MASTER PLAN MEETING
October 19,1966
A regular meeting on the Master Plan was held at the Office of
the Supervisor, 16 South Street, Greenport, New York, on Wednesday,
October 19, 1966, at 7:30 P.M.
There were present: Supervisor Lester M. Albertson; Town Attorney
Robert Tasker; John Wickham, Chairman, William Unkelbach, Henry Moisa,
Southold Town Planning Board; Howard Terry, Building Inspector; Otto
Van Tuyl, Consultant, Lawrence Tuthill, P.E., Construction Inspector;
Robert Villa, P.E. Suffolk County Department of Health; Howard Quinn,
New York State Department of Commerce; Mr. Richard May. Jr. and Mr.
Jittu-ef Raymond & May Associates.
The meeting was opened at 7:45 P.M., by John Wickham, acting
chairman.
Raymond and May had held a separate meeting in the afternoon with
the Greenport Village Planning Board.
There was some discussion on the possibility of requiring permits
for wells over two (2) inches in diameter to controll use of wa~er in
critical areas. A question was raised about the State Water Power and
Controll Commission's authority. It was felt that a local inspector
with a local permit would be the best controll. Mr. May will check with
Mr. Whitlock on this idea as we would most likely ask Mr. Whitlock to
map the critical areas on his final report or as a separate item.
The minutes of the Master Plan meeting held on September 21, 1966,
were approved as sent out.
There was a brief discussion on the new subdivision regulations.
Particularly on connecting roads for future adjoining subdivisions.
It was recommended that all future major and connecting roads be
put on the official map so that everyone will have to provide for them
when development occurs.

Mr. May compared the "frame work for the new Zoning Ordinance" with
our present zoning Ordinance. This was gone over item by item from page
one to point 5.4.2.5. and will be picked up from there at the next
meeting.
In Article I of the Ordinance, it was suggested to add "for the
protection and development of agriculture" in the section dealing with
purpose and intent. There was a discussion on the provisions for
non-conforming uses, particularly on the start of construction before
the adoption of the new Ordinance. It wad decided to leave it as is.
There was some discussion on thelocation of accessory buildings, height
of farm buildings, water front properties, etc. This will require
further tho~ght and possibly some revision.
It was brought out that too many things have been assigned to the
Planning Board that belong in the controll of the Board of Appeals.
These will be clarified and reassigned when the entire proposal is
read over and checked. Certain "Plot Plan Review" and "House design
duplication review" would be proper for the Planni:y Board to approve
before building permits were issued. They are willing to accept this.
There was quite a discussion on fences, location, height, permits
etc. This section will be revised as it was thought a six foot, six
inches high fence is sufficient for most needs in this Town.
The sign section was discussed at lenght. This will have to be
enlarged and refined to cover more items in the sign realm, trailers,
portable signs, truck parking, etc.
The aff street parking and loading provisions in commercial dis~ricts
will have to be revised to provide more and larger spaces, more in line
with our present Ordinance.
The next meeting on the Master Plan will be on November 9, 1966.
There will be a meeting with the Village at 4:30 P.M., and a meeting
with the Town at 7:30 P.M. Items for discussion at the next meeting
are: 1) continue discussion on framework of New Zoning Ordinance; 2)
possible distribution and discussion of Raymond & May study of the
economic base analysis; 3) if time almows discussion on the community
facilities study report.
Mr. May will send additional copies of the New Zoning Ordinance
framework and some other material to be distributed and studied prior
to the next meeting.
The meeting was adjourned at 10:20 P.M.
