regular meeting of the Board of Southold Town Trustees was held at

President Stoutenburgh called the meeting to order at 7:30 PM. On motion
of Mr. Smith, seconded by -Mr. DiVello and carried, the minutes of the
May 4, 1982, meeting were approved. The next meeting will be July 6, 1982.
On Thursday, May 27, 1982, Mr. Smith and Bay Constable Czelatka investi-
gated the complaint that a Mr. Occhiogrosso did dredging and built a dock
near the end of Corey Creek Lane and they found nothing out of the ordinary.
On motion made by Mr. Stoutenburgh, seconded by Mr. Kujawski and carried,
the mooring renewal permits for the month of July were approved.
On motion made by Mr. Bednoski, seconded by Mr. Smith, it was
RESOLVED to approve the application of John W. Savaq~.~r., to place an
offshore stake with pulley line to onshore stake at Mattituck Creek,
Mattituck. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
Bednoski and DiVello.
On motion made by Mr. Bednoski, seconded by Mr. DiVello, it was
RESOLVED to approve the application of Jon C. Kerbs to place a mushroom
(100 lb.) mooring in James Creek, Mattituck, providing it does not inter-
fere with the channel or navigation of other boats. Vote of Board: Ayes:
Messrs. Stoutenburgh, Kujawski, Smith, Bednoski and DiVello.
On motion made by Mr. Smith, seconded by Mr. DiVello, it was
RESOLVED to approve the application of .A~nes Pa~nozzi to install four
piles to secure existing dock and to join four other piles to them, as per
applicatio~ in Jockey Creek, Southold. Vote of Board: Ayes: Messrs.
Stoutenburgh, Kujawski, Smith, Bednoski, DiVello.
In regard to the application of Roqer McCarvill for a mooring in Jockey
Creek, Mrs. McCarvill was advised to check with the Park District to
obtain the mooring she wanted at the Town Dock. If she is unsuccessful,
she may return to the Trustees for a mooring in the Creek, providing they
bring a letter of permission from the owner of the property they must
cross to get to the mooring.
On motion made by Mr. Smith, seconded by Mr. DiVello, it was
RESOLVED to approve the application of Anthony Vallace to construct a
dock consisting of a fixed elevated (3 ft. above grade) catwalk 60 x 4 ft.,
hinged ramp 12 x 4 ft., and float 20 x 8 ft. secured by two pilings,
providing it is parallel to the right-of-way so dock does not infringe at
any time on the property to the west. All boats shall be moored on the
east side of the dock so that no boat or structure shall infringe on the
neighbors imaginary property line to the west at any time, until permission

Mr. Stoutenburgh is to look into'the letter,from the Town Board authorizing
the Trustees to install and issue mooring permits in Sterling Creek and
will report back to the Board at the~next meeting.

As per your requ~st,'we have outlined ~ur proposed proj'ect study,' inventor~,
and sur~ey of'Matt~tuck Creek'to commence as soon as possible afte~ your
approval. Please note that our original idea of surveying smaller and les~
populous creeks ~as been deferred-to a st~dy~of Mattituck Creek for the
following reasons: -
~1~ Mattituck. ·Creek 'has a ~reater number'of~structures requiring
identification - ~ " ,. ~
2. The size of Mattituck Creek would be a more reasonable challenge
that would,d~term'ine the feasabilit~ of' future surveyS.
3. If,-in the'future, it was determined not to fund surveys, then at
lea~t, the most important creek that needs'to be done will be
complete. ,
This project would proceed in three phases and may occur simultaneously.
I. Preliminary Survey -

c. verify that valid permits exist for structures in b.
d. measure these structures to see if they conform to permit standards.

Trustee review of part I data
a. Grandfather all structures erected prior to 1972. A $5.00
registration fee will be cha~ed.
b. If less than 10 years old, but without a permit, then file
application and collect for square footage.
III. Mapping and keying structures to Town map
a. Ail structures will be keyed to Town map and dated. This will
then serve as a valuable resource and reference for future
applications.
b. Reorganize Trustee files by working with Marian Goubeaud to
classify by creek first, aphabetical by name second and cross
reference with~file card index.

We are requesting $1500. to undertake this project. If these funds are
not fully expended, the balance will not be used.

On Thursday, June 24~ 1982, at i0:00 AM~ the DEC will hold a hearing on
the wetlands applications of Joseph Cavalier and Howard Petersen.
President Sto~tenburgh r~quested that all the Trustees attend this
meeting and support their concern in regard to these projects.
There being no further business to come before the Board, Mr. Kujawski
made a motion, seconded by Mr. DiVetl~ and carried, to adjourn. Meeting
adjourned 9:15 PM.
