Southold Transportation Committee
Southold Town Hall
April 18, 1999
Present: Neb Brashich, Margaret Brown, Victor Brown, Frank Field, Bernie Jacobson, Valerie Scopaz
Committee: David Moore has resigned from the Transportation Committee to take a new job in
Riverhead. Victor Brown has also written a letter of resignation. We need to seek new members.
Bicvcle Safety: There will probably be between 150 and 200 bicycle safety essays to read according to
Victor. After careful discussion, we set criteria upon which to judge them. They must:
* Be well written;
* Be convincing and enthusiastic on the subject of safety;
* Use an original perspective;
* Include lessons learned from the presentation.
There will be a formal presentation of the winners at the June 22 Town Board Meeting, with the donors
of the bicycles (Bike Stop in Greenport) and the helmets (Mattituck Bike Shop) present. We will give
certificates of appreciation to the bike shops and the Allstate Insurance Company in Mattituck which
provided the original funding.
Scenic Bvwavs Management Plan: On May 3 Valerie sent a letter to Ferrandino & Associates, Inc.
discussing the Draft Scenic Southold Corridor Management Plan. In it she reported on the response of
the Steering and Advisory Committee members and included suggestions for specific revisions to
improve the document. Briefly (and very generally, here) they include 1) The salient findings of the
economic analysis should be highlighted; 2)The use of creative, pro-active policies and action strategies
to engage various elements of the public and private sectors in effecting concrete changes in the short-
run must be emphasized; and 3) The State of New York, as well as the Town of Southold, must
undertake a more cohesive internal review of its own day-to-day activities to insure consistency with the
proposed Scenic byways Program. Finally, a strong request was made for the Executive Summary to be
"short, to the point and vigorous!" and also state clearly what must be done to implement the Byways
program and why a Byways program is needed at all.
Scenic Forum III, the final public presentation, will be June 7 from 7-9PM. After this it will go
to the Town Board and then to Albany to be presented to the Commissioner.
Meetinl!.s:
The East End Transportation Council met on May 6 on Shelter Island. Valerie reported on the meeting
and urged that we should be a continuing presence there. The next meeting is in June.
The Peconic Community Council Annual Breakfast Conference, with the title "You Can't Get There
from Here" will be held in Sag Harbor. Bernie will attend and report back to us.
The Long Island section of the American Planning Association with the NY Metropolitan Transportation
Council will have a listening session about plans for 2000-2001 on June 4 in Hauppauge. They will hear
our ideas about transportation in the Metropolitan area. Neb will probably go.
The LIRR sent a notice of Public Information Meetings scheduled for May and June seeking input on a
proposal now in the review stage to bring the LIRR directly into Grand Central Terminal. This new
service would be known as "East Side Access" and would better serve existing LIRR customers.
NYSDOT Rte. 25 Proposal: Margaret reported on the public information session held by the NYSDOT
at Town Hall and expressed some concern that the proposed improvements may actually make the road
more dangerous to cyclists and pedestrians. Among other things we learned that a traffic light will be
installed on Route 25 between Bay A venue and Factory A venue. The NYSDOT plans to refigure the
road at this location with less left turn access for the A&P Shopping Center. A meeting has been
scheduled for Wednesday May 19 at lOAM with the DOT and the Chambers of Commerce. Margaret
and Neb will attend.
The next meeting will be June 21, 8 AM at Southold Town Hall.
