A regular meeting of the Board of Southold Town Trustees was held at
7:30 PM, Tuesday, March 2, 1982, at the T. own Hall, Main. Road, Southold,
New York. Present were:

President Stoutenburgh called the meeting to.order at 7:30 PM.1. On motion
of Mr. Kujawski, seconded by Mr. Bednoski and carried, the minutes of the
January 19, 1982, work session, the February 2,1~1982, work session, the
February 2, ~1982, regular meeting and the February 11, 1982, special
meeting ~were approved. The next meeting of the/Board will be April 6, 1982.
On motion made by Mr..Bednoski, seconded by Mr. DiVello, it was
RESOLVED to table until the next meeting the applications 'and the referral
from the Town Board of Wetlands Application ~86 ~of Joseph Cavalier to
construct a dock, ramp, bulkhead and to dredge in Mattituck Creek, as the
parties involved were not present. The Board will discuss this matter
with those i~volved at a special meeting.. Vote of Board: Ayes: Messrs.
Stoutenhurgh, Kujawski, Smith, Bednoski_and DiVello~
On motion made by Mr. Bednoski, seconded by Mr. _Kujawski;1 ~t was
RESOLVED 'to approve the application.of Fred.J. Meinhart to construct a.
bulkhead and replace piles on dock located in Mattituck Creek. Vote 'of
Board:- Ayes: Messrs. Stoutenburgh, Kujawski, Smith, Bednoski, DiVello.
The Board discussed the application and~the referral from the Town Board
of Wetlands Application ~87, of Friedrich Krug to replace existing bulk-
head in Budd's Pond, Southold. It was the concensus of' the 'Board to
inform Mr. Krug that thiS area does not fall within_the Trustees
jurisdiction.._~- The Board expressed their~desire to have a sa~ in this
matter ........
On motion made by Mr. Bednoski, seconded by Mr. DiVello, it was
RESOLVED ..to approve the application of Ralph C..'Condit to replace
existing catwalk with 20' ~of floating dock, thus eliminating a problem
with winter ice...~ Vote of Board: Ayes: Messrs .... Stoutenburgh, Kujawski,
Smith, Bednoski and DiVello. .'

RESOLVED that ~the-request of :William A. Ellwood to place .a mooring in
East Creek,~. located in Cutchogue, be approved with a stipulation that

In regard to the applic~aation of Kathrine Farr to construct two bulk-
heads, two floating docks and to dredge in Sterling Creek, Greenport, it
w~s the'consensus of the Board that this area does not fall within the
Board of Trustees jurisdiction~ ~ _ ~ ~ ~
On motion made by Mr. Kujawski, seconded by Mr. Bednoski, it was
RESOLVED to recommend-to the Southold Town Board to approve the wetland
application, %88, of Kathrine Farr to construct two bulkheads, two
floating docks and to dredge in Sterling Creek, Greenporto Vote~of
Board: Ayes: Messrs. Stoutenburgh, Kujawski, Smith, Bednoski, DiVelto.
A discussion was held on the recent letter referred to the Town Board
concerning Southold Town residents being limited to ~100 clams per day~
The Board received opposition from the audience and discussed the~many
telephone calls opposing this proposal. The Board reiterated their
desire to regulate shell fishing to taxpayers and residents of Southold
Town, th~s eliminating outsiders from taking shellfish. One guest in
the audience informed the Board of a man fromthe western part of Long
Island being pleased with taking 1000 pounds of eels from Southold Town
Waters~.- The Board stated the difficulty in restricting ,such activities
because.of the jurisdiction it falls under. A suggestimn camefrom the
audience to restrict the method used in obtaining such fish, ~hus
eliminating power dredging. Mr. Stoutenburgh polled the Board-regarding
the 100 a day limit. Messrs. Kujawski, Bednoski and DiVello agreed to
do away with the fixed number of 100. Mr,~ Smith remained in agreement
~with this limitation. Mr. Stoutenburgh.stated.that the Trustees will
discuss this matter further and someone from the Board will be present
when it-comes before the Town Board meeting. , · ~ · ~
The attorney ~epresenting Cheryl-Pagnozzi informed the Board that the
applicant will hono~ the request to'remove the-p~lings by May 1, 1982.
He stated that Miss Pagnozzi would like to build an additional dock on
her property, thus keeping the old dock, railway and hoist° The Board
informed the attorney that they would not approve four structures on
this property. It was~the concensus of the Board that.Mrs. Pagnozzi
-remove the railway before proceedin~ with an application to construct
an additional dock. They also requested that Miss Pagnozzi submit a
letter to the Board stating her reasons for the additional~dock.~ ~ .
The Board discussed the Ice Damage Permits which wikl enabl'e applicants
to repair docks that have been damaged by ice. The applicant may obtain
said permit, fill it out and return it to the Clerk's office within a
one day period. Any dock not having a registration number will be given
one for a fee of $5.00, thus giving a better inventory of existing docks
in Southold Town. ~.The Board agreed that an area be designated on the
tear-sheet for the applicant to put his registration number. Such
permits will be free of charge and the applicant must notify the'DEC of
their permit to rebuild. The Board suggested this information be
published in the local papers.
On motion made by Mr. Kujawski~ seconded by Mr. Bednoski, it was
RESOLVED that the Southold Town Board of Trustees adopt the Ice Damage
Permit for-the repair of local docks damaged by.winte~s, ice.~ Vote-of

Mr. Stouter~Durgh informed the Board of his meeting with the President
of Southampton Trustees and their willingness to meet with the Trustees
of Southold Town. It w~s the concensus of the Board that a Tuesday
evening in April be scheduled for such meeting. Mr. Stoutenburgh will
advise the Board of a definite time.
There being no further business to come before the Board, Mr. DiVello
made a motion, seconded by Mr. Kujawski and carried to adjourn. Meeting
adjourned at 8:50 PM.
