MINUTE~
MASTER PLAN MEETING
May 4, 1967
A special meeting on the Master Ban was held at the
Supervisor's Office, 16 South Street, Greenport, New York,
at 7:45 P.M., May 4, 1967.
There were present: William Barron, Raymond & May Associates;
Southold Town Planning Board: John Wickham, Chairman; Henry Moisa,
Frank Coyle, William Unkelbach; Southold Town Board of Appeals:
Robert W. Gillispie, Jr., Chairman; Fred Hulse, Jr.; Supervisor
Lester M. Albertson, Town Attorney Robert W. Tasker, Howard Terry
Building Inspector; Otto Van Tuyl, P.E.,~onsultant.
John Wickham, acting chairman, opened the meeting at 7:45 P.M.
The minutes of the last meeting were approved as mailed out.
Mr. Barron picked up the discussion on the proposed revision
of the Zoning Ordinance ~ere it was left at last meeting. It was
done item by item and page by page. There was a big discusssion
on special exceptions or "conditional uses", what should be
handled this way and what should be permitted by each zone. Also
there was a difference of opinion as to how and what should be
handled by the Planning Board ahd what should be assigned to the
Board of Appeals. It was generally agreed most of these cases
shaid be done by the Board of Appeals with site planning of
larger projects and any the Board of Appeals wanted help with to
be done by the Planning Board.
Raymond & May Associates will make the changes as outlined
by both the Planning Board and Board~ Appeals in the new Zoning
Ordinance.
There was some discussion on experiences of other localities
that had assigned too many duties to one Board. A final discussion
on these assignments will be made at the next Master Plan
Meeting.

There was some discussion on the provision for Multiple
Residence in the Rl District - (motels, cabins, trailer parks,
hotels, etc.) Mr. Barron recommended they be by special exception
or a "conditional use" permit. All boards a~ed they should not
be by exception, but in a separate zone classification, and
recommend a mininum of 3~ acres site for a motel or similiar
operation.
The R-2 District - with multiple residences was reviewed
and agreed it was needed but should be limited toc~eas near
business centers where people could walk to do shopping, etc.
All agreed the "definition" section of the proposed
Ordinance and the present Ordinance should be expanded as it does
not cover anywhere near enough items. Mr. Barron will do this
for the next meeting.
There was a long discussion on the business zone uses and
the limitation of residences in same. Most felt that the
residences should be permitted in the "neighborhood" type business
areas but probably kepcout of shopping cente&s, industrial areas,
etc., or allowed by special exception or 'Condition use permits".
It was recommended that certain "heavy" industrial uses be
by "conditional use permits" with the same requirement for a
special exception as present ordinance. The Town is to send
Raymond and May Associates the present list of restrictions
placed on gaSOline stations by the Board of Appeals when they grant
a special exception.
There was a long discussion on the marina, waterfront district,
shipyards, marinas of all types, boat storage, buildings, use of
shipyard construction facilities for other purposes in the "off
season", slack times, etc. After much reviewing of operations
of various yards in different parts of the Town it was generally
agreed marinas and shipyards of all types should be permitted in
business districts and the more &estricted types of marinas be
permitted elsewhere with other than boat mooring facilities to be
"conditional use permits".
Theee was some discussion on setting up a "timetable" for
finishing the Master Plan work and having hearings on various
parts of it with Raymond & May Associates representatives present.
Mr. Barron' will have at least five hand corrected copies
of the Subdivision regulations ready for the next meeting so the
Planning Board can hold a hearing o~em soon.

Raymond 4 May Associates must be finished with their part
of the "Package Deal" by July 1st of this year.
The next regular meeting on the Master Plan will be held
at 7:30 P.M., Wednesday, May 17, 1967, at the Office of the
Supervisor, 16 South Street, Greenport, New York.
The meeting was adjourned at 10:30 P.M.
