JOINT MEETING ON MASTER PLAN
January 12, 1966
A joint meeting of the Greenport Village Boardsand the
Southold Town Boards was held on the Master Plan on Wednesday,
January 12, 1966, at 7:30 P.M., at the Office of the Supervisor,
16 South Street, Greenport, New York.
There were present: Messrs: Harry Weinroth, Raymond and
May Associates; Howard Quinn, New York State Department of
Commerce; Mayor Levine, Dr. Leo Goldin, Harry Mansell, Samuel
Katz, from the Village of Geeenport. Supervisor Albertson,
Town Attorney Robert Tasker, Superintendent of Highways Raymond
Dean, John Wickham, Chairman Southold Town Planning Board, Henry
Moisa, Archibald Young, William Unkelbach, Lawrence Tuthill,
Professional Engineer; Otto Van Tuyl, Professional Engineer and
Consultant to Town Planning Board, Howard Terry, Town Building
Inspector.
Dr. Leo Goldin, acting Chairman, called the meeting to
order at 7:50 P.M.
Mr. Weinroth distributed copies of memoranda number 6 and
displayed a nearly completed base tax map at 800 feet to the
inch using the town's existing tax maps as a sectional guide.
This map was left in care of the Town Planning Board to check
over before the next regular meeting in February.

Also displayed was a partially completed topograph map of
the Town. ~. Weinroth explained the co.1JI~rfihart and elevations
and grade l~nes and intervals, etc. Then7was quite a discussion
on the marsh areas and other water front features. It was
suggested that water depths along water front and creeks be
shown as on the Cost and Geoditic Charts. There being so many
changes on both tax map and shorefront properties, it was
agreed that after a field inspection of the Town by all concerned
that these maps will be completed as of a certain mutually
agreed date.
Mr. Weinroth is to bring other necessary members of his staff
to Southold on January 27,1966 for the proposed field trip and
to get any other necessary information from Town records ect.
that they may need. Supervisor Albertson is to contact people
from the Town Departments and other key persons to meet at h~
office at 10 o'clock a.m. on Janua;vy 27, 1966 for the f:iMld trip.
Mr. Weinroth suggested that it is time now to consider
central business districts, possible locations for shopping
centers, neighborhood service areas or centers, etc. There
was some discussion of the existing centers in each post office
area in the Town. Mayo~ Levine inquired which is more desirable -
large central shopping eenters or smaller local areas.
Mr. Weinroth stated we are goi~ to have to meet the needs
of the changing times and population requirements, In the future
we will have to change our present set up by adding some larger
shopping and business centers and also provide some local
"Neighborhood necessity" areas other than we now have in each
hamlet. This brought on a lengthy discussion of size of centers,
services to be rendered in each, and what there has been in the
past, etc. It was agreed that the centers of population and
centers of employment will be the largest factor in location of
business centers.
This lead to a discussion of the possibility of the
proposed bridge traffic and possible effects this will have,
the use of limited access roads etc. Mr. Weinroth explained
the development of the area north and west of New York City
by using limited access parkways, expressways, etc. with tight
zoning and subdivision regulations. They have been able to
hold dwon undesirable development better than western suffolk
and Nassau by holding strictly to their master or development
plans.

There was considerable discussion on transportation - all
forms - and the tendancy for Industry and bussiness to follow
best transportation routes for their products and labor supply.
The question was raised as to why Long Island seems to have
more population and industry than Weschester and Rockland
Counties. It seemed that lax regulations and easier ~
~ commuting to jobs probably is the largest cause of this.
Copies of Memoranda number 5 - Preliminary population
Analysis - were distributed by Mr. Weinroth. He cited some
of the highlights of this report and explained the tables and
charts used.
It was discussed lightly and found to have several
features that both town and Village officials thought were
wrong. Mr. \lIIainroth is to double check on these items and
report on them again at a future meeting.
Methods of taking the census were discussed and all agreed
that many errors were made in the 1960 census in this area. The
published figures were not acurate. It was recommend that Town
and Village officials try to keep the same census districts in
1970 as used in 1960, so comparisons can be made more acurately.
There was a discussion on Housing evaluation, particularly
on the census method and classification and their subdivisions.
The percentages given on employed persons and the catagorys of
employement, these seemed to be out of proportion. These also
will be double checked.
Copies of Memoranda number 7 - A future schedule of meetings
and agendas were distributed and discussed.
Mr. Weinroth will bring staff members on January 27,1966 to
do some work in the office, such as locating new houses, subdivisions,
etc.
The minutes of the last meeting on the Master Plan were
approved.
The meeting was adjourned at 9:50 P.M.
