Southold Town Hall
October 23, 2000
Present Neb Brashich, Margaret Brown, Ray Jacobs, Craig Turner, Valerie Scopaz
Bicvcle Loops: We need a working GPS (Global Positioning Satellite) receiver to complete the trails survey.
Bicycle signs, 8' posts, letters, and blank signs have been ordered to replace and upgrade the existing signs. We
have permission from the County DPW to place signs on Rte 48. Ruth Oliva and Michelle Zaloom are working
on the map. We also need to design and build the trail head signs.
Sustainable East End Development: Valerie handed out the LIRR Executive Summary of their East End
Transportation Study, prepared by Allee King Rosen & Heming, Inc. It will be given to the SEED program to
work on.
Travel Needs Assessment Meetine:: There will be two public meetings: the first on Thursday, November 30 at
7:30 PM at the Jamesport Community Center, the second on Friday December 1 at 7:30 PM in the Greenport
High School Auditorium. The purpose of the meetings is to present the consultant's report on the analysis and
conclusions of the study of traffic patterns on the North Fork including Shelter Island. These meetings will also
provide time for public input and discussion. On Thursday Oct. 27, Neb and Valerie will meet with the
consultants for a preview of the meetings. They will plan publicity at this time. The large moveable flashing sign
used for traffic warnings will be used on the roadside to alert people about the meetings. Margaret will help
design the newspaper ad. We will need the cooperation of the press to get good attendance at these meetings.
Other: Neb and the Highway Department are trying to set a date for a meeting to discuss Locust Lane and Rte 25
traffic problems (in Southold). A tentative date of November 3 has been chosen and 12 businesses in the area will
be invited to participate.
The LIRR and the Town want to meet to discuss the possibility of building a new bridge on Bridge Lane
in Cutchogue.
A letter was sent to Councilmen Moore and Richter regarding parking problems on the south side of Rte
25 west of the Greenport 7/1 1. Parked vehicles in this location make departure from the 7/11 dangerous because
of limited visibility. There was also a suggestion to restrict parking on Rte 25 in front of the Southold 7/11.
These situations will be investigated by the Highway Department and Ray Jacobs will meet with Messers Moore
and Richter.
Greenport School wants flashing warning lights installed east and west of the entrances to the school.
Since this is a State road, it must be addressed to the State DOT.
A memo from Supervisor Cochran advises that she feels there should be a marked and enforceable
pedestrian crossing at the SouthoId Pharmacy, and has asked the NYSDOT for assistance. So far she has had no
response.
A letter was received from Denise Ivens regarding a limb which fell and blocked the sidewalk near the
comer of Youngs Ave. and Rte 25. She wants the sidewalk cleared. She also asked that a "No Right on Red"
sign be installed at the intersection of Rte 25 and Youngs Ave. because turning vehicles present a hazard to
pedestrians. Ray suggested that we look at the DOT maps and see what is already proposed for that intersection
before we go ahead with more requests.
Neb attended a meeting with the Wine Council, which was called as a result of complaints about the noise
levels at parties at some wineries. Also included in the discussion was a letter from John Perry of Gristina
Vineyard in which he reported that two traffic accidents had occurred involving vehicles heading west and turning
into the winery. He said perhaps the posted speed limit there is too high and asked that it be lowered. Neb will
forward this request to the DOT and ask for the reply to be sent to Neb himself. Traffic and parking problems in
general need to be addressed when wineries host large events such as barrel tastings. There may need to be a
police presence and some parking requirements at such events. We will ask Chief Cochran about this.
Neb noted an article that appeared in the local paper reporting on a car which passed a school bus with its
red lights flashing. The car struck and injnred a child but was given no citation. The bus company claimed no
direct responsibility for pnrsuing the matter. This will be discussed at the next meeting when Chief Cochran is
present.
Valerie received a letter from Town Attorney Greg Yakaboski with regard to traffic problems in Orient.
People living on Y onng' s Road in Orient are having trouble getting in and out because of heavy traffic.
Shelter Island has decided to form a Transportation Commission modeled to some extent on ours.
Southampton also has a new Transportation Commission with 44 members.
The next meeting will be Monday November 27 at 9:00 AM, Southold Town Hall.
Respectfully submitted,
Margaret H. Brown
