Bicvcle Looos: Chief Cochran says the GPS (Global Positioning System) works. New dates will be set to do the
remaining three loops. Also the three trail head signs need to be completed. Michelle, Ruth and Margaret will
work on this.
Travel Needs Assessment Meetin~: The two public meetings were held:
In Jamesport on Thursday, November 30 about 100 people attended. It was a very successful meeting
with many suggestions offered.
In Greenport on Friday, December I about 175 people attended. The meeting was somewhat marred by
agendas brought by people who wanted to focus on the DOT project on Front Street. However, order was
maintained and many suggestions were offered at the various comment stations.
The TAG will review all of the input and the consultant will issue a press release reviewing the
comments, and suggestions gathered at the meetings.
Scenic Bvwavs: The Scenic Byways nominating package is complete. Neb and Valerie will go to Albany on
Thursday Dec. 7 to present the initial package to the Scenic Advisory Commission of the DOT. They will also go
to Albany in March along with Supervisor Cochran and the consultants for the fmal presentation. A copy of the
nominating package has been given to the Town Board and Neb and Valerie will meet with each member of the
Town Board to make sure each understands and supports it.
LIRR Bridl!e: Neb, Supervisor Cochran and Jamie Richter met with the LIRR regarding the bridge over the
railroad tracks on Bridge Lane. The LIRR wants to raise the bridge 4 1/2 feet because of the new trains. The
Town did not want a new bridge because the new rules for bridges would require the new bridge to be a huge
concrete edifice and would require the ramps to extend further back because of the new incline. However, plans
are going ahead for a new two-lane bridge as proposed, or possibly modified to be more in keeping with the rural
environment. There may be an adverse grade impact on the houses nearest the bridge approaches. This is a very
preliminary proposal and there will be opportunities for public input. Work may begin in 2002.
Route 48: Several members of the Transportation Commission met with representatives from the Suffolk County
DPW and DOT regarding proposed work on Route 48. We had asked the DPW to study restoring the traffic
circle at the intersection with Main Street. They feel that a traffic circle is not justified. They do intend to attempt
to straighten the intersection. They also discussed plans to alter the road in front of the Soundview Motel and
Restaurant in order to separate the parking area from the through traffic. They will reduce the speed limit to 40 or
45 mph and add two crosswalks, one to the parking lot across Rte. 48 and one to the tennis courts. In order to
accomplish this, they will move the road 17 feet east of its present location to make room for the parking area and
a buffer strip. They hope to make a property trade with the Levins (owners of the Soundview) to accomplish this
alteration. In Southold, plans have been drawn altering the intersection of Boisseau A venue and Rte. 48. The
proposal would eliminate the current merge into (and exit from) Rte. 48 and would instead permit traffic to enter
and exit Boisseau Ave. ouly at one point nearer Yennecott A venue. The purpose of this revision is to eliminate a
potential traffic bazard at the easterly intersection of Boisseau and Rte. 48. They will come back to the January
meeting of the Transportation Commission to review these plans.
East End Transoortation Committee: The EEfC will be hiring an East End Transportation Coordinator from
Greenport, one Suzanne Donovan. She will coordinate the EEfC and SEEDS consultants and the 5 towns and 9
villages. She will try to get a consensus with EETC to develop a strategy as per a request from the NYSDOT.
Other: We received a petition with 250 signatures requesting crosswalks in Mattituck. Also, Southold added a
request for crosswalks at the pharmacy and Youngs Avenue.
The Gristina Vineyard is worried about speeding traffic on the turn at the entrance to their driveway.
Several letters were received from Jean Sanford regarding traffic on Locust Lane in Southold. On Nov.
16 a meeting of all the neighbors and businesses nearby was held with Neb, Chief Cochran and Valerie. Dick
Mullen and his son reported that they had taken down the name of every truck that went down Cottage Lane to
determine the type of truck traffic in the area. Some people want a traffic light at the Hobart! Boisseau and Rte.
25 intersection. The Commission will approach the Town Board with a request to put up "No Thru Traffic" signs
on Locust, Cottage, and Town Harbor Lanes
The next meeting will be Monday January 29 at 9:00 AM, Southold Town Hall.

