Southold Town Hall

Present: Neboysha Brashich, Margaret Brown, Victor Brown, David Moore, Melissa Spiro; three
members of the Press.
Ferry Conference: The forum will be held March 19 at the Vineyard Caterers in Aquebogue, from 9AM
to 4PM. It will be produced in cooperation with the New York State Department of State, the East End
Supervisors & Mayors Association, NYSDOT, the New York Metropolitan Transportation Council, the
American Planning Association, and the Greater Bridgeport Regional Planning Agency. Alexander
Treadwell, New York Secretary of State, will give the opening remarks. 100 to 125 people are expected
to attend. Neb and Valerie will meet with the Town Board to present the plan for the meeting and get
their final approval. This meeting will be a follow-up to a meeting that was held last year in Bridgeport
which was sponsored by the Eastern Division of the American Planning Association, focusing on the
East End Region, in cooperation with NY, NJ, and CT.
Scenic Bvwavs Management Plan: We have received the second half of the Scenic Byways
Management Study. Now Farrandino must put the two parts together and then it will be given to the
Advisory Committee. We need to have Forum 111 in February so will find out if the Southold High
School is available February 18 or March 4. This is the last requirement under our contract. It will then
be presented to the Town Board, and finally taken to Albany to present to the DOT. Supervisor Cochran
will probably go to Albany too, either in March or early April.
East End Transportation Council: At their last meeting on January 14, they discussed the Ferry Forum.
There is a year-end synopsis of the councils' work and that will be presented to the Mayors and
Supervisors.
Bicycle Safetv: Victor will advise Glynis to join him at the next EEfC meeting involving the 5 towns
(Feb. 4, 9:30 AM in Riverhead) to present the Bike Safety Proposal, which would particularly focus on
bringing in a peer-training person from Chicago. This proposal could be somewhat costly because of a
need for permanent staffing, and it is felt by this committee that it has value for all five towns.
Victor got a price of $1.83 each on 1000 dual purpose safety laser flashers (plus an additional
$75 for imprinting the Town logo on each one) to be distributed to school children. Southold
Elementary School Principal Mike Lynne liked the idea of the children writing letters explaining why
they would want a safety light. We may give them a sentence to complete in return for which they
would receive a light.
At the high school level, Victor is working on a Bicycle Rodeo. This would entail an intricate
riding course to demonstrate safety, skill, innovative solutions to problems, etc. It may need more
funding than we currently have available.
Incidentally, the Town recreation program is planning to give free bicycle safety lessons in
Peconic, and there is apparently an advanced bike safety course given by Nancy Grant. Victor will call
her.
Traffic Study: The study continues. It involves part of Riverhead and Shelter Island. The counts were
done in the summer and fall and are now being tabulated and reviewed. It will take some time to get
information on accidents and other details.
North Fork Trails: Neb will be meeting on January 27 at Peconic Dunes with Dick Hilary and county
officials to follow up on the kayaking portion of the Seaview Trails project. The County will provide
kayak facilities on the Sound and the Town will provide the same on the bay. The idea is to set ajoint
project proposal before the DOT and County Parks for money to help upgrade the facilities at Peconic
Dunes. In particular, there are two cabins that might be opened for bicyclists and kayakers to use on
overnight trips.
The next meeting will be February 22, 8 AM at Southold Town Hall.
