SPECIAL MEETING ON THE MASTER PLAN
March 28, 1967
A special meeting of the Town Planning Board with
Raymond and May Associates, as set up at the last regular
meeting on March 9th, was held in the Town Office, Man
Road, Southold, New York, at 7:30 P.M., Tuesday,
March 28, 1967.
There were present: Mr. Richard May, Jr., and William
Barron, Raymond & May Associates; John Wickham, ChaimBn;
Henry Moisa, Frank Coyle, William Unkelbach, Town Planning
Board; Robert Tasker, Town Attorney; Otto Van Tuyl, P.E.
Consultant; Howard Terry, Town Building Inspector.
The meeting was opened by Mr. May who displayed a
revised land use map based on comments submitted by the
Planning Board after their special meeting of February
21, 1967, with half acre to two acre zoniag, revised
industrial districts, parks, marinas, and beach areas,
motel zones, etc.
The yellow colored areas, generally south of route
25 and both sides of Mattituck Creek are to be developed
with lots of one half acre with public water and one
acre without public water; generally north of Route 25,
except East Marion and Orient Area, to be one acre zone
with public water and two acre without public water.
It was decided to keep a residential strip along the
Long Island Sound Shore front with a new road extending
Sound View Avenue - Mattituck, easterly to Peconic, and to
widen the residential district ea&e side of Mattituck Creek.

There was quite some discussion on the development of
the Riverhead Town Industrial Park on the north west Town
Line. It was decided that some industrial area could be
shown on the Master Plan Map, but not on the new zoning map
if the Planning Board wishes when the final map is made at
the next meeting.
There was a long discussion on the present Mattituck
Airport. It was the opinbn of all that this is not or could
not be made adequate for the future, at best it will be
outgrown in a very few years, and a new site should be
provided with longer runway., which are laid out with
prevailing winds. Mr. May took the "airport" folder from
the Planning Board files to make a copy of it and will
return it next meeting; also will contact Mr. Cook of the
New York State Department of Commerce airport staff to get
his recommnedations, etc.
Each section of the Town was gone over and Mr. May
marked his map with comments and suggestions agreed on by
all present.
There was discussion on park areas and specail motel
districts. Some wewe changed on the map displayed. Mr.
May checked the zoning map with the map displayed and has
asked Mx.Van Tuyl to send him a latest zoning map to make
accurate dis~rict lines, etc.
Some wetland areas were remarked for preservation.
There was quite a discussion on the proposed "limited
access" highway proposal along the railroad right of way.
All agreed this was probably needed in the near future so
Mr. May is to talk to the State authorities about it and
report back at the next meeting.
The new subdivision regulations were gone over and
finalized. Mr. May will have new pages with corrections
printed up to insert in the booklets. A public hearing
on these will be held by the Planning Board in the very
near future.

There was a aiscussion on simplified procedure fer a
"minor subdivision", however the Town attorney and Mr. May
stated that any lots sales are subdivisions and must be
filed as any other subdivision map. An occassional lot
sale by a farmer may not be classified as subdivising but
generally speaking all lot sales should be shown on a filed
map.
There was quite a discussion on maintanence bonds
fr private roads, park areas, etc. It was determined that this
can not be done, but should be covered in the deed and covenant
restrictions or on a legal instrument to be filed with the
map.
Raymond & May Associates will meet separately with the
Village on April 12, 1967,and the Town on April 25th. We are
to send the notices.
It is planed that the proposed new zoning Ordinance be
ready for the April meeting.
The meeting was adjourned at 10:45 P.M.