Route 48: James Peterman and Paul McMann from the Suffolk County Department of Public Works were in
attendance to review the proposals for work on Route 48. It has been decided that for the present, a traffic circle
will not be placed at the intersection of Rte. 48 and Main Street in Greenport. Realigning that intersection may be
considered in the future. Work on the Chapel Lane intersection will proceed once the house is removed and a
right-of-way problem is settled with LIPA. They also commented on the changes to be made in front of the
Soundview Motel and Restaurant, and the revised intersection at Boisseau Ave and Rte. 48. Supervisor Cochrau
had sent a memo regarding the traffic hazards of entering and exiting the Landfill as well as road runoff problems
there and the DPW will study this. Parts of Rte. 48 will be resurfaced in this project. The DPW needs to hold a
public meeting to inform the community of these plans. A date of April 3, 2001 has been set. The meeting will
be held in Town Hall from 5-8PM with maps, design boards, and a traffic and design consnlting team present to
answer questions. The Town will issue press releases announcing the meeting and ask local papers to do stories.
Civic groups will also be notified by the County.
Bicvcle Loons: Neb wrote to the DOT February 5 to report on the status of the Seaview Trails project. He also
asked for an extension of the Agreement which would give the Commission time to work with the Wine Council
to develop vineyard trails.
Michelle, Ruth and Margaret will meet to work on trailhead signs and maps of the bicycle routes.
Ray will meet with the Suffolk County Water Authority to try to get part of the bicycle path on Horton's
Lane and Soundview A venue west of Kenney's Road paved nicely after they install their lines.
East End Traonsnrtation C'.-Ouncil: The contract to do the SEEDS study has been awarded to ~ Ki~R;~d
Fleming. A set of six steps has been proposed to integrate the North Fork Transportation Study and S S:
1. The NFfS consulting team completes the travel forecasting model by calibrating and running the base year (1995).
2 The consulting team prepares a Technical Memo describing existing conditions, the travel sUlVeys and accident studies,
including problem identification
3. The consulting team applies the trnvel forecasting model to the 2020 "No-Build" base network/existing land use pattern on
the North Fork to provide a forecast of possible future transportation conditions without improvements or land use changes.
4. The consulting team prepares a paper describing various potential transportation improvement based on TAG input and
input from the public meetings.
5 The consulting team prepares a list of near-term (1-5 year implementation frame) recommendations to address immediate
problems identified in step 2.
6 The NFfS would stop at this point, and the responsibility for developing and testing longer-term (up to 20+ year
implementation frame) land nse andlor transpot1ation improvement options is transferred to the SEEDS stndy.
A Transportation Coordinator for the Council has been hired and is setting up meetings with all the members to
decide how the SEEDS process will work.
Griffin Street. Cutchol!Ue: A meeting was held with Neb, Valerie, the DOT, and Baine McDuffy of the
Cntchogne Chamber of Commerce Design Committee to deal with the intersection at Rte 25 and Griffin. Two
elements are involved: The Cutchogne/New Suffolk Chamber of Commerce is working on revitalizing the
downtown with new sidewalks and street lights. And the businesses on the north side of Rte 25 have some
parking issues. During the course of the meeting it was decided that joint action between the Chamber and the
business owner will result in improvements to the parking lot. Neighboring businesses and the church
communities will be invited to participate. Once this is accomplished, DOT will be requested to conduct a field
review to determine the safest pedestrian and automobile layout for the intersection. The DOT will present
several options and all involved will agree on the best proposal.
Scenic Bvwavs: The consulting firm will do the final report. Valerie and Neb will talk to each Town Board
member individually about the project and will then go before the entire Town Board to present the package. A
public meeting will be held and then they will go to Albany for the final presentation. They had a very successful
preliminary power point presentation in Albany. Once this is approved, the Commission can go to the State and
Federal governments to seek money to purchase scenic easements on Rtes 25 and 48.
URR Bridl!e: Craig brought in pictures of a railroad bridge similar to the one proposed for Bridge Lane. It does
not suit the rural nature of the area.
~ Neb wrote to Larry Rubin regarding the intersection at Jockey Creek Drive and Oaklawn Ave. New
warning signs are now in place.
The next meeting will be Monday March 26 at 9:00 AM, Southold Town Hall.
