REGULAR MEETING
7:30 P.M.
The regular meeting of the Board of Southold Town Trustees
was held on Tuesday, June 7, 1983 at the Town Hall, Main Road,
Southold, New York.
Present:

President Stoutenburgh called the meeting to order.
On motion made by Frank Kujawski seconded by Henry Smith and
carried, the minutes of the May 3, 1983 meeting were .approved.
On motion made by Henry Smith seconded by John Bednoski and
carried, the mooring renewal permits, for the month of July
were approved.
On motion made by Frank Kujawski seconded by John Bednoski and
carried, the date for the next regular Trustee meeting will be
held on July 5, 1983 at 7:30 P.M.
Trustee Stoutenburgh requested that a letter be sent to Mr. James
Bitses asking that he notify the Trustees, when he begins work on
his retaining wall. This is to make certain that there is no
misunderstanding as to the location of the structure.
SIME BENIC
On motion made by Henry Smith seconded by John Bednoski it was
RESOLVED to approve the application of Sime Benic to place a
mooring in Goose Creek, Southold, with the provision that the
boat is placed to the left side of the boat ramp.

DONALD PASSUDETTI
On motion made by Henry Smith seconded by John Bednoski it was
RESOLVED to table the application of Donald Passudetti to place
a mooring in Gull Pond,~Greenpo~rt~ ~ntil the moorings are
reviewed by the Trustees.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
DiVello, Bednoski
HARRY G. FARRELL
On motion made by Frank Kujawski seconded by Henry Smith it was
RESOLVED to table the application of Harry G. Farrell to place
an offshore stake with pulley line to onshore stake in Gull
Pond, Greenport, until the moorings in Gull Pond are reviewed
by the Trustees.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
DiVello, Bednoski
EUGENE KESSLER
On motion made by Frank Kujawski seconded by Henry Smith it was
RESOLVED to table the application of Eugene Kessler to place an
offshore mooring in Gull Pond, Greenport, until the moorings in
Gull Pond are reviewed by the Trustees.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
DiVello, Bednoski
ROSEMARY R. RAMO -
On motion made by Frank Kujawski seconded by Henry Smith it was
RESOLVED to table the application of Rosemary R. Ramo to place
an offshore mooring in Gull Pond, Greenport, until the moorings
in Gull Pond are reviewed by the Trustees.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
DiVello, Bednoski
ANNETTE GOLDEN & NICHOLAS CARNES
A letter is to be sent to En-Consultants, Inc. on behalf of
Annette Golden & Nicholas Carnes, in reference to the request
for a determination, from the Trustees, as to the need for a
permit from this Board. It was determined that a trustee permit
is not necessary, seeing that the work site does not come under
the trustee jurisdiction.
STEPHEN PERRICONE
On motion made by Frank Kujawski seconded by ~enry Smith it was
RESOLVED to approve the application of Stephen Perricone to
construct a 4' x 94' timber catwalk leading to a 3' x 14' ramp
and a 6' x 20' float secured by two 8" spiles in Eugene's Creek,
Cutchogue.

STEPHEN PERRICONE - WETLAND APPLICATION ~141
On motion made by Frank Kujawski seconded by Henry Smith it was
RESOLVED to recommend to the Southold Town Board approval'~.of the
Wetland Application #141 for Stephen Perricone, as per application.

WILLIAM & CAROLINE HESS
On motion made by Henry Smith seconded by Frank Kujawski it was
RESOLVED to table the application of William & Caroline Hess to
place an offshore mooring in Gull Pond, Greenport, until the
moorings in Gull Pond are reviewed by the Trustees.

JAMES M. & RUTH F. BARR
On motion made by Frank Kujawski seconded by John'Bednoski it was
RESOLVED to approve the application of James M. & Ruth F. Barr to
construct a 3' x 22'6" dock and a 2'8" x 50 ' catwalk in Deep Hole
Creek, with the provision that the permanent pilings for the dock
will be in the marsh grass and that the float will extend out
into the water.

