OCT 2 3 2000
Southold Transportation Commission
Southold Town Hall
July 31, 2000
Present: Neb Brashich, Margaret Brown, Lt. Ty Cochran, Frank Field, Valerie Scopaz, Michelle Zaloom
_,.~",,""'QilU: U'W'1'l Clerk
Bicvcle Loops: The Bicycle Committee(consisting of Neb, Ruth, Michelle, and Margaret) surveyed all
the trails, identified all the missing, damaged signs or unnecessary signs and marked these on the maps.
Ray Jacobs or someone from his department will be invited to come and see one complete loop. We
may be able to use a Global Positioning System (GPS) instrument to mark each sign and precisely locate
it on a computer map as a permanent record and a tool for sign maintenance. It was decided that the
round directional signs for all the loops will be the same blue used for the New Suffolk Oregon Road
Loop, because this is the most colOlfast shade. Future signs will be placed on 8' rather than 10' poles, to
be at the sight line of bicycle riders and less intrusive in the landscape. They will also be placed on
existing signs where possible, but not on any signs that a police officer can give a citation for ignoring.
Ruth will go to Hand's Station and Narrow River Marina in Orient and ask them to go to the
Town Clerk to pick up parking permit books. Neb will write to the Suffolk County DPW to get
permission to place bicycle signs on Rte. 48. Neb and Valerie may ask about getting dedicated bike
lanes marked on Rte. 48. at the next North Fork Travel Needs Assessment meeting.
East End Transportation Council: Valerie reported that the EETC has been focusing on the first public
Travel Needs Assessment meeting to be held sometime in October. This would involve Eastern
Riverhead, Southold and Shelter Island. Needed are a place, a format and a facilitator. Valerie will
attend a planning meeting to finalize the dates (October 13, 27 and December 1 are the only dates
available at Greenport High School.) In Riverhead, it was suggested that the Riverhead High School be
used. Although originally one public meeting was budgeted for this phase, it is now felt that better
public participation would result from two meetings, one in Riverhead and one further east.
Sustainable East End Development: The SEEDS program RFP's are nearly complete and have been
reviewed. On Wednesday, September 6, a retreat will be held on Shelter Island to discuss all the
original issues to be addressed by the SEEDS program over the next two years. Political people will be
brought in to work with the technical people so that there will be no surprises or delays caused by
unforeseen problems.
The East End Supervisors and Mayors Association will meet with a trained mediator to help
guide a discussion for compromise regarding Cross Sound Ferry destinations and also Riverhead
planning.
Scenic Bvways Management Plan: Neb reported that we must complete the Plan by September. We
need a statement piece from the planning department and from the Supervisor. After presentation to and
approval by the Town Board, it will be ready for a public meeting.
Other. We received a letter from the Supervisor that the Annual Southold Town Board's Fisher's Island
meeting will be held on August 9. The Commission members are invited to attend but must sign up with
the Supervisor's secretary.
We received a copy of a letter from Tom Oelerich, NYSDOT Regional Traffic Engineer to the
Town Clerk that as far as the DOT is concerned, the traffic signal at Rte. 25 and New Suffolk Road in
Cutchogue is fine and poses no safety hazards.
With regard to the traffic light at Factory A venue and Rte. 25 in Mattituck, complaints have been
made that it is almost impossible to make a left turn onto Factory Avenue. When Valerie, Supervisor
Cochran, and Richie Latham meet with Tom Oelerich regarding parking in Orient on Rte 25 between the
public park and the ferry, they will also bring up the signal problem in Mattituck.
Neb is on the Transportation Task Force of Suffolk County. They will meet August 2 and Neb
will report at our next meeting.
The next meeting will be Monday August 28 at 8:30AM, Southold Town Hall.
Respectfully submitted,
Margaret H. Brown
