Minutes of the December 20, 2007 meeting of the Board of $::0"'" ,. T
Commissioners of the Mattituck Park District held in the office of the Veteran's
Park building at 11280 Peconic Bay Blvd., Mattituck, New York with Gerard
Goehringer, Chairman, Tom McCaffery and Jerry Zuhoski, Commissioners,
present together with John Cushman, Treasurer, Lauren Standish, Acting-
Secretary, Gail Wickham, Attorney for the District, Edward Grohoski,
Maintenance, Nick Deegan, Chris Rivera, Russ Williamson, and Joe Pfapff.

Jerry Zuhoski called the meeting to order at 7:01 PM.
On a motion of Jerry Zuhoski, seconded by Gerry Goehringer, and carried,
the minutes of November 8, 2007 meeting of the Commissioners were approved
as presented.
On a motion of Tom McCaffery, seconded by Gerry Goehringer, and
carried, the Treasurer's report was approved and presented and the following
bills ordered paid:

Jerry Zuhoski welcomed back Russ Williamson.
Gerry Goehringer provided the members of the Board and those present
at the meeting with a status report on the groins. He received a letter from the
NYSDEC (copy attached) and they are requesting low-profile groins at Veteran's
Memorial Park.
Gerry said that he received a call from Bobby Dorso from the Mattituck
Yacht Club and he asked to remove the "ears" of the "U-shaped" basin that's in
disrepair, at the yacht club. Gerry informed him that the Park District was working
down that way, however, a representative from the yacht club will be coming into
a meeting in the near future to discuss it further. He suggested a one-way valve
to prevent the pipe from clogging. He noted that Marty Suter built the yacht club

and was one of the first commodores, and would like to look into the history of
the yacht club for future reference.
Jerry Zuhoski mentioned that he spoke with Tony Claudio, who is a
commodore, and they are looking into a Regatta in the year 2010 and hope to
get the work on the jetty addressed. He invited Tony to attend a meeting and
contact the NYSDEC as well.
Chris Rivera submitted a petition (see attached) from the West Mattituck
Beach Assoc., with more than 200 names objecting to any form of sand mining,
sand bypassing or removal of sand in any form from the Breakwater Beach area
of the Mattituck Park District. She wanted to make it clear that this group does
not want to see it happen again. It was done in the past, and as a result,
numerous homes needed bulkheading and the West Mattituck Beach Assoc.
entered into litigation with the Park District.
Tom McCaffery commented that gradually down-sizing the filet will solve
the inlet accessibility and that replenishing the beach from offshore may not be
an option. It's his understanding that a starved beach can't be replenished from
offshore, unless it's a navigational hazard.
Chris River remarked that it was a navigational issue.
Gail Wickham commented that without cutting down the filet, or cutting it
back, it won't replenish.
Tom McCaffery said that over-time the beach would be starved again,
without taking the jetty out, and he reiterated that it should be a gradual process,
however we need to find out what "gradual" is and what "drastic" is.
Chris Rivera believes that there are 93,000 cy. of sand in the filet that
would be removed in one shot. This will automatically remove their accreted sand
from their properties.
Gerry Goehringer commented that even if they took a "slice", that "slice"
needs to be replenished, and one good storm would replenish it.
Tom McCaffery stated that the Mattituck Park District property is starved
on one side and accreted on the other, and navigation is an issue as well.
Gail Wickham asked where the high-water line was before the dredging
occurred and Chris Rivera answered that it was almost around 290', the depth of
the property in 1957 and the depth is now 321' and at elevation 10'. She also
mentioned that most of the houses are built on pilings.

Jerry Zuhoski asked whether or not Marc Alessi was coming out because
he thought that the residents to the east contacted him. Chris Rivera was
unaware of any meeting and reiterated that she objects to anyone taking the
sand that belongs to her and her neighbors.
Tom McCaffery stated that the problem was with the jetty, however Chris
Rivera said that wasn't so, according to the 111 Study. Gail Wickham said she
would look into it. Tom and Gail both stressed that the heart of the project is not
to adversely impact anyone's beach.
Chris Rivera reiterated if the jetty comes down, their property would be
compromised from trying to replenish a private beach. Tom McCaffery stressed
that they were not looking to replenish private beaches,
Tom McCaffery asked what solutions they discussed with the Army Corp.
and Chris Rivera answered that the study should be completed by next month.
She commented that the Army Corp. has a responsibility to dredge the inlet and
they haven't done it, and that is what we should be fighting for.
Joe Pfapff provided the Commissioners with an update on the Aldrich
Lane fields. The east field couldn't be used and the games were moved to
Strawberry Fields. A test hole was dug in the boggy area and found no evidence
of springs. The irrigation was fixed, however felt that area was getting too much
water. He suggested the use of a detyne machine that could be done in the
Spring or Fall for about $2,OOO/day, however five (5) fields could get done.
Jerry Zuhoski questioned whether or not this process would damage the
lines, and Joe Papf suggested marking them out. It could be done in the Spring
and maybe get the Town to split the cost.
Nick Deegan suggested getting the machine from the Town, however
Jerry Zuhoski didn't believe the Town had the machine. Tom McCaffery
commented that the machine wasn't the issue, it was the aeration.
Joe Pfapff said he would follow-up and come back with a proposal.
Tom McCaffery reported that the Aldrich Lane lighting plans were ready to
go out to bid.
On a motion of Tom McCaffery, seconded by Jerry Zuhoski, and carried,
to send the lighting plans out to bid.
Nick Deegan asked if Musco lighting prepared the entire package. Tom
McCaffery answered that it is a Musco plan. The Town had their own employees
working on the project with the help of Musco, however the Park District had to
use outside professional services. Musco will help, but an Engineer is still

