Present: Neb Brashich, David Abatelli, Margaret Brown, Lt. Ty Cochran, Bill Cremers, Frank Field, Ray Jacobs,
Bernie Jacobson, Valerie Scopaz
Transoortation Commission: On March 28, 2000 the Trans)Xlrtation Committee became the Southold Town
Trans)Xlrtation Commission following the adoption of a resolution by the Southold Town Board. The following
persons were ap)Xlinted for a two year term of office, effective immediately: Neboysha Brashich, Margaret
Brown, I. Bernard Jacobson, Frank A. Field, Principal Planner Valerie Scopaz, Lieutenant Carlisle Cochran, Jr.,
and Superintendent of Highways Raymond L. Jacobs. In addition, Bill Cremers and David Abatelli have also
been ap)Xlinted to the Commission. There are two more open slots, and several of the people who applied for the
Planning Board may be considered.
Three im)Xlrtant issues face the Commission at present:
\. Traffic Study
2. Scenic Byways Corridor Management Plan - which will go to the Town Board in 2 to 3 months
3. Long Island East End Sustainable Development Study
Route 25 Imorovements: With regard to the traffic light at Factory Ave and Rte. 25 in Mattituck, Neb and
Valerie met with the business people in the area affected and with a DOT representative. At present, the traffic
light will be re-calibrated to deal with turns. Left turns will be allowed into the western-most entrance to the
shopping plaza but the DOT must wait for warmer weather to remove the striping on the pavement. The
participants in the meeting will observe traffic once these changes are made and then another meeting may be held
in the summer to discuss the impact of summer traffic.
Suffolk County: Neb bas been asked by Suffolk County Supervisor Gaffney to participate in a study of the gaps
in trans)Xlrtation needs in the County.
The Department of Public Works is doing a study of Rte 48 and is working with the NYSDOT to decide
if a round-about should be created at the blinking light in Green)Xlrt where Rtes 25 and 48 join.
James Petersen, Project Officer of the SC DPW will be invited to our next meeting to discuss County
activity on Rte. 48. We will also ask Jamie Richter of the Southold Town Highway Department to attend.
East End Transoortation Council: Valerie, gave an overview of the financing package that has been put together
for the Sustainable Development project. Since all five towns and nine villages must participate in the decision
making process, representatives from each municipality are essential. The NY Trans)Xlrtation Council in
Manhattan will vote on funding for this project tomorrow, and if the vote is affirmative, the funding will be
effective April\. Wyatt Chung of the NYTC will be the overall director of this project.
The URR will conduct a round-table discussion at the next EErC meeting (April 6) to discover how the
railroad can work out better connections with alternate forms of trans)Xlrtation.
We received copies of the Expanded Agenda (for 3/28100) of the Coordination of Two Studies: North
Fork Recreational Needs Assessment (NYSDOT) and East End Sustainable Development Study (NYMTC); a
summary of UTPZOOO Activities with a detailed "Subtask 7.7" titled North Fork Recreational Transportation
Needs Analyses; and a Scope of Work Outline for the Sustainable Development Study by the New York
Metro)Xllitan Trans)Xlrtation Council- Land Userrrans)Xlrtation Connection (LandTran). These items are for our
information. Action on them, for the most part, falls under the purview of the EErC.
~ The request to stop truck traffic on Love Lane in Mattituck is still being studied. An inquiry to the
Chamber of Commerce has not been answered. Ray Jacobs has asked the Town attorney if there are legal
impediments to barring trucks from specific Town roads and has had no res)Xlnse.
Dave Abatelli re)Xlrted that the DOT has been working with the Village of Green)Xlrt on re-designing
traffic and parking on Front Street. The basic pro)Xlsal includes eliminating parking on the south side of the street
and widening the sidewalks. The lost parking spaces would be replaced with new parking behind the stores.
There is also a need to improve street drainage because at present the runoff goes straight into the bay.
The next meeting will be Monday April 24 at 8AM, Southold Town Hall.
