JOINT MEETING ON THE MASTER PLAN
March 9, 1966
A joint meeting of the Southold Town Board and the Southold
Town Planning Board together with the Greenport Village Board and
the Greenport Village Planning Board was held on the Master Plan
on March 9, 1966, at the Office of the Supervisor, 16 South Street,
Greenport, New York.
There were present: William Quinn, Action Mayor; Samuel Katz,
John Sherwood, Chairman Village Planning Board; B. Van Popering, Jr.,
Harry Monsell, Harry Weinroth, Raymond & May Associates; Howard
Quinn, Department of Commerce; David Morton, Cornell University Study
Team; Louis Demarest, Councilman Southold Town; Robert Tasker, Town
Attorney,; Raymond Dean, Superintendent of Highways; Archibal d Young,
Vice Chairman Southold Town Planning Board; Henry Moisa, Southold
Town Planning Board; William Unkelbach, Southold Town Planning Board;
Alfred Grebe, Southold Town Planning Board; Lawrence Tuthill, P.E.
Consultant; Howard Terry, Building Inspector.
The meeting was called to order at 7:15 P.M. by John Sherwood
Action Chairman.
The minutes of the last meeting were approved as submitted.
Mr. Weinroth presented another large scale map of the Village
business district for the Village Planning Board to check the building
and open area locations before the next meeting and to return themap
with any corrections or notes at that time.
TheVillage highway map left to be checked at the last meeting
was not returned at this time, but will be sent to Raymond and May
Associated by mail wi thin a week.
Raymond and May Associates are nowWJrking on the last phase of
base maps for the Town of southold business districts and the Village
of Greenport business districts.
Mr. Weinroth reported that Mr. Ernest Whitlock will be present
at the next meeting andwlll have his report on the water study. Some
time in the next few days Mr. Whitlock will be in the Town and wants some
of the local officials to go with him on a field trip around the
Town. He will contact H. Terry at his office to make arrangements.

The meeting was turned over to David Morton of Cornell Staff who
distributed a booklet - report on monetary input and output tables
for the Town and Village economy. He explained the contents and the
tables contained in the booklet. These tables are the more refined
versions of ones shown at the last joint meeting which he attended.
These tables gave a better picture of the "money flow" between citizens
and various forms of business and industry.
He explained the various categories used in classifying the
business activities listed and how the figures were arrived at. It
was hisqpinion that the per centages as shown in the tables would
hold nearly constant unless one category changed more extremely than
its corresponding opposite category. In this case adjustment will
have to be made in proportion to the change.
Several questions were asked on how different factors would
affect local residents. Mr. Morton demonstrated how to use the tables
to make these determinations. Questions were asked about the impact
that might be caused by a change of type of business category in the
future. The final analysis studies will show multiple results based
on the projections of several categories to a given perios in the
fu1D:e.
There was some discussion on the impact of a proposed bridge to
Connecticut. Several opinions were expressed but no formal stand was
taken in any manner. Mr. Weinroth explained that his studies will
show several ~-Kex-"ztzzx possibilities but will~o way be a recommendation.
There was a lenghty discussion of public beaches and places to
accomodate more tourist. It was generally agreed that the required
open spaces, parks, beaches, golf courses, etc., would depend on the
type of people who come here. Some may want one type and some other
types. This will have to studied further before a decision can be
reached.
There was considerable discussion on establishing a college here
within the Township. All agreed that this would be a good thing to
have and some estimate of costs, personell, and possible number of
students should be obtained for discussions at some future meetings.
The next meeting on the Master Plan willbe held Wednesday,
April 13, 1966, at the Supervisor.s Office, Greenport, New Yor.