needed. Ward Assoc. is also involved. He further mentioned that the advertising
has been taken care of.
Tom McCaffery met with Polly Weigand from the County and she is
looking to conduct a presentation with the scouts on the topic of bluff restoration.
Gail Wickham reported that she has no news concerning the Mattituck
Inlet meeting, however, she will look into it. She stated that Land Use is currently
in the process of re-designing the jetties at Veteran's Park, as per the request of
the NYSDEC, to show low-profile replacement jetties.
Gail Wickham suggested the Park District establish an employee
handbook, as per the request of the insurance company. A packet was sent to
John Cushman with some samples.
Jerry Zuhoski thanked Gerry Goehringer for all his years of service and
dedication.
Edward Grohoski presented his report for December 2007, which included
updates on Veteran's Park, Aldrich Lane, Breakwater Beach, Love Lane, and the
Lodge. A copy is attached.
Jerry Zuhoski stated that the Mattituck Fire Dept. is interested in having a
football field goal kicking contest as a fundraiser, at Veteran's Park. It will cost
$40.00 per person. John Cushman asked that the insurance be in place prior to
the event.
On a motion of Jerry Zuhoski, seconded by Tom McCaffery, and carried,
to approve the use of Veteran's Park for the fund raiser.
Jerry Zuhoski suggested purchasing a new industrial vacuum.
Tom McCaffery spoke with Liza Coppola regarding the teen center. He
reported that she is still pursuing the idea with the Town. It is her understanding
that the Town will be appointing a youth advisory board, and she will continue to
provide the Park District with updates.
There being no further business to come before the commissioners, on a
motion made by Jerry Zuhoski, seconded by Tom McCaffery, and carried, to
adjourn the meeting at 8:25 PM.

December Report
Vets
Started Leaf removal, Painting gazebo, two tone. Darker brown for benches, due to wear
and tear. Need 15 sheets of paneling for chair rail, In main room. Got est. for materials from
ma~am, $755.85. not including: glue, nails, and panel blade for table saw. All picnic tables are put
away for winter, left 3 in playground area. Replace two hinges on south door main building
Hinges are steel, and are rusting Ma~am ordered them. They're too small for doors, still looking
for replacements. Vito Itialia Donated a wireless intemet hub it's been installed. We now have
wireless internet in park.
Aldrich
Removed all equipment from main field. Put portable lights away for the winter,
Winterized fuel. East field is wet almost all the time lately. I have some info on new drainage
material. Gave to ED Gatto.
Breakwater Beach
New roof on attendant's house, but not painted yet. Lost elect due to heavy wind, Called
L.I.P.A. It's been restored.
Love Lane
Have Ice Damage on Dock, lost a small section, and has been repaired.
Lodge
Ordered new basement door From Penny's haven't received it yet. Cub Scout Leader
misplaced his keys needs new. We have three keys missing. We are going to repaint cellar fioor.
Someone broke the new ping-pong table.
Misc. Talked to Suffolk County board of health about are warnings from last summer, we were
written up for no life guards on stands. Sent them an idea for a stand Nancy Panarese Is the
contact person for Public health. She said the plans I sent were great and to go ahead with them.
The Stands we use now one is beyond repair, and the other needs work. Small gray pickup out
for bid? Leaf vac has lots of hours, so far we replaced impellor, (two years ago) used liquid steel
on shaft due to tear out on keyway. Collection tube shot all duct tape. New tube cost $100 plus
shipping. Motor is getting hard to start, need to use starter fluid. It might need a new carburetor.
Received recall on red Chevy pkup truck, for replacement of display panel in dashboard. Our
speedometer is bad. Buzzey Chew Looked at Truck he has to order parts. Brought John Deere
Tractor to Shop for Service. Should I buy a new bucket est. $560-600 I have info on starting a
web site for park, less then $10.00 per month at a web hosting site. I made up a sample web site
to look at.