JAMES M. & RUTH F. BARR - WETLAND APPLICATION ~147
On motion made by Frank Kujawski seconded by John Bednoski it was
RESOLVED to recommend to the Southold Town Board approval of the
Wetland Application ~142 for James M. & Ruth F. Barr to construct
a 3' x 22'6" dock and a 2'8" x 50' catwalk in Deep Hole Creek,
with the provision that the permanent pilings for the dock will
be in the marsh grass and that the float will extend out into the
water

EMILY JENSEN - WETLAND APPLICATION 9143
On motion made by John Bednoski seconded by Henry Smith it was
RESOLVED to recommend to the Southold Town Board approval of the
Wetland Application ~143 for Emily Jensen to replace (within 18")
40' plus (2) 6' returns of deteriorating concrete block retaining
wall with timber batter pile type retaining wall, Eugene's Creek,
Cutchogue.

DiVello, Bednoski
DANIEL SILVERMAN
On motion made by Henry Smith seconded by John Bednoski it was
RESOLVED to approve the application of Daniel Silverman to
construct a timber dock consisting of a 40' x~4' fixed elevated
(3' above grade) catwalk, a 12' x 4' hinged ramp and three 16' x
6' floats secured by four timber pilings, in Wunneweta Pond, with
the provision that the dredging is to be done to a depth of 3½ ft.
below normal high water after the two la~downers (Mr. Techet &
Mrs. Elderd) are assured that no harm will come to 1. fresh wa~er
supply 2. Road 3. Bulkhead. Mr. Silverman is to sign a letter
stating that the'aforementioned be protected and that a ratio of
1 to 3 is kept in reference to the dredging.

DANIEL SILVERFLAN - WETLAND APPLICATION #144
On motion made by Henry Smith seconded by John Bednoski it was
RESOLVED to recommend to the Southold Town Board approval of the
Wetland Application ~144 for Daniel Silverman to construct a
timber dock consisting of a 40' x 4' fixed elevated (3' above grade)
catwalk, a 12' x 4' hinged ramp and three 16' x 6' floats secured
by four timber pilings, in Wunneweta Pond, with the provision that
the dredging is to be done to a depth of 3½ ft. below normal high
water after the two landowners ( Mr. Techet & Mrs. Elderd) are
assured that no harm will come to ~. fresh water supply 2. road

JOYCE WESTERBEKE
On motion made by Henry Smith seconded by John DiVello it was
RESOLVED to approve the application of Joyce Westerbeke to place
an offshore stake with pulley line to onshore stake in Corey Creek,
with the provision that the boat does not swing into any other
boat or impede navigation.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
DiVello, Bednoski
ROBERT W. VANDERBECK
On motion made by John Bednoski seconded by Henry Smith it was
RESOLVED to approve the application of Robert W. Vanderbeck to
place an offshore mooring (100 lb.) in Wickham Creek, Cutchogue,
with the provision that the boat does not swing into any other
boat or impede navigation.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
DiVello, Bednoski
WILLIAM M. KNOELLER
On motion made by Frank Kujawski seconded by John DiVello it was
RESOLVED to approve the application of William M. Knoeller to
place an offshore mooring (150 lb.) in Mud Creek, with the provision
that the boat does not swing into any other boat or impede navigation.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
DiVello, Bednoski
STEPHENIE HOLLYMAN
On motion made by Frank Kujawski seconded by John DiVello it was
RESOLVED to approve the application of Stephenie Hollyman to
place an offshore stake with pulley line to onshore stake in Narrow
River.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
DiVello, Bednoski
LENNY VACCARIELLO ~
On motion made by Frank Kujawski seconded by John Bednoski it was
RESOLVED to disapprove the application of Lenny Vaccariello to
place an offshore stake with pulley line to onshore stake in Goose
Creek, without prejudice.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
DiVello, Bednoski
A letter will be sent to Mr. Vaccariello, advising him that there
is room at the end of Gagens Landing, or if he can get permission
form the Association, he can reapply.
CAPT. W. A. HOLM_AN
On motion made by Henry Smtih seconded by John DiVello it was
RESOLVED to approve the application of Capt. W. A. Holman to
place an offshore mooring (200 lb.) in Town Cresk, with the
provision that the boat does not swing into any other boat or
impede navigation.

