HomeMy WebLinkAboutTR-01/11/1983 509 MINUTES The regular meeting of the Board of Southold Town Trustees was held at 7:30 PM, Tuesday, January 11, 1983, a~ the Town Hall, Main Road, Southold, N. Y. Present were: President Paul Stouzenburgh Vice President Frank Kujawski Trustee Henry Smith Trustee John Bednoski Trustee John DiVello Bay Constable Tom Czelatka Clerk Marian Goubeaud President Stoutenburgh called the meeting to order az 7:30 PM. On motion made by Mr. DiVello, seconded by Mr. Bednoski and carried, the minutes of the December 7, 1982, meeting were approved. On motion made by Mr. Smith, seconded 6y Mr. DiVello and carried, the mooring renewal permits for the month of February were approved. On motion made by Mr. Kujawski, seconded by Mr. Smith, it was RESOLVED to approve the revised application of Phil Marco to construct a 60 x 6 ft floating dock, 4 x 8 ft ramp, 40 x 4 ft stationary dock and six piles in Little Creek, Peconic. Vote of the Board: Ayes: Messrs. Stoutenburgh, Kujawski, Smith, Bednoski, DiYello. On motion made by Mr. Kujawski, seconded by Mr. Smith, it was RESOLVED to recommend to the Southold Town Board approval of the wetland application #112 of Phil Marco as per. above application. Vote of Board: Ayes: Messrs. Stoutenburgh., Kujawski, Smith, Bednoski, DiVello. On motion made by Mr. Smith, seconded by Mr. Bednoski, it was RESOLVED to approve the application of Boatmen's Harbor Marina to construct, in W~ckh~m's Creek, Cutch.ogue~ 465 ft of new bulkhead with 340 yds of dredging. Approximately 80 yzds. of thfs to be Dlaced behind the new bulkhead with. the remainder to be trucked zo uplknd land~ill. ~f the DEC requires that the bulkhead go back 3 ft, the Trustees will go along with it, if necessaryu The Board of Trustees is ~o be notified i~ any change is made. On motion made by Mr. Smith, seconded by Mr. Bednoski, it was RESOLVED to recommend to the Southold Town Board approval of the wetland application #114 of Boatmen's Harbor Marina as per above application. Vote of Board: Ayes: Messrs. Stoutenburgh, Kujawski, Smith, Bednoski, DiVe!lo. Mr. Kujawaki, it was RESOLVED to approve the application of Charles Zahra to improve a drive- way over wetlands by removing the present roadway and constructing a bridge or to construct a retaining wall on each side of the area with a second 18 in, pipe installed and fill in middle.* Vote of Board: Ayes: Messrs. Stoutenburgh, Kujawski, Smith, Bednoski, DiVetlo. * It is recommended by the Board that the 18 inch pipe be either metal coated with a bituminious material or plastic. 510 On motion made by Mr. Kujawski, seconded:.by Mr. DiVello, it was RESOLVED to approve the application~of Robert V. Rider to construct a 4 x 50 ft catwalk, 6 x 12 ft floating dock, 3½ x 12 fi ramp and to dredge 30 fi to a depth of 6 ft in Corey Creek, Southold, with the provision that the ratio of one to three is Used in dredging. Each foot down must be ~ three feet away from the edge of.the marsh. Example: 6 fi - 18 ft away.~ Vote of Board: Ayes: Messrs. Stoutenburgh, Kujawski, Smith, Bednoski, DiVello. On motion made by Mr. Kujawski, seconded by Mr. DiVello, it was RESOLVED to recommend To the Southold Town Board approval of the wetland application #115 of Robert V. Rider as per above application. Vote of Board: Ayes: Messrs. Stoutenburgh, Kujawski, smith, Bednoski, DiVetlo. On motion made by Mr. Kujawski, seconded by Mr. DiVello, it was RESOLVED to approve the application of Lawrence D. Byron, Jr., zo construct a catwalk, ramp and floating dock according to the revised application but, because the dock extended so far into the creek, the Trusvees