The regular meeting of the Board of Southold Town Trustees
was held at 7:30 P.M., Tuesday, April 5., 1983, at the Town Hall,
Main Road, Southold, New York.
Present were:
President Paul Stoutenburgh
Vice-President Frank Kujawski
Trustee Henry Smith

President Stoutenburgh called the meeting to order at 7:30 P.M.
On motion made by Frank Kujawski, seconded by Henry Smith and
carried, the minutes of the March 1st. meeting were approved.
On motion made by John Bednoski, seconded by John DiVello and
carried, the mooring renewal permits for the month of May were
approved.
President Stoutenburgh asked that a letter be sent along with
the mooring renewal for Mr. Gerald Wells, asking him to please
move his boat to the west out of the channel.
On motion made by Frank Kujawski seconded by John DiVello, and
carried, the date for the next Trustee meeting will be held on
May 3, 1983 at 7:30 P:M.
VIRGINIA G. JONES
On motion made by Henry Smith, seconded by John DiVello, it was
RESOLVED to approve the application Of Virqinia G. Jones to
construst a 5' X 20' float dock with a 2.5' X 16' ramp secured
by two 8" Piles. Area ~mmediately adjacent to float dock will
be dredged to provide 4-5' at MLW. Spoil shall be trucked to /~-~?
applicants residence on Willow Point Road, where it will be graded
and planted. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith,
Kujawski, DiVello, Bednoski.
W~TLAND APPLICATION #118 - VIRGINIA G. JONES
On motion made by Henry Smith, seconded by John DiVello, it was
RESOLVED to recommend to the Southold Town Board approval of .the
Wetland Application ~118 of.Yirqinia G. Jones as per above appli-
cation. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith,
Bednoski, Kujawski, DiVello.
RICHARD SEELIG
On motion made by John DiVello, seconded by John Bednoski, it was
RESOLVED to approve the application of Richard Seelig to construct
a bulkhead along East Cree~, Cutchogue. Vote of Board: Ayes:
Messrs. Stoutenburgh, Smith DiVello, Bednoski, Kujawski.

PHILIP VAN BOURGONDIEN
On motion made by Frank Kujawski, seconded by Henry Smith it was
RESOLVED to approve the application of Philip Van. Bour~ondien to
construct two floats each 20' X 4' one ramp 20'
platform 4' X 6', in Town Creek, Southoldo Vote of Board: Ayes:
Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski.
WETLANDS APPLICATION ~132 - PHILIP VAN BOURGONDIEN
On motion made by Frank Kujawski, seconded by Henry Smith it was
RESOLVED to recommend to the Southold Town Board approval of the
Wetland Application ~132 of Philip Van ~ourqondien as per above
application. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith,
Kujawski, DiVello, Bednoski.
PATRICK CARRIG
On motion made by John Bednoski, seconded by Henry Smith it was
RESOLVED to approve the application of Patrick Carrig to construct
a 4' X 24' dock with 3' X 14; ramp leading to a 6' X 20' float
dock located at Eugenes Creek, Cutchogue. Vote of Board: Ayes.:
Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski.
WETLAND APPLICATION ~125 - PATRICK CARRIG
On motion made by John Bednoski, seconded by Henry Smtih it was
RESOLVED to recommend to the Southold Town Board approval of the
Wetland Application #125 of Patrick Carrig as per above application.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, DiVello,
Kuj awski, Bednoski.
JOHN A. TANTILLO
On motion made by John DiVetlo, seconded by John Bednoski, it was
RESOLVED to table the application of John A. Tantillo to dredge in
Broadwaters Cove, Cutchogue, until the next meeting. Vote of Board:
Ayes: Messrs. Stoutenburgh, Smith, DiVello, Kujawski, Bednoski.
HOWARD PETERSON
On motion made by John DiVello, seconded by John Bednoski, it was
RESOLVED to approve the application of Howard Peterson to construct
130+ linear feet of retaining wall, maintenance dredge a 115' X 40'
area to 8' below MLW, and 2.5' wide catwalk, in Mattituck Creek.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
DiVello, Bednoski.
WETLAND APPLICATION ~126 - HOWARD PETERSON
on motion mad~by John DiVello, seconded by John Bednoski, it was
RESOLVED to recommend to the Southold Town Board approval of the
Wetland Application of Howard Peterson as per above application.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
DiVello, Bednoski.
GENEVIEVE ROBINSON
ONmotion made by John Bednoski, seconded by Henry Smith, it was
RESOLVED to approve the application of Genevieve Robinson to
construct 47+ retaining wall with a 30' return on the Southeast
side, backfill with approximately 150 cubic yards of clean loam
to be trucked in from upland source. Exhisting shed will be

elevated to new grade (8+'), in Mattituck Creek, Mattituck.

