HomeMy WebLinkAbout05/27/2003 . . Southold Transportation Commission Southold Town Hall May 27, 2003 Present: Neb Brashich, Margaret Brown, Tom Fox, Michelle Zaloom, Lt. Martin Ratley, Victor L'eplattenier, Jamie Richter Town Board Report: Neb reported to the Town Board on the work: of the Commission over the last six months. He covered the following topics: Resurfacing of CR 48, Cox Lane & CR48 Restructuring, Gateway Bridge(NYS Rt. 25 to Greenport) Construction, Greenport-Southold C of C Downtown Project, Cutchogue-New Suffolk C of C Downtown Project, Seaview Trails of the North Fork Bicycle Map, MT A/URR Additional Service, Town Tree Protocol- Trimming, Removal and Replanting of Town Trees, Orient Causeway Under-Grounding of LIPA Wires, SEEDS Program, Various Town Traffic Requests. Supervisor Horton was particularly interested in crosswalks. The NYSDar does not see an urgent need for improvement, but Neb and Marty will talk and identify some especially active crossings. A memo will then go to the Town Board to ask the State to try to get at least the most urgent crossings addressed. Marty sent a memo 5/23/03 to the Commission regarding actions to be taken regarding the monitoring and safety of pedestrian crosswalks with a move toward driver and pedestrian education on the use and enforcement of crosswalk safety. Neb met briefly with Supervisor Horton before this meeting and reported that Horton is willing to put signs in the middle of roads at crosswalks regardless of the State's official guidelines. Seaview Trails: The bicycle maps are out. They have been placed at the information booths and where beach permits are available. The Promotion Council will pick up the funding for future printings. Trailhead signs are ready and need to be picked up. They will be placed in Southold at the train station, Orient in the parking lot of the boat launch north of the Narrow River Marina, in Mattituck at the train station and at Goldsmith's Inlet Park. Tom suggested putting the map on the Town website. LIPA Under-Grounding Proiect: The Town has received a grant of $175,000 from TEA21 (Transportation Efficiency Act for the 21" Century) Funds for a feasibility study to underground lines on the Orient Causeway, plus preliminary design plans. On accepting the grant, we will request that oar segregate $2.5 - 3 million for the construction phase of the project. SEEDS Uodate: A meeting of the stakeholders will be held in Aquebogue May 28 at 7:30 PM. MT A/LIRR Uodate: Tom went on the Web and found a lot of "chit chat" about the train service from Ronkonkoma east. At this point, the LIRR does not seem interested in service to the East End but the SEEDs project may bring pressure to bear because of the interconnectedness of transportation and land use. Countv Road 48 & Cox Lane Traffic Light The new traffic light will be turned on today. It will be a flashing light at first and after a few days (a week?) will be fully activated. Jamie will be meeting with Jim Bunchuk about the new traffic pattern through the dump. He will report at the next meeting. Rte. 25 Gatewav Bridge: The original plan to have two committees to advise and alert people involved or affected by the bridge building project has been scrapped by the DOT. Instead there will be "Taskforce" with Superintendent of Highways Pete Harris and Jamie Richter, among others included. However, Jamie could not give any information about what the Taskforce would do or who would be on it. Neb asked him to be sure there are no surprises. Victor wondered if local people are included, because now that they know about the project they will be wondering. Southold IGA Parking Lot: Jamie and Victor gave conceptual ideas to the DOT. The oar will come back to us with plans. Victor talked to John Barnes about beautification. Neb has already gotten the oar to agree to benches, lighting, trees, and landscaping. Prooosed Tree Protocol: Victor met with Mike Domino and he added some technical suggestions on presentation and enforcement, plus a budget for trees. The protocol is starting to come together with all . . parties accountable. Site visits are happening. Quarterly and semi-annual reviews are not happening yet. A schedule for replacing trees in Mattituck is coming. Old Business: There was no old business. New Business: Jamie received an invitation from RBA Engineers, Architects, and Planners to attend a seminar on traffic calming June 10 in Hauppauge. We are all invited and urged to attend. Marty reported that we have another "Smart Trailer" to remind people of the speed limit. This tmiler has a tmffic statistics capability - it can count cars, get the MPH of cars, date, and time of tmvel. The next meeting wilf be Monday June 23, 2003, at 10 AM, Southold Town Hall.