have limited the length into the water to 50 ft to correspond with neighboring docks to the north and south. Vote of Board: Ayes: Messrs. Stoutenburgh, Kuj awski, Smith, Bednoski, DiVello. On motion made by Mr. Kujawski, seconded by-Mr. DiVello, it was RESOLVED to recommend to the Southold Town Board approval of the wetland application #116 of Lawrence D. Byron,~ Jr., as per~ above application. Vote of Board: Ayes: Messrs. Stoutenburgh, Kujawski, Smith, Bednoski, DiVello. On motion made by Mr. Bednoski, seconded by Mr. DiVello, it was RESOLVED to approve the application of Robert K. & Jean Fairlie to replace 80 ft of existing bulkhead so as to be in line wit'h the neighboring one f ~o the west, not 18 inches out from the existing one, in Jockey Creek, Southold. Vote of Board: Ayes: Messrs. Stoutenburgh, Kujawski, Smith, Bednoski, DiVello. On motion made by Mr. Bednoski, seconded by Mr. DiVello, it was RESOLVED to recommend to the Southold Town Board approval of the wetland application #117 of Robert K. & Jean Fairl~e as per above application. On motion made by Mr. Kujawski, seconded by Mr. Smith, it was RESOLVED to approve the amending of his previous application as per letter of December 14, 1982. Vote o~ Board: Ayes: Messrs. Stoutenburgh, Kujawski.~ Smith, Bednoski, DiVello. On motion made by Mr. Bednoski, seconded by Mr. Kujawski, it was RESOLVED to close Mill Creek between the railroad bridge and Main Road for one year from January 1, 1983 to December 31, 1983, so as ro monitor the growth of clams under the Seed Clam Program. Vote of Board: Ayes: Messrs. Stoutenburgh, Kujawski, Smith, Bednoski, DiVello. On motion made by Mr. Smith, s~conded by~ ~r. DiYeilo, it ~a~ RESOLVED to gran~ to Agnes Pagnozzi a one year extension on her permit #1542 to install pilings in town waters. Vote of Board: Ayes: Mess,ra~ Stoutenburgh, Kujawski, Smith, Bednoski, DiVetlo. On motion made by Mr. Stoutenburgh, seconded by ~. Smirk, it was RESOLVED that the Board of Town Trustees request the Southold Town Board ~ ~o adopt a local la%v subject to a mandatory referendum a~ the nex~ general Town election whereby the offices of Town Trustees in the Town of Southol'd shall be for a term of four years and at the Town election of 1983, two Trustees shall be elected for a~term of two years and three Trustees shall be elected for a te~m of four years. ' ' ' ' Discussion was held in regard to a public access ramp in Mattituck Creek. Mr. Stoutenburgh will write a l~tte~ ~o the Estate of Philipe Dietz to inquire as to whether he would be willing zo lease, sell part of or all of a piece o£ land he owns on the wes~ side of the breakwater for this purp6se. The matter of priority in dredging of the Town creeks was disoussed.' A tenative list was drawn up until such time as the Trustees meet with Councilman Frank Murphy and County representative John Guldi. On motion made by Mr. Smith, seconded by Mr. Bednoski it was ESOLV~D to grant one year extensions ~o Ali Agarabi on Permit #1447 and ~o Zahra Benz on Permit #1448. Vote of Board: Ayes: Messrs. Stoutenburgh, Kujawski, Smith, Bedaoski, DiVello. Bay Constable Tom Czelatka reported that the NYS Departmen~ of Parks and Recreation would present to SoutholdTown 42 state approved navigational buoys this year and 70 more next year. On Monday, January 17, 1983, at 3:00 PM, the members of the Board will meet with a representative of Raymond, Parish, Pine & Weiner, Inc. to discuss the Master Plan Update. On motion made by Mr. Kujawski, seconded by Mr. DiVello and carried, the meeting was adjourned at 9:50 PM. The nex~ meeting will be on Tuesday, February 1, 1983, at 7:30 PM.
