Reviewed status and easement language (staff report).
Melissa Spiro’s staff report reviewed. Landowner has requested option for future subdivision of
easement and for easement to allow for services to other adjacent lands. LPC counsel raised
question about allowing recreational uses as provided in State easement language.
Committee reviewed landowners requests. LPC decided to allow future agricultural subdivision
provided each subdivided parcel >10 acres of preserved viable agricultural land. Utility services will
be allowed for service to other lands provided such services be installed underground within the 25’
right of way and provided they do not impair agriculture outside of the 25’ area. State will have to
approve language also.
Committee discussed recreational uses at length. Committee ok with hunting, skiing and that type of
use; however, concerned about uses like recreational ATV’s, dirt bikes, etc. Committee raised
question as to whether or not uses such as renting and riding dirt bikes on property could occur.
Committee asked if wording could be revised to allow hunting but to limit recreational ATV, dirt bike,
etc., use.

John Sepenoski absented himself from room during discussions on this project due to his family
relationship to landowners.
Landowners submitted their own appraisal of the property and counter-offered with their appraiser’s
value. LPC reviewed both appraisals.
MOTION made by Chris Baiz, seconded by Eric Keil, to direct Melissa Spiro to commission an
updated appraisal report on the Sepenoski property. Landowners’ appraisal will be send to Town
appraiser for review also.

Brief update of 1/29/07 Town Board Executive Session [executive session].
Stephen Searl gave update on overview of project. Property now owned by Peconic Land Trust,
Incorporated. LPC is preparing a “kick-off” for informational meetings beginning on February 16,
2008, and has asked for Town participation as Town showed an interest in parking and drainage
access on parcel. Stephen outlined a three phase plan – 1) Visionary Process with
community/informational sessions/questionnaires 2) Planning and identifying potential partners –
private individuals, Town, etc. 3) Implementation. Project time line estimated to take at least one year.
Melissa suggested that LPC members do a field inspection of site and, as a group, make
recommendations to submit to Town Board for consideration.

LPC to discuss status of offer [executive session].
Melissa presented background information and Stephen provided latest updates on his meetings with
the Wesnofske family members. A driveway easement area has been sold to neighbor; however, lot
line change in Planning needs to be completed. Melissa presented to LPC possible concept plans
and Stephen stated that contract vendee is leaning towards Option #2 which would result in a
decrease of original easement acreage to 6.2326 acres, a 2 acre area around existing residential
structure, including the farmstand and barn. LPC would like a scenic restriction limiting any future ag
structures to behind existing barns. Melissa and Stephen will meet again with brothers..Landowners
have asked for increase in purchase offer.
MOTION made by John Sepenoski, seconded by Michelle Zaloom, to instruct Melissa Spiro to
request two executed “letters of consent to sell” a development rights easement to Town of Southold
from Ernie Wesnofske (Executor) and Eugene Wesnofske (contract vendee) before LPC will review
request for increase in purchase offer or authorize an update to the appraisal

Melissa’s staff report reviewed. Melissa had meeting with Planning Staff and Chairperson of Southold
Stakeholders as to preservation of farm acreage within the designated HALO area. Stephen Searl
and Tim Caufield of Peconic Land Trust gave update of their proposal for preserving this agricultural
land that is in the midst of other preserved farmlands and inquired if Town would be willing to
participate in purchase of property by buying development rights easement. The Committee was
favorable towards purchase.

appraisal subject to receipt of an application from Peconic Land Trust, Incorporated for sale of a
development rights easement.

“yellow book” appraisal on either, or both, parcels subject to LPC’s receipt of an application from
landowner.

General Land Preservation Items:

PLT update re: access to farmland program
Tim and Stephen gave presentation on the structuring of an “access to farmland” program with
special emphasis on local food production, start-up farmers, and traditional agriculture. Peconic Land
Trust farm holdings – Arrieta/Shur, Macari Cox Lane - may be part of this program.

Federal Funding status
Town has been contacted by USDA-NRCS with an opportunity to submit farm projects for the 2008
federal funding grant round since the Town was recipient of 2007 award monies. Projects are needed
and Town is waiting for application forms that are expected by the end of February 2008.

Suggestions were made to “fine tune” bi-weekly LPC meeting and to set policies.

Next Regular Meeting:

The next regular meeting will be held on Tuesday, February 26, 2008, at 6:00 p.m., in the Town Hall
Conference Room as regularly scheduled meeting for Tuesday, February 19, 2008, is cancelled due
to conflicts in scheduling. If any projects need immediate attention, Melissa Spiro will contact LPC
members via phone or e-mail, or, if necessary, an alternative meeting date will be scheduled.