Bednoski, Kujawski.
WETLAND APPLICATION #127 - GENEVIEVE ROBINSON
On motion made by John Bednoski, seconded by Henry Smith, it was
RESOLVED to recommend to the Southold Town Board approval of the
Wetland Application of .Genevieve Robinson as per above application.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
Bednoski, DiVello.
HOWARD STABILE
On motion made by Frank Kujawski, seconded by Henry Smith, it was
RESOLVED to approve the application of Howard Stabile to construct
20' of bulkhead with two 10' returns, a fixed 56' X 4' dock and
dredging to 4' MLW of 20 cu. yds. to be retained behind bulkhead, Gull P.
with the provisiOn'that the dredging is subject to the DEC's ._ _
approval to dredge and that the dock does not extend any further
than the dock to th~ north. Vote of Board: Ayes: Messrs: Smith,
Stoutenburgh, Kujawski, DiVello, Bednoski.
WETLAND APPLICATION ~128 - HOWARD STABILE
On motion made by Frank Kujawski, seconded by Henry Smith, it was
RESOLVED to reccmmend to the Southold Town Board approval of the
Wetland Application of Howard Stabile as per above application.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello,
Bednoski.
CYRIL LUKEMAN
On motion made by Henry Smith, seconded by Frank Kujawski, it was
RESOLVED to approve the application of Cyril Lukeman to place a
mooring in Narrow River, Orient, with the provision that the boat
does not swing out into the channel, and does not interfere with
other boats. The Trustees will get together with Mr. L~keman to
determine the site for the boat. Vote of the Board: Ayes: Messrs.
Stoutenburgh, Smith, Kujawski, DiVello~, Bednoski.__
JOSEPH MARRAPODI
On motion made by John Bednoski, seconded by Henry Smith it was
RESOLVED to approve .the application of.Joseph Marrapodi to construct
a 6' X 20' floating dock, 3' X 20" walk and 4' X 12' ramp in Eugenes
Creek, Cutchogue. Vote of Board: Ayes: Messrs. Stoutenburgh,
Smith, Kujawski, DiVello, Bedneski.
WETLAND APPLICATION 9129 - JOSEPH MARRAPODI
On motion made by John Bednoski, seconded by Henry Smtih it was
RESOLVED to recommend to the Southold Town Board approval of the
Wetland Application of Joseph Marrapodi as per above application.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
DiVello, Bednoski.
HAROLD J. HANNAFIN
On motion made by Frank Kujawski seconded by Henry Smith it was
RESOLVED to disapprove the application of.~arold J. Hannafin to
place a mooring in.~att~q~ Cr~k~..~itho~t p~ejudice. Vote of

JOHN J. FARRELL
On motion made by Henry Smith seconded by Frank Kujawski it was
RESOLVED to table the application of John J Farrell to construct
a 8' X 12' float, 4' X 6' ramp, 4' X 15' dock, and 4 pilings, in
Goose Creek, until requested information is received. Vote of
Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski.
WETLAND APPLICATION ~ 130 - JOHN J. FARRELL
ON motion made by Henry Smith seconded by Frank Kujawski it was
RESOLVED to recommend to the Southold Town Board to table the Wetland
Application of John J. Farrell~ until requested information is
received. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith,
Kujawski, DiVello, Bednoski.
AL ROKE
On motion made by Henry Smith seconded by Frank Kujawski it was
RESOLVED to approve the application of Al_~_~_to construct 145 ft.
of bulkhead and to dredge 60 cu. yds. for placing behind the bulkhead,
in Schoolhouse Creek. Vote of BOard: Ayes: Messrs. Stoutenburgh,
Smith, Kujawski, DiVello, Bednoski.
WETLAND APPLICATION # 131 - AL ROKE
ON motion made by Henry Smith seconded by Frank Kujawski it was
RESOLVED to recommend to the Southold Town Board approval of the
Wetland Application of A1 Roke as per above application. Vote of
Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski, DiVello, Bednoski.
GUSTAVE J. WADE ~
A discussion was held in reference to the application of Mr. Gustave
J. Wade for an easement at the end of East Road, Cutchogue.
On motion made by Frank Kujawski seconded by Henry Smith it was
RESOLVED to table the application of Gustave J. Wade until three
things are satisfied: I. The deed is researched. 2. The Town Board
arrives at a decision. 3. Mr. Glover gives Mr. Wade authorization
to make the application. Vote of Board: Ayes: ~Messrs. Stoutenburgh,
Smith, Kujawski, DiVello, Bednoski.
GOOSE CREEK ASSOCIATION
In reference to the Goose Creek Association's application to dredge,
their application has been amended to the DEC's permit. The permit
aUthorizes placement of 150 cu. yds. of dredge spoil above mean high wat~
at a 50' X 60' area located at north end of Cedar Ave. Final grade will
be increased a maximum of 2' above existing grade. There shall be no
disturbance to existing tidal wetlands adjacent to the spoil site. A
copy of the letter sent to the Association was given to Mr. Haje.
FREDERICK GAGEN
On motion made by Henry Smith, seconded by Frank Kujawski it was
RESOLVED to approve the application of Frederick Gaqen to Place a
mooring in Gull Pond. Vote of Board: Ayes: Messrs. Stoutenburgh,
Smith, Kujawski, DiVello, Bednoski.
.Mr. Gaqens previous application has been amended to read an 18 ft.
outboard boat, to be placed in Gull Pond. -

