Southold Transportation CommissiQn Southold Town Hall May 22, 2000 Present: Neb Brashich, Margaret Brown, Bill Cremers, Frank Field, Bernie Jacobson, Ruth Oliva, Valerie Scopaz, Michelle Zaloom Transoortation Commission: We welcomed new members to the Commission: Ruth Oliva and Michelle Zaloom. We now have a full complement of members. Truck Traffic on Love Lane: Mary Wilson, Assistant Town Attorney, sent a memo with a draft of a local law to restrict truck traffic on Love Lane in Mattituck. The subcommittee supports the restriction, which will be based on weight. Trucks, tractors, tractor-trailer combinations, tractor-semitrailer combinations, or tractor-trailer-semitrailer combinations in excess of a registered weight of 10,000 pounds would be prohibited from Love Lane, except when necessary for deliveries. Route 48: A meeting was held with the Suffolk County Dept of Public Warks to discuss work on Rte. 48. There are certain focus points: Drainage into Ashamomoque Creek plus others (a reed bed was suggested for the Long Creek site although the DPW isn't familiar with this technique). Proposed Chapel Lane/Rte 48 turning lane. It is still 2 years before work begins and this Commission is not satisfied with the proposal, so we will continue to negotiate. Proposed 4-foot wide median between the Soundview parking area anq the road with a defined entrance and exit to increase traffic safety. Rte. 48 would have to be shifted 4-5 feet south to accommodate this change. Other medians on Rte. 48 have been proposed. Supervisor Cochran wants a guarantee that this will not be a precursor to widening to a 3 or 4-lane road. The medians would be landscaped and would be placed where there is no need for vehicles to cross. The DPW believes this would increase traffic safety. However, after more research they will bring back plans for us to consider. Lane reduction at the eastern end of the 4-lane section of Rte. 48 was suggested to make the intersections at Tuckers and Horton's Lanes safer. If the 4-lane were reduced to 2-lane sooner, traffic would slow down sooner. There are also several driveways in the area for businesses and residences. East End TranstJOrtation Council: Valerie reviewed the scope of services for the consultant for the Sustainable East End Development (SEED). The EETC has begun the transition from working as a council to administering the consulting group. They will hire a coordinator and this job will be considered as part of the local inkind services match for funds. Someone will need to manage the paper work and consensus building between the consultant and the several political entities. The next meeting will be June 1 to finalize the scope of services. Sustainable Development Studv: This study known as the North Fork Recreational Travel Needs Assessment (Traffic Study) will have 18 months to 2 years to be completed. Our commission has received a roster of the Technical Advisory Group (TAG) and a copy of the scope of the study. It is expected that the first formal meeting of the TAG will take place in June 2000. We are to study the scope of study and be ready to raise issues at the June TAG meeting. Frank brought in a list of traffic trouble spots in Greenport. We have all been asked to submit lists of trouble spots throughout the Town as soon as possible. Bicvcle Routes: Neb, Margaret, Ruth and Michelle will set a date to drive and critique each of the bicycle routes, noting where signs are missing or faded, needed or unnecessary. A report will then be made to Highway Supt. Ray Jacobs so that corrections can be made as soon as possible. Valerie suggested that we put every sign on a map so that the Highway Department will have a complete record of the exact location of all the signs throughout routes. Trailhead signs still need to be made and a comprehensive map must be developed. In the interim, the Long Island Transportation Management, Inc. map "Your Guide to Long Island Bikeways" is a very good basic map and we will try to make it available. Commission Work: Neb asked for more participation from Commission members at the various meetings that Valerie and Neb now attend. There are two meetings coming up for LITP 2000 - one . . June 8 and one June 13 at Bethpage High School- the DOT's way of keeping the community advised of their plans. Also, there will be LlTP 2000 workshops on June 5 at Hofstra University and June 6 at Suffolk Community College in Riverhead. The County Executive's Transportation Task Force met in May and Neb has been appointed to this. Other: We received a copy of a letter from a Rocky Point Road resident, Jean Hughes, who is concerned about the speed of traffic on Rocky Point Road. She asked the Town Board to set a lower speed limit. Members of the AARP Safe Driving class are signing a petition asking for safe cross walks in the Town. We may need to talk to the DOT about placing some crossing signs in strategic cross walks. The next meeting will be Monday June 19 at 8:30AM, Southold Town Hall. Respectfully submitted, Margaret H.