DiVello, Bednoski
CHRISTINE & EDWARD VIOLA
On motion made by John Bednoski seconded by Henry Smith it was
RESOLVED to approve the application of Christine & Edward Viola
to construct a 100' x 3' catwalk, a 20' x 4' dock and retaining
wall in Deep Hole Creek, with the provision that he would
be permitted to dock any boat that would extend more than 6'
into the channel and that the walkway will be placed 3' above
marsh grass.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,

CHRISTINE & EDWARD VIOLA - WETLAND APPLICATION # 15]
On motion made by John Bednoski seconded by Henry Smith it was
RESOLVED to recommend to the Southold Town Board approval of
the Wetland Application #151 for Christine & Edward Viola to
construct a 100' x 3' catwalk, a 20' x 4' dock and retaining
wall in Deep Hole Creek, with the provision that he would not
be permitted to dock any boat that would extend more than 6' into
the channel and that the walkway will be placed 3' above the marsh
grass.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, i-
DiVello, Bednoski
MARVIN & SARAH RAUCH
The trustees received a letter from Attorney William H. Price, Jr.
who represents Dr..and Mr§. Rauch. They are interested in
obtaining title to the creek adjacent to their property. Trustee
Stoutenburgh advised that a letter will be sent to Attorney Tasker
in reference to this matter.
NORTH FORK SHIPYARD
The trustees received a letter from En-Consultants, Inc. on behalf
of the North Fork Shipyard, requesting a determination, from the
trustees, as to the need for a trustee permit. It was determined
that the trustees do not have jurisdiction.
CLOSING OF CREEKS FOR PLANTING OF UNCERTIFIED CLAMS
The following creeks in the Town of Southold will be closed
for the purpose of planting uncertified clams during the following
dates:
Hallock's Bay, Orient-from May 27 thru June 27 -83
Mill Creek, Southold-from June 3 thru July 3 -83
This information has been published, by the Town Clerk, Judith T.
Terry, in the newspapers.
GEORGE W. ARGENTIERI
On motion made by Henry Smith seconded by Frank Kujawski it~was
RESOLVED to approve the application of George W. Argentieri to
secure a permit for a 3' x 10' walk, 3'x 30' fixed dock,, three 4'
x 10' floats, two 5' x 12' floats and a ramp in Mattituck Creek,
under the Grandfather Clause.

JOHN BOMBA
On motion made by Henry Smith seconded by Frank Kujawski it was
RESOLVED to approve the application of John Bomba to secure a
permit number for a 10' x 12' dock and ramp in Little Creek,

WALTER R. SILLECK
On motion made by Henry Smith seconded by Frank Kujawski it was
RESOLVED to approve the application of Walter R. Silteck to
secure a permit for a 3' x 35' float, a 3' x 30 dock, and a 3'
x 10 ramp, in Mattituck Creek, under the Grandfather Clause.

DOROTHY REDDEN
On motion made by Henry Smith seconded by Frank Kujawski i~ was
RESOLVED to approve the application of Dorothy Redden to
secure a permit number for a 24' x 5' fixed dock a 17' x 3'
ramp and'a 8' x 14' float in Little Creek, under the Grandfather
Clause.

SVEN E. ENGLUND ....
On motion made by Henry Smtih seconded by Frank Kujawski it was
RESOLVED to approve the application of Sven E. Englund to secure
a permit number for a 8' x 18' float in Mattituck Creek, under
the Grandfather Clause.

JOHN HOLZAPFEL & JIM SCHWENDER
Mr. John Holzapfel, a teacher, at the Shoreham-Wading River High
School, and a student, J',im Schwender attended the trustee meeting.
Jim Schwender gave a demonstration, of the project he is working
on, in respect to scallops. He would like to attach his artificial
substrates to the anchors, of the rafts, in the verticle column
of water. Our Bay Constable, Tom Czelatka, advised Mr. Schwender
that he could use the channel buoys to attach his substrates.
These substrates would be placed at different depths, in the water.
Mr. Schwender advised the trustees that he would send the results
of his experiments to them. Paul Stoutenburgh advised Mr. Holzapfel
and Mr. Schwender to notify the Bay Constable when they are in
the area, for safety reasons.
A date of June 16th was set for the trustees to review the moorings
at Gull Pond.
The Trustees will meet with Attorney Tasker on June 9th, in reference
to the Gustave Wade application.
A date was set for June 14, at 7:30~-P.M. for a special meeting
to make a decision on the Gustave Wade application.
The signs and buoys have been ordered for the Mattituck Creek area,
as reported from Bay Constable, Tom Czelatka.
On motion made by Henry Smith seconded by John DiVello and carried
the meeting was adjourned at 9:50 P.M., there being no further
business to come before the board.
