The regular meeting of the Board of Town Trustees was held on Tuesday, December 13, 1983 at the Town Hall, Main Road, Southold. Present were: President Paul Stoutenburgh Vice-President Frank Kujawski Trustee Henry Smith Trustee John Bednoski Trustee John DiVello Bay Constable Donald Dzenkowski Clerk Ilene Pfifferling President Stoutenburgh called the meeting to order. On motion made by Henry Smith seconded by John DiVello and carried, the minutes of the November 2, 1983 meeting were APPROVED. On motion made by John DiVello seconded by Henry Smith and carried the mooring renewal permits for the month of January were APPROVED. MICHAEL CARLUCCI On motion made ~y Henry Smith seconded by John DiVello it was RESOLVED to APPROVE the application of Michael Carlucci to re- construct a bulkhead and floating dock in Conkling Point Creek with the provision that he removes the existing bulkhead and puts the new one in it's exact location. Vote of Board: Ayes: Messrs: Stoutenburgh, Smith, Kujawski, DiVello, Bednoski MICHAEL CARLUCCI - WETLAND APPLICATION 9170 On motion made by Henry Smith seconded by John DiVello it was RESOLVED to recommend to the Town Board APPROVAL of the Wetland Application ~170 for Michael Cartucci to reconstruct a bulkhead and floating dock in Conkling Point Creek with the provision that Page 2 Board of Trustees December 13, 1983 he removes the existing bulkhead and puts the new one in it's exact location. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski NORMAN C. BOOS On motion made by Frank Kujawski seconded by John Bednoski it waB RESOLVED to TABLE the application of Norman C. Boos to construct 175 lin. ft. of floating dock with nine fingers each approximately 16' long in Broadwaters Cove, until the~ Building Department and the Board of Appeals transmits their comments on said application. Vote of Board: Ayes: Messrs. Stoutenburgh, Kujawski, DiVello, Bednoski Abstained: Smith NORMAN C. BOOS - WETLAND APPLICATION ~172 On motion made by Frank Kujawski seconded by John Bednoski it was RESOLVED to recommend to the Town Board to TABLE the Wetland App- lication #172 for Norman C. Boos, as per application until the Building Department and the Board of Appeals transmits their comments on said application. Vote of Board: Ayes: Messrs. Stoutenburgh, Kujawski, DiVello, Bednoski Abstained: Smith There were several comments made, from people living in this area, pertaining to this application. WILLIAM B. SMITH agent for AUGUSTUS FINK On motion made by John Bednoski seconded by John DiVello it was RESOLVED to TABLE the application of Augustus Fink to construct three catwalks and floating docks in Cedar Beach Creek, until the Town Attorney makes a legal determination as to the ownership of this property. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVetlo, Bednoski WILLIAM B. SMITH agent for AUGUSTUS FINK - WETLAND APPLICATION ~171 On motion made by John Bednoski seconded by John DiUello it was RESOLVED to recommend to the Town Board to TABLE the Wetland Application of Augustus Fink to construct three catwalks and floating docks in Cedar Beach Creek, until the Town Attorney makes a legal determination as to the ownership of this property. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bedenoski Trustee Smith pointed out that this application was going to be revised. The re-submission will be to construct one catwalk and a dock with three finger docks. Mr. Smith confirmed this by presenting a new map to the trustees, with the sketch of the new plan on this map. Since there was a lenghty discussion held pertaining to the ownership of this land, the aforementioned action was taken by the Trustees as a result of this discussion. Page 3 Board of Trustees December 13, 1983 GARY DOROSKI On motion made by Paul Stoutenburgh seconded by Frank Kujawski it was RESOLVED to APPROVE the application of Gary Doroski to place an off- shore mooring (100lb.) in Mud Creek, with the provision that the boat does not swing into any other boat or impede navigation. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski JAMES H. RICH, JR. On motion made by Henry Smith Seconded by John Bednoski it was RESOLVED to APPROVE the application of James H. Rich, Jr. to repair staves of existing jetty on Town Creek, with the provision that all work is done in kind and in place. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski GRACE A. FINORA On motion made by John DiVello seconded by Frank Kujawski it was RESOLVED to APPROVE the application of Grace A. Finora to place a ramp and floating dock on property adjacent to James Creek. