Neb met with Supervisor Josh Horton last Monday and gave him a summary paper of the Transportation
Commission's history since 1992. Josh is particularly interested in trails and would like to walk with Neb to
share some of his ideas. He is not happy with all the bike signs on the way to Orient but Neb pointed out that now
that the Scenic Byways Plan has been adopted, we will have more authority when we speak to the mOOT on
such matters. Neb also told him about SEEDS. Josh would like to attend some of our meetings.
SEEDS: About 35 people are involved across the East End in the "stake holders" group. There is an
understanding that any progress to be made must be on a regional basis, rather than town by town.
SEEDS has come up with a group of categories to be studied. The basic issues categories are Land use,
Traffic & Transportation, Natural Resources, and Socio-Economic. This list will be used in charettes - probably
5 - to be held in each town. People will be requested to try to attend charettes in other towns, not just their own,
so that more ideas can be exchanged. The date projected for March is to be followed up in April for the Mayors
and Supervisors to keep them in step with the general public, stakeholders, and EETe. Suzanne reported that the
Community Stakeholders have met three times - in Hampton Bays, in East Hampton which is working on a
"Vision Project - a comprehensive plan, and in Riverhead which is working on a plan. Southampton has a
Transportation Task Force with thoughts toward water taxis, and passenger ferries. Neb reported that Shelter
Island has disbanded its Transportation Commission but Bernie and Neb will try to get it back on track.
The Issues Categories came out of a series of public hearings. The Stake holders are trying to develop
priorities amon~ the categories and are trying to think broadly and comprehensively. At the end of February,
probably the 28 from 5-7PM in Riverhead, there will be an informational session on how infrastructure decisions
and interrnunicipal agreements are made and how they have worked; what kinds of issues lend themselves to
cooperation; what are some ofthe land use tools at "our disposal". One member of the consultant group will
gather data for each area and have it available for each charette.
Suzanne is going to all the town boards to brief them on SEEDS. March 21 is the tentative date for the
Southold charette.
Seaview Trails: Michelle has been checking the Internet for Trail Head signs. We will try to have the signs up by
the May opening of the Visitors Centers.
North Fork Travel Needs Assessment Document Neb received comments from commission members and has
forwarded these to Dunn Engineering.
LIRR Neb wrote a letter January 15,2002 to Mr. Brian Dolan, Vice President of Market Development and Public
Affairs in response to his letter of November 9, requesting to know what specifically needs to be done to improve
the speed and service to the North Fork.
OrientCausewa Vista Pro'ect - We have been asked by the NYSOOT to submit a project proposal in the
2million range. Valerie submitted a proposal that would include burying the power lines on the Orient
Causeway, improving the public use area along the causeway and also including a kayak launch.
We are sorry to learn that Craig Siracusa is retiring from the NYSOOT. He has been a champion of traffic
calming and a great help to our North Fork endeavors.
Griffin Street Victor had a meeting with the OOT regarding the work to be done on Rte. 25, including a
discussion of the intersection at Griffin Street in Cutchogue. No decisions were reached but whatever happens
there will not stop the rest of the project. Neb will write a letter to the DOT requesting that a work schedule be
made available well in advance so that businesses can plan accordingly. Work is scheduled to begin in March
2003. There was also discussion of potential traffic problems in Greenport at the intersection of Rte. 48 and Main
Street, when The Shady Lady, Peconic Landing, and a new affordable housing development all come on line.
The next meeting will be Tuesday, February 26, 2002 at 10:00 AM, Southold Town Hall.
