SEEns Uodate: The Commission received a SEEDS document delineating principles for the Community,
Transportation, and the Environment. A draft (July 2003) Transportation and Land Use matrix accompanied the
Principles, as well as a SEEDS Modeling Timeline (developed 9/05/03).
Crosswalks: NYSOOT Project Manager Elizabeth Chamakkala told Neb that they will be redoing some of the
corsswalks this year and will let Neb know which ones were selected by the end of this year.
Orient Causwav Proiect: Someone must be appointed by the Town Board or Supervisor to run this project
starting with Phase I. Someone must write the RFP (Request for Proposal), seek bids, find out the technical
elements, find similar projects elsewhere from which to gain insight, and issue contracts. When Phase 2, actual
construction, begins, there must be an overseer. Neb is advocating that they look for an outside (of town
government) person with the necessary expertise. Valerie, Neb and Supervisor Horton will discuss this to get the
position into the budget.
The Commission thought that perhaps it would be advisable to establish a new permanent position to
manage large projects. This individual might report directly to the Supervisor but also liase with the
Transportation Commission, the Highway Department and keep the Town Board apprised of projects
Southold Downtown Beautification Proiect and Rte. 25 Resurfacinll: Neb met with Victor, Al Saporito, Elizabeth
Chamakkala and the Chambers of Commerce in Greenport and Southold to discuss the resurfacing and
beautification project. Twenty street lights, 6-8 benches and 10 trash cans were selected for Southold. The
selections must be submitted by December 1 and will be let out for bids March 18. Forty five days after that the
contractor will start work. Placement of some lamp posts is complicated by underground utilities. They have
chosen three companies with similar designs to bid on the project. Garrett Strang will develop a revised plan.
The Tree Committee will be involved and says that the OOT owes the town 4 or 5 trees for the south side of the
road.
They are "letting" the whole section for Rte. 25 - from 6. Street in Greenport to Highland Road in
Cutchogue. They will probably start on the Cutchogue end, but may also do work piece-meal in other places as is
practicable.
Neb stated that the public must be advised in advance of what is happening. He will talk to Supervisor
Horton about issuing press releases describing the work and the dates.
Work on the Gateway Bridge is scheduled for 2005-2006.
Suffolk Transit Bus StoP Silins: Residential Fences Corporation is installing signs for the County bus #92 stops.
All the signs will be on state roads and will where the bus already has established stops plus a minimal number of
new stops. They are awaiting approval from Town Board. Victor will ask where the bus stop is in Orient at the
Cross Sound Ferry.
LIP A Wind Turbine Proiect: In a letter to Valerie, LIP A expressed its desire to be the lead agency in the SEQRA
process for a wind turbine project at 44075 Main Road in Southold. Since this is a NYS Scenic Byway, the
design and location of this turbine needs to be reviewed to insure that the viewshed is minimally impacted by the
project. Otherwise, Valerie saw no objection to LIP A assuming this role.
New Business: Dark Skies - This is an effort to get LIPA and businesses to observe local and state legislation to
keep the night skies dark - not lighting the sky unnecessarily.
Water Taxi - Tom reported that this would be maiuly seasonal, probably an adjunct business for someone
already in the water transportation business. It should be tied into winery traffic. There is a need for a central
terminal with shuttle buses to tie into parking facilities and wineries. Perhaps a regional transportation center
could be established at LIE Exit71, permitting flow to the North and South Forks.
Victor went to Bridgeport to a Long Island Ferry Coalition conference. There are new lightweight boats
which are fast, light, and fuel efficient planned for Glen Cove and west. They are also looking for alternatives to
the Cross Sound service, possibly at NorthvilIe.
The next meeting will be Monday November 3,2003, at 10 AM, Southold Town Hall.