ALI AGARABI & ZAHRA BENZ
On motion made by Frank Kujawski seconded by Henry Smith it was
RESOLVED to approve the request for an extention of time (1 year)

ALEX BONDARCHUK
A discussion was held in reference to Alex Bondarchuk. It was
RESOLVED to approve the issuance of a permit for a mooring in
Narrow River, to Mr. Bondarchuk.
CHARLES KNISPEL
A request was made by Mr. Knispel to have another stake in Gull
Pond. It was decided that if stake ~10 is available, it would
be given to Mr. Knispel.
SHELLFISH ORDINANCE ......................
On motion made by Frank Kujawski seconded by Henry Smith it was
RESOLVED to amend the Shellfish Ordinance so as to clear up any
confusion as to the take of Shellfish by a resident and guest.

Messrs. Stoutenburgh, Smith, Kujawski, DeVillo, Bednoski.
Trustee John Bednoski discussed--~the-Seed-Sc&tlop Program that was
brought before the Town Board by Mr. James McMahon. The Board
acted favorably to implement a Scallop Seed Program.
President Stoutenburgh reported on his meeting with Mr. Jerry
.Churchill of Adelphi University, and Mr. John Wickham concerning
the feasibilityof tranSplanting. Ellgrass into our creeks and
bay waters. Mr. Churchill visited various locations to get aquainted
with our area, and reported that he felt they would~be ideally suited
for such a program. He suggested next year as a target date because
the grass should be planted in April and May.
ANCHORING OF BOATS IN MATTITUCK CREEK
On motion made by Frank Kujawski,. seconded-~by John Bednoski it was
RESOLVED to adopt the resolution to limit the anchoring of non-
resident boats to the Federal Anchorage only. .Complete resolution
can be reviewed in appendix. Vote of Board: Ayes: Messrs. Smith,
Stoutenburgh, Kujawski, DiVetio~Bed-noski~.
AGNES PAGNOZZI
A discussion was held on the request of Agnes Paqnozzi to have an
extention on her permit ~1542, of one year. It was decided that
her request would be granted, and no additiona.l~ information is needed.
On motion made by Henry Smith~ seconded by Frank Kujawski it was
RESOLVED to approve the request of Agnes Pagnozzi for a one year
extention of her permit #1542. Vote of Board: Ayes: Messrs. Smith,
Stoutenburgh, DiVello, Bednoski, Kujawski.
A discussion was held On the request for dred~ing'~n-~ Howards
Branch of the Mattituck Inlet, by Mr. William C. Thompson and
Mrs. Sybil H. Thompson. It was decided that a letter will be sent to
the Thompsons t~!ling_~t~%h~f~u~ds~'~not available.

PERMITS
on motion made by Frank Kujawski, seconded by John DiVello it was
RESOLVED to accept the resolution to limit the length of time that
D permit would be valid. A copy of resolution is in the appendix.
Vote of Board: Ayes: Messrs. Stoutenburgh, Smith, Kujawski,
DiVello, Bednoski.
Helen Reider
~. Stoutenburgh read a letter received from The Costelto Marine
Contractinq Corp., in regard to Mrs. Reider's dock. It was
decided that an application for a dock would be sent to Mr. John
Costello, and that they would comply with the request of the
Trustees, that the application is on file, so that all the
~.structures in the Town of Southold are registered.
FORM LETTER
On motion made by Frank Kujawski seconded by John Bednoski it was
~J~ RESOLVED to approve the form letter that will be used by the_ ~
Trustees when they go out to check on completed. ~k~bh~-~ a
permitee. Vote of Board: Ayes: Messrs. Stoutenburgh, Smith,
Kujawski, DiVello, Bednoski.
MATTITUCK RAMP
Mr. Stoutenburgh reported that Mr. Henry Raynor, Jr., Chariman
of the Southold Town Planninq Board, is requesting a copy of the
survey of the area, from Mr Dietz.
On motion made by Frank Kujawski seconded by Henry Smith and
carried, the meeting was adjourned at 10:00 P. M., there being
no further business to come before the board.
