HomeMy WebLinkAboutMPD-11/08/2007 R~"-"'"-", "'........:..., ,,'....i.J !'"""ri) 2Cr,Q .. \..l..- s.~., ... ,.. ,~[ Minutes of the November 8, 2007 meeting of the Board of Commissioners of the Mattituck Park District held in the office of the Veteran's Park building at 11280 Peconic Bay Blvd., Mattituck, New York with Gerard Goehringer, Chairman, Tom McCaffery Commissioner, present together with John Cushman, Treasurer, Lauren Standish, Acting-Secretary, Gail Wickham, Attorney for the District, Edward Grohoski, Maintenance, Vito Italia, Nick Deegan, Jim Gorman, Lizza Capone, Diedre Fedun, Mary Grace Finora, Ed Gatto, and other residents of the Mattituck Park District. Gerry Goehringer called the meeting to order at 7:04 PM. The election to vote for a Commissioner for a term of three (3) years to succeed Gerry Goehringer, whose term expires on December 31,2007, was being held while the regular meeting was in session. On motion of Gerry Goehringer, seconded by Tom McCaffery, and carried, the minutes of the October 11, 2007 meeting of the Commissioners were approved as presented. He will review them between the November and December meeting. Vito Italia questioned how many bids were received and what the step would be. Tom McCaffery answered that the bids would be sent out to the electrical contractors and it would be advertised in the local newspaper. South old Town passed a Resolution to contribute $100,000 and that the money was still available. Gerry Goehringer stated the start-up costs wouldn't happen until February and costs have been kept down and thanked John Cushman, the Commissioners and the Secretary for their wonderful job. Diedre Fedun questioned the aspects of the Aldrich Lane project as well as the tennis courts. Gerry Goehringer described the project according to the detailed plans prepared by Ward Assoc., and Tom McCaffery added that the Southold Town 3 \ Board originally suggested that they manage the field, however, the Park District said they would. Gerry Goehringer also stated that they are working with a limited budget and that it was necessary to hold the line and to not increase the budget. The tennis courts will be addressed in the near future. He also added that Russ Williamson has done a phenomenal amount of work at no charge, and also wanted to inform everyone that Russ had recently undergone open-heart surgery. The next projects are the lighting project, the jetties, and the Love Lane bulkhead. Gerry Goehringer reiterated on the trash situation at Bailie Beach and the fact that the Southold Town Trustees did issue permits to clean up the beach but has little control over what the DEC allows and the time frame to do it in. The DEC gives them 8 months to fix 3 jetties. Tom McCaffery said the Park District is working on a 4% increase budget and the residents want seNices. They don't want to double the taxes, but questioned where to find the money. He stated that they are always looking for ways to generate revenue. The tennis courts came in at $120,000 and that wasn't a price they were willing to pay. He questioned whether or not they wanted to spend that kind of money when there were other projects to think about. Diedre Fedun questioned approximately how much money was needed to cover all the projects and Gerry Goehringer answered approximately $500,000. Tom McCaffery noted that was twice the approved budget. Gerry Goehringer also mentioned that there are two more years to payoff the new building at Veteran's Park. Tom McCaffery stated that they were doing what they could with the present budget and added that better communication is necessary in order to find out what the people are looking for. A resident of the park district questioned the functionality of the showers at Veteran's Park and Gerry Goehringer answered that a new water line was put in and they were all working. Tom McCaffery stated that he was looking into vending machines and possibly a concession stand, but noted that there wasn't enough beach traffic and insurance was too high. Tom said he was going to investigate the matter further and contact Sterling vending. Vito Italia suggested the development of a web site to better inform the residents and open the door to the community. Diedre Fedun agreed that awareness was good and the website should be considered. 