HomeMy WebLinkAbout05/11/1966 MINUTES JOINT MEETING ON THE MASTER PLAN May 11, 1966 A joint meeting on the Master Plan was held at 7:30 P.M., Wednesday, May 11, 1966, at the Office of the Supervisor, lh South Street, Greenport, New York. There were present: Richard May and Miss Woods, Raymond and May Associates; Howard Quinn, New York State Department of Commerce; Dr. David Allee, Cornell University Staff; Mayor Arthur Levine, John Sherwood, Henry Bunce, Dr. Leo Goldin, Harry Monsell, Greenport Village Board and Planning Board; James Monsell, Superintendent of Utilities of Greenport Village, Robert Tasker, Town Attorney, Raymond Dean, Superintendent of Highways; John Wickham, Archibald Young, Henry Moisa, William Unkelbach, Town Planning Board; Lawrence Tuthill, P.E., Consultant; Howard Terry, Town Building Inspector. The meeting was opened by Acting Chairman, John Sherwood. The minutes of the last meeting were approved. Mr. John Wickham introduced Dr. David Allee of Cornell University staff. Dr. Allee distributed copies of two pamphlets on the agricultural land use study which they are doing for the 'R)wn. He discussed the contents and tables in the pamphlets, how they arrived at the materials used and the conclusions reached. They used 40 acres of land as a dividing line between large farms and small farms. Dr. Allee displayed a large land use map of the Town, (800 feet to an inch), in color code. He explained the different colored area uses and prospective uses. The reduction in the number of farms is due to the combining of small farms into larger farming operations. He estimated there will be less than 50 farms in ten years or less. The income level will be the reason for keeping or loosing agriculture in the Town. Dr. Allee will supply data sheets on farm income at a future meeting. The 1964 farm census sheet is not yet available. He wants to compare this with the previous years. Joint Meeting on the Master Plan -2- May II. 1966 There was some discussion on his explanation of the tables from several angles. Air polution ~~ farm dust. insecticides. ferterlizer, vehicle exhaust, burning trash, etc. was brought up for discussion and some practical solutions of the problem were discussed. Schools, assessments. taxes, etc.. were discussed as they relate to agriculture - a central school district versus a common school district. The shapes of the farms shown on the map were discussed in relation to the efficiency of the farm operation . also the rental per acre and the size of the farm operation. Questions were raised on the net land returns. The tables can be interpreted .8 in more than one way, but will show the same results. Dr. Allee says the Southold Town Assessors are the most active and accurate and have the most knowledge of values of any he has worked with. They know their territory, land and buildings values, price trends. etc. and are very well up to date in their work. Both John Wickham and Dr. Allee spoke on the State's proposed program for holding agriculture land as such by a contract agreement between the land owner and a municipality. This would be a binding agreement with some reduction in assessment of th~and and probable penalties for a break of the contract or release from same. A study commission is now being formed to work on this matter. The meeting was adjourned at 10:00 P.M.. with a vote of Thanks to Dr. Allee and a recognition to Mr. May for the work done so far.
