEREAS, Lot #I is 3.856 acres in area with development rights intact; and
WHEREAS, Lot #2 IS 34.189 acres in area and the Town has purchased the
development rights on the entire 34.189 acres; be it therefore
RESOLVED that the Southold Town Planning Board grant sketch approval on
the map dated January 1999.

BE IT FURTHER RESOLVED, that due to the fact that there is an existing house

on Lot #I, and the development rights have been sold on all of Lot #3, that
the Southold Town Planning Board, acting under the State Environmental
Quality Review Act, do an uncoordinated review of this unlisted action. The
Planning Board establishes itself as Lead Agency, and as Lead Agency makes a
determination of non-significance, and grants a Negative Declaration.

SITE PLANS - STATE ENVIRONMENTAL QUALITY REVIEW ACT
Lead Agency Coordination:
Port of E,qVPt - This site plan is for a ilO, 000 square foot boat storage
building on 35,000 square feet located on Route 25 in Southold
SCTM# 1000-56-4-11 & 13.2.
BE IT RESOLVED that the Southold Town Planning Board start the lead agency
coordination process on this unlisted action.
