MAY 7 2001
Minutes for March 26, 2001
~"'1Il0IQ lown Clerk
Present:
Neb Brasich, Valerie Scopaz, Ruth Oliva, Suzanne Donovan, Frank
Fields, ChiefTy Cochran, Ed Forrester, Michelle Zaloom
Scenic Byways Corridor Plan. If approved by Town Board on April101h it will be
presented to the Scenic Byway Committee in Albany in late July. The consultant is owed
$5500. Once enacted in Albany we are eligible for state and federal government funding.
It may coordinate with SEEDS in buying easements.
Seaview Trails - the bicycle subcommittee has finished tracking the bicycle loops with
the GPS. They are working on producing a map of the trailheads. Each information
booth will have a map of the entire route and its individual trail. In addition, it wil
provide information on location of food and bathrooms. The trailhead maps will be put
into wooden sign boxes with plexiglass covers. Neb suggested that the map be included
with the North Fork Directory and/or the North Fork website. John Sepp will help to
transfer the GPS data to a map. Chief Cochran suggested using a pocket sized spiral
bound map to allow ease of use while biking. Mr. Brasich stated that he is trying to
extend the funding deadline for the Seaview Trails.
Wine Trail: Mr. Brasich met with Jane Baxter Lynn of the L.I. Wine Council regarding
coordinating the Wine Trail with the Bike Trail. Ms. Scopaz is meeting with Ms. Lynn
on March 27 and will discuss this topic further.
SEEDS: Suzanne Donovan is meeting with the towns boards and villages to coordinate
SEEDS trannsportation plan. She still has to meet with Quogue and East Hampton.
Shelter Island Town Board is working to create its own transportation committee. Kevin
McDonald from the South Fork is looking to work with SEEDS. Southampton has a task
force of 40 people. They have hired Clifford Bragton and Associates to help. They will
float $300,000 in bonds to cover a series of short-term and long-term recommendations.
They are looking for projects of "national significance." April 20 the East End mayors
and supervisors will hold a press conference on Shelter Island to kick off SEEDS.
Albany has to approve SEEDS study contract to Allee, King, Rosen & Fleming.
Suffolk Executive Legislative Transportation Task Force: Mr. Brasich met with the
Suffolk Executive Legislative Transportation Task Force on March 14th. He stated that
he will press for fair representation for the East End on Suffolk County. Jack Follis, a
former Nassau County planning commissioner was present. He is currently working for
East Hampton and has applied for ajob with Southampton. The Task Force will hold
additional meetings in Hauppauge and Riverhead.
LIRR, NYDOT, and Suffolk County DPW: have not taken North Fork transportation
concerns to heart. The East End has consistently stated that we do not want to build out
.
.
roads, and would like to use the railroad track for local service. The LIRR, NYDOT and
Suffolk County DPW do not share our concern for low growth. The DOT wants more
roads, while the East End would prefer better modal coordination between trains, buses
and cars.
Rte 48 and Zack's Lane--Mr. Brasich received a notice that the County will review the
intersection ofRte 48 and Zack's Lane to see if the turn into the landfill could be made
safer. Chief Cochran stated that the County has already looked at the intersection 3 times
and avoids doing anything about it. Mr. Brasich suggested that Supervisor Cochran write
a letter strongly requesting action- we would like the "slow" sign moved further west. If
a letter from Supervisor Cochran does not work, we should ask the town to pass a
resolution demanding action.
Gristina: Mr. Brasich asked Chief Cochran to check on the traffic accident rate neat
Gristina to see if the area is dangerous.
Love Lane: A letter has been sent to the DPW and DOT requesting that signs be posted
restricting heavy truck traffic.
The North Fork bank parking lot: is a municipal parking lot. It is supposed to be used
for parking for those taking the bus to NYC. The Bank is not paying taxes on the parking
lot. Bob Brown, owner of Sunrise Bus was to be allowed to occasionally park his buses
there. However, he has appropriated it as a permanent parking lot and has created a
traffic hazard onto Youngs A venue by parking 6 or 7 buses there. The Bus route has not
changed to reflect the new parking lot and still picks up passengers in front of Bob's
Jewelers. Mr. Brown needs to park elsewhere and the bus route needs to be changed.
Mr. Cochran suggested making the parking lot part of a transportation center and
requiring buses to pick up at the lot.
Corner of Peconic Lane and Route 25: The car dealership has cars parked that are
obstructing the view from Peconic Lane onto Route 25 making it difficult to make the
turn. Mr. Forrester will address this problem.
Cutchogue Hardware and the Cutchogue 7-11: still posing a traffic problem on Route 25.
Might be best to consider posting No Parking No Standing No Stopping signs on Route
25.
LIRR: Mr. Fields stated that the North Fork is being shortchanged by the LIRR. The
Patchogue to Montauk line has a posted speed limit of 65 mph. Ronkonkoma to
Greenport is only 40 mph. The tracks were rebuilt, but the LIRR did not upgrade the
speed limit. There is room for an additional afternoon train if the speed limit is increased.
The next meeting is May 7th at 9.a.m.
Respectfully Submitted,
