Present:
Southold Town TranspOrtation Committee: In an as yet un-numbered chapter in the Town Zoning Code,
titled "Transportation Management", this committee will be moved to "commission" status. A draft of
the chapter defining a Transportation Commission has been prepared. Our Transportation Commission
will be the model for development of transportation commissions in other towns on the East End. Neb
has been asked to meet with the Southampton Town Board to discuss our committee. The East End
Transportation Council has been designated the consensus gathering and building vehicle for
transportation plans on the East End and chairs or representati ves of each town transportation
commission would attend EEfC meetings regularly.
East End TranspOrtation Council: At the last EEfC meeting (last week), Marianne Kost, representing
NYSDOT Region 10, reported that the North Fork Transportation Study has been shelved due to
budgetary cuts and will not be revived before next summer - if ever. This study would have covered
East Riverhead, Southold and Shelter Island. This move was viewed as a blow to the continuity and
coordination of transportation planning for the five East End Towns and Supervisor Cochran was sent a
memo expressing the dismay of not only the Southold Transportation Committee but also other
members of the Council.
East End Suvervisors and Mavors Association: Valerie reported that the mc Transportation Studies
report was presented at the August 25 meeting of the Association. The report recommended that a series
of specific actions be undertaken by the Association or the Council during 1999. The report was written
in response to an ongoing charge by the EES&M to identify and resolve the key transportation issues
facing the East End. Six modes of transportation were discussed: rail services, bus transit, ferry services,
air transport, trails network, and the coordinated road network. (The LIRR will now allow concessions
-newspapers, snacks, etc.- at stations and is in general being more attentive to needs of travelers on the
East End.) Copies of the report will be forwarded to key federal, state and county officials as well as the
head of economic development for the county.
Scenic Bvwavs: The Draft Report has been reviewed by Albany and comments were sent. We were
told that we are no longer a pilot project because too much time has elapsed. However, we have asked
the consultants to prepare a requested and required nominating document to assure that Rtes 25 and 48
will be designated as scenic byways.
Other Items: Valerie reported that Supervisor Cochran is trying to get LIPA to get rid of overhead
power lines and place them underground, especially since they are putting in new lines. Apparently
LIPA has plans to put in a new power generating station and may consider undergrounding the lines.
Incidentally, there is a remote control power turbine already in place at their Chapel Lane site.
Brooklyn Union has put a pumping station in Mattituck near McDonald's in order to attract new
customers. So far, however, they are not interested in upgrading old accounts.
The county plans to install two new traffic lights on Route 48: one at Depot Lane and one at Cox
Lane.
The next meeting will be October 25 at 8AM, Southold Town Hall.