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski GRACE A. FINORA - WETLAND APPLICATIO~ #173 On motion made by John DiVello seconded by Frank Kujawski it was RESOLVED to recommend to the Town Board APPROVAL of the Wetland Application ~173 for Grace A. Finora to construct a ramp and a floating dock on property adjacent to James Creek. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski RUSSELL B. CASE - WETLAND APPLICATION ~174 On motion made by Frank Kujawski seconded by Henry Smith it was RESOLVED to recommend to the Town Board APPROVAL of the Wetland Application #174 for Russell B. Case to remove fragmites and to' plant grass seed at Case's Lane, Cutchogue. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski DANIEL SILVERMAN On motion made by Frank Kujawski seconded by John Bednoski it was RESOLVED to TABLE the application of Daniel Silverman to construct a fixed elevated dock, consisting of catwalk, ramp and float and to dredge in Wunneweta Pond, until the next meeting. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski DANIEL SILVERMAN - WETLAND APPLICATION ~175 On motion made by Frank Kujawski seconded by John Bednoski it was RESOLVED to recommend to the Town Board to TABLE the Wetland Application of Daniel Silverman, as per application, until the next meeting of the Trustees. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski ~ Page 4 Board of Trustees December 13, 1983 BERTRAM W. WALKER On motion made by John DiVello seconded by ~enry Smith it was RESOLVED to APPROVE the application of Bertram W. Walker for a permit for a bulkhead, under the Grandfather Clause. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski FRANK P. FRANCIA On motion made byJohn DiVello seconded by Henry Smith it was RESOLVED to APPROVE the application of Frank P. Francia for a permit for a ramp and floating dock at Cedar Beach Creek, under the Grandfather Clause. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVetlo, Bednoski JEFFREY GOUBEAUD On motion made by John DiVello seconded by Henry Smith it was RESOLVED to APPROVE the application of Jeffrey Goubeaud for a mushroom mooring in Jockey Creek, with the provision that the boat will not swing into the channel or impede navigation. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski JAMES & JANET MALONEY On motion'made by John DiVello seconded by Henry Smith it was RESOLVED to APPROVE the application of James & Janet Maloney for a permit under the Grandfather Clause for a bulkhead in Deep Hole Creek. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski MILDRED KOCH On motion made by John DiVello seconded by Henry Smith it was RESOLVED to APPROVE the application of Mildred Koch for a permit under the Grandfather Clause for a~dock in Brush's Creek. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski A letter will be sent to Mr. Daniel S. Natchez and Associates regard to Brewers Yacht Basin, reminding them to put pump out facilities in their plan, for 'expansion of the docking area. in President Stoutenburgh reported that the Dredging of Richmond Creek is in progress. Joseph P. Kirwin On motion made by Frank Kujawski seconded by Henry Smith it was RESOLVED to APPROVE the application of Joseph P. Kirwin to secure a permit for a dock in Mud Creek, under the Grandfather Clause. Vote af Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski Mary Kirwin On motion made by Frank Kujawski seconded by Henry Smith it was RESOLVED to APPROVE the application of Mary Kirwin to secure a Page 5 Board of Trustees December 13, 1983 permit for a bulkhead and dock in Mud Creek, under the Grandfather Clause. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski MAUREEN SULLIVAN A lenghty discussion was held in reference to the location of the proposed dock for Maureen Sullivan. It was the opinion of the board that the location for this dock should be in front of Mrs. Sullivans own home. The Cedar Beach Property Owners Assoc. was in agreement to this location. A letter will be sent to Mrs. Sullivan, stating this location. President Stoutenburgh mentioned to the Trustees that they should start thinking about the Ice Damage Permits for this year. On motion made by Frank Kujawski seconded by Henry Smith it was RESOLVED that the date for the next regular meeting of this Board will be held on Tuesday, January 3, 1983. An organizational meeting will be held at 7:00 P.M., the regular meeting will resume at 7:30 P.M. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski Moved by Frank Kujawski seconded by Henry Smith, it was RESOLVED that this Trustee Meeting be and hereby is adjourned at 9:45 P.M.