4 Tom McCaffery asked Nick Deegan about his comment in an article in the Suffolk Times regarding a piece of property that he stated the park district was selling. Mr. Deegan responded that he heard the comment made on the streets during the course of his campaigning. Lizza Cappone, who is the Iiason for the Youth Bureau, appeared together with Jim Gorman, Diedre Fedun, Mary Grace Finora, and Ed Gatto, and expressed the need for youth drop-in centers in Mattituck, Peconic and Greenport. After reading a letter of support from Town Supervisor Scott Russell, the group requested the use of Veteran's Park as a drop-in center, and presented a small proposal on how to run it, such as appointing kids to the youth bureau and establishing a needs assessment, however noted that liability was the biggest issue at this point. Gerry Goehringer stated that he was in support of the idea, however noted that he building was not done. The floor still needed to be finished and the chair railings installed. He reiterated that the commissioners were definitely interested. The next step were the bathrooms, which will include a handicap facility, and were in the process. He noted that a tremendous amount of money was saved due to the generosity of Russ Williamson. Lizza Cappone questioned how far the district's liability extended. Tom McCaffery answered that after speaking with Counsel, Southold Town could allow the use of the facilities for Teen Nights by issuing a use permit and obtaining the liability insurance required by the permit. Lizza noted that this was an established Youth Bureau and there would be a director. She foresees the project moving slowly at first until a formal drop-in center is established. The Youth Bureau wants to first find out from the kids as to what they want. She asked whether or not the commissioners were familiar with the Founders Landing Wharf house and how it was run. Gerry Goehringer stated that the Wharf House was only available to the hamlet of Southold residents. Lizza stated that she was pleased to hear that everyone was open to the idea. Edward Grohoski presented his report for November 2007, which included updates on Veteran's Park, Aldrich Lane, Breakwater Beach, the Lodge, Love Lane, Wolf Pit, and Bay Avenue. A copy is attached. Gerry Goehringer suggested replacing the old wood door on the scout lodge to keep the mice out. Gerry Goehringer announced that six (6) applications were received for the position of part-time secretary. Applications were received from Laura Robinson, Susan Stepnoski, Angelica Cocha, Theresa Wells, Luz Lara and Pat Mahon. 5 There being no further business to come before the commissioners, on a motion made by Gerry Goehringer, seconded by Tom McCaffery, and carried, to adjourn the meeting at 8:10PM. . Stained roof, (pleasure on staining the whole structure. ) Locksmith has installed crash bar. The door is keyed the same. Ed Stegman's plaque Was delivered, it's been installed. Parking lot light was burnt out called town it's been replaced. One phone line was out, been fixed. Called phone company (Verizon) Added long distance service. So we can call, and fax out of state. I cleared this with Commissioner McCafery. We lost one tree due to storm.I called the vending machine people to ask about snack machine. They say you can't put snack machine outside due to heat. Has to be inside a building. Sand is coming back on beach. Aldrich .Soccer league wants to find away to put drainage in east field. They wanted to drill a test hole, I told them to go ahead. They ran out of fuel for lights, we put in 10 gallons in each light, due to being told they will use lights maybe two more weeks. Paint safety storage cabinet has been installed in shop. Received bleacher end plates, from soccer league (Ed Gatto) installed plates. Breakwater Beach Bathrooms have been winterized picnic benches have been removed. Someone ran into beach attendants guard house. Roof needs to be fixed. (pleasure on style of roof) Parking lot light out ,has been replaced. Lodge Mice have returned to building. We installed traps again. Six month inspection of fire suppression system has been done. I called light house security, and asked if are fire system yearly system check has been done. It was over due, should have been done in August or September. They said somehow the computer didn't spit it out. It's been done, will receive report in mail. We need report for County inspection. The system checks its self constantly, and reports back to light house any problems. So it should have been safe. . "I. Love Lane Bathrooms have been winterized. Noticed oil tank just about empty had it filled to stop condensation damage, from winter lay-up. Floats have been removed, except one at the end of ramp. Will remove float at the end of month. (Pleasure on spiles ) Wolf pit Can I install a bench by pond? No slab will be used just two holes with concrete. We welded extensions on stand pipes for bench. Bay Avenue Work being done on ball field by Gatzes Landscaping. Will lose one man at end of this pay period Carl Stlezer He will return in spring. Water sprinklers have been winterized. All except for Aldrich. I told Gill to leave till end of month. Received flyer from Lacorte equipment on checkup special for tractor I asked last year about this and got approval but never did it. So this year I would like to do it.
