Ty Cochran, Ray Jacobs, Highway Superintendent, Valerie Scopaz NYSDOT Route 25 Proposal: We received a copy of a letter to Supervisor Jean Cochran from the NYSDOT dated July 21, 1999 announcing that resurfacing of Route 25 between Mattituck and Cutchogue will begin at the end of September 1999. The work is expected to take about one month and will be done during "off-peak weekday travel periods between 9 am and 3 pm" with no work on weekends. On August 6 Valerie, Neb and Supervisor Cochran met with Craig Siracusa and Joseph Scariza of the DOT to discuss the project, with the intent of achieving a reduction in the number of left turn lanes and modifying some of their other plans as per our concerns reported at the April 18 meeting of this committee. The number of left turn lanes has been reduced from 10 to 3. The DOT is also concerned about the curve and intersection at Tucker's Lane and the Main Road in Southold at the monument. They are interested in the old configuration and Valerie has sent them copies of old photographs of the intersection. East End Transportation Council: The East End Regional Transportation Study was intended to figure out the flow, density and destinations of traffic for the entire East End including Shelter Island and including ferry traffic. Bernie Jacobson did an origin and destination study of ferry traffic during the summer and shoulder seasons, on week days, weekends and at all hours. Most of the cross over (of Shelter Island) traffic comes from the west and goes out to East Hampton and Montauk. (It does not come predominately from New England as had been thought - only 25%). The EETC prepared a summary of the various transportation studies that are in progress with highlights of the focus and impact on specific parts of the five towns. Of particular interest for Southold is that "Local towns have the lead in organizing technical advisory group(s) and two public meetings." Southold Town must organize and pay for the Southold meetings which are to include Eastern Riverhead and Shelter Island. Bernie suggested that the first meeting be with both towns and committees to figure out what is presently going on and what needs to be done. The Southampton Town Board has called for an East End Transportation Strategy. It was decided that the EETC would be the best group to carry this out. The Suffolk County Department of Public Works and the NYSDOT now want a consensus of Towns when they make their plans. Supervisor Cochran suggested to Vince Canuzio that Southampton form a Transportation Committee (Southold Town is the only town that has one). They will probably form a Transportation Commission. The Southold Transportation Committee will also probably become a Commission. The next EETC meeting is September 2. URR: The Long Island Railroad East End Study will address the problems of inadequate service to the East End. A long term on-going study (20 years) will consider alternate levels of service and also the possibility of inter-hamlet service during gaps in the present train schedule: ie. between Greenport and Riverhead and between Speonk and Montauk. At present there is no communication or coordination between the railroad and other means of public transportation. This will be investigated, especially with regard to possible changes in the train schedules. Different agencies are sharing data: railroad, county and state assessments of traffic problems, bus service, etc. Moore's Woods: Neb reported that we have apparently failed to get Moore's Woods included in our Bicycle Route. No further interest has been expressed by the Greenport Village Board or Mayor. We have un-used funds that were intended to be put to this project, so they will be applied elsewhere. Bicycle Routes: In September Neb and Margaret will survey all the bicycle routes currently in place and make note of faded and missing signs. Other Business: The woman who owns the Bike Stop in Greenport will join the Transportation Committee. REeF_VI:"'" SEP 1 3 1999 The next meeting will be September 13 at 8AM, Southold Town Hall.
