HomeMy WebLinkAbout11/09/1966 . . , MINUTES MASTER PLAN MEETING November 9, 1966 A regular meeting on the Master Plan was held at 7:30 P.M., Wednesday, November 9, 1966, at the Office of the Supervisor, 16 South Street, Greenport, New York. There were present: Robert Tasker, Town Attorney, Councilman Louis Demarest, Henry Moisa and William Unkelbach of the Town Planning Board; Lawrence Tuthill, P.E., Planning Board construction Engineer; Robert Villa, P.E., Suffolk County Department of Health; Robert W. Gilli~e , Jr., Chaizman, Board of Appeals; Richard May, Jr., and Jatteau Bliatnager of Raymond & May Associates; and Howard Terry, Building Inspector. The meeting was opened at 7:45 P.M., by Henry Moisa, Acting ChaiIlll an. The minutes of the last meeting on the Master Plan were approved as sent out. Mr. May distributed copies of their Economic Report to be read before the December 7th meeting. Mr. May expects Dr. Allee of Cornell Staff to be here on the 7th also. Robert Tasker questioned certain of the procedures as outlined in the new ordinance, especially changes of zone as we are under the Suffolk Connty Charter, not State Law as shown in the New Ordinance. The question was raised if the Planning Board would be willing to undertake the extra work as laid out in the New Ordinance. They stated that they want to go over the enti~e proposal before answering this definitely. There was ocme discussion on increasing the size of the Planning Board to seven members. This would require a new resolution from the Town Board and possibly some other legal requirements to accomplish. It was agreed best to leave five members as it is now. There was a lengthy discussion on the proper division of duties for each the Planning Board and Board of Appeals under the new Ordinance. This was left open for the time being. . . ~ Master Plan Meeting -2- November 9, 1966 The matter of location of asphalt mixing plants and other "obj ecti onal" types of business, parking of commercial vehicles in residential areas, travel or camping trailers, private boat storage, etc., was discussed at some lenght. It was agreed the parking of travel trailers, boats, vehicles, etc., should be restricted to the rear yard areas, not closer than five feet to any property line. All dumps, etc., are to be referred to as"disposal areas". Controll of electrical appliances, tools, and equipment that may need shielding or special electrical controlls were discussed. It was recommended that special permits be required for such equipment in order that they do not disturb any neighbors. A lenghty discussion was held on cluster development, control 1 of and maintainance of the open spaces, beaches, parks, playgrounds, etc. No conclusions were reached on this matter, altho it was agreed to allow cluaer development where the Planning Board thought proper. On non-conforming uses it was agreed the Board of Appeals should make a determination on any change of use of a non-conforming use, building or premises. Some of the items in the Section should be renumbered. In Article VII, it was agreed the first item to be submitted with an application for a building permit would be the Health Department approval of the water supply and the sewage disposal, then other items as outlined in the new ordinance. The proposed fee schedule was considered to be way out of line. Howard Terry is to submit a fee schedule at a future meeting for this section. (yJ Section 5.5.1. needs a set of stan~ to implement - Section 7.2.5.3. Section 7.2.5. to be eliminated, Section 7.3.2.1. to be eliminated, Section 7.3.5. to be eliminated. In Section 7.4.1. add "on both". There was more discussion on the limitations of each board, Town Board, Planning Board and Board of Appeals, under the new ordinance. It was the opinion of all that the less the Town Board was involved the better for them andother boards. . , . . . . Master Plan Meeting -3- November 9, 1966 The next meetings on the Master Plan will be held on December 7, 1966 at 7:30 P.M., and December 14, 1966, at 7:30 P.M., These will be joint meetings with the Village Boards. Dr. Allee is to be here on December 7th for the economic report. The 14th meeting will be on community facilities. Mr. Bliatnager is to send material to be distributed before the next meeting.
