Present: Neb Brashich, Bernie Jacobson, Christine Speizer, LT. Marty Flately, James Richter,
Valerie Scopaz, Victor L'Eplattenier, Mike Domino, Ruth Oliva, Peter Harris, Frank
Fuld, Michelle Zaloom, and James Bunchuck.
Meeting began at 10:00 A.M.
SEEDS. Valerie described the recent SEEDS meetings. The charrettes in Shelter Island,
Riverhead, and Southold, as well as the envisioning meetings in Southold and Riverhead, have
produced mixed results. The next step will be scenario development with the Steering Group,
and then the consultants will develop the model scenarios.
The Southold charrette involved sustained dialogs in the breakout groups, though some focused
only on one topic for discussion. Pre-selling the importance of the meeting brought out key
officials and opinion-makers to participate.
Key future meeting will be in Calverton on May 23. Riverhead's future development will have
extensive impact throughout the East End. Need to improve coordination of Riverhead's land
use with transportation issues beyond its own borders. Sound Avenue is directly affected.
Seaview Trails. Neb authorized the purchase of signs and stanchions by Peter Harris. Neb
asked that future budgets be developed for replacements of these and for trailhead signs.
Pavinl! Width Chanl!es. General discussion was held on the impacts on road widths from
pavement patching, shoulder vegetation clearing, and excessive parking.
Land Fill Vehicle Traffic. Jim Bunchuck gave a very detailed explanation of traffic patterns at
the Town Landfill, including the entry, within the site, and the exits. There are no current plans
for changes at CR48 but there are recent and future changes inside and abutting to the property
that will lead to overall safety and convenience improvements. The existing arrangement results
in a number of Town residents, particularly the elderly, having sight line problems when exiting
onto CR48. Visual problems seem to be caused by the highway alignment and grade, the site of
a utility pole, and drivers' limited peripheral vision.
Internal routing for disposal of household waste from residents' vehicles has been revised to
reduce waiting lines. The vehicles enter the building and loop back through it to the landfill has
been capped with a one-foot thickness of recycled concrete aggregate. A road is being built
across it for use by trucks carrying yard debris to newly acquired land. This could be developed
into a western exit onto Depot Lane that would feed south onto CR48 at a traffic light. This
requires access to private road through Tidegroup property. John Romanelli was planning to
investigate possibilities with the owners. Another exit, but to the east, could be developed by
swapping a 75-foot strip that is owned by the Town that ends at Cox Lane for a parallel strip to

the north that is contiguous to the existing land fill property but is owned by Corazzini. Cox
Lane may then need a traffic light to improve safety.
Valerie is planning to set up a meeting with all levels of concerned officials to layout options.
Jim will later go to the Town Board to implement internal landfill changes after the alternative
exits are organized. He is also considering development of satellite drop-off stations to reduce
road traffic into the landfill.
NYDOT Contacts. For SR25 bridge replacement information, Project Manager Kudla wants to
meet with the Transportation Commission to discuss proposed bridge design, temporary use,
extensions, heights, and impacts on businesses and others. He will be invited to May 13 meeting
at 10:00 AM. Valerie spoke to Elizabeth Chamakalla about revisions to curb cuts at
Cutchogue's TGA parking lot. Will set up meeting with owner.
Cullin!! Trees. Laurel Links in Mattituck project - As part of the site plan review, NYSDOT is
requiring that the plans must show the removal of all affected trees within the existing drop off
area behind the guiderail.
There is a need to coordinate tree issues in the Town through the scenic management plan with
the Tree Committee, especially when the State or County want to remove trees. Need protection
in Town Code reviewed and modified to provide view shed enforcement mechanisms for private
as well as public threats. Also provide means to require replacement trees where appropriate.
Buried Cables. Our funding request died in Albany. All proposals in the state were grouped
and did not get approved. Will resubmit by May I.
SR25 Proiect. Peter reported that the NYDOT project is being split in two. The eastern portion
will be done first. This is due to the fact that bids are coming in higher then expected.
NYDOT passed money for grading and sealing the existing ponds' area near the Visitor
Information Booth on SR25 in Greenport. The Town contracted this out and the Supervisor
needs to follow up on this
Southold - Greenport Chamber of Commerce has requested assistance with a street lighting and
benches project in downtown Southold.
