Southold Transportation Committee
Southold Town Hall
February 29, 2000
Neb Brashich, Margaret Brown, Lt. Ty Cochran, Ray Jacobs, Bernie ~f~
MAR Z 9 2000
Present:
Transportation Commission: Will be voted into effect at 5:1.J7 PM at the March 1411> Town Board
Meeting.
Route 25 Imorovements: With the approval of Supervisor Jean Cochran, Neb and Valerie scheduled a
meeting of all the business people affected by the new traffic light at Factory Ave and Rte 25 in
Mattituck _ approximately 12 people. They will meet at Town Hall March 8 at 3PM. A letter was sent
by Supervisor Cochran to Craig Siracusa, Director of DOT Region 10 apprising him of the meeting and
the concerns leading to it.
Supervisor Cochran forwarded a letter to us from Joe Sullivan, Jr. regarding the traffic hazards at
the intersection of Rte 25 and Oaklawn Ave. He had apparently written to NYSDOT with his concerns
and was dissatisfied with DOT's response, which he attached to his letter. The committee decided to
ask the Town Board for a resolution asking the DOT to do a survey to lower the speed in this area,
which at present is 35mph. This would make life safer for pedestrians in the village, and would also
allow us to meet the criteria to get a PedXing cross walk at Oaklawn and Rte 25. The present speed
zone stretches approximately from DeFriest Funeral Home to Coeur de Vignes. There is also a need to
consider the speed limit in Cutchogue at the intersection with New Suffolk Ave and Rte 25 - at the light.
It is hoped that this resolution will be included on today's Town Board agenda.
Lt. Cochran asked if this committee has ever discussed the entrance to the Southold lOA. (Yes)
At present it creates traffic hazards when people stop at the entrance to let people out of their cars. We
must work through the state because changing the entrance would require a new curb cut.
Traffic Study: The technical data (traffic counts taken in 1998 and 1999) is now in a format that allows
figures over the past 10 years to be compared. April and May will be spent modeling the results of the
data. The county and state will be involved and there will be two public meetings - one in April and one
in June or July. The April meeting will be open to the public and will probably be held in Oreenport.
Meanwhile, there will be a meeting on this Thursday'of the three towns involved: Southold, Shelter
Island and (Eastern)Riverhead. This meeting will be held on Shelter Island and should have
road/highway departments and police departments of all three towns in attendance.
We should be thinking of specific areas we want the Traffic Study to target such as the entrances
to King Kullen and Southold lOA.
Other: We received an action memo and summary regarding the proposed Long Island East End
Sustainable Development Study. A financing package for the study was proposed in the memo and
must be finalized by early March. A total of $684,000 is being sought from the Federal Highway
Administration, the New York Metropolitan Transportation Council, and the East End Supervisors and
Mayors Association (which would provide the local match). The primary responsibility for conducting
the study will rest with the East End Transportation Council.
Neb and Valerie were invited to the East End Businessmen's Round Table where Valerie
presented an excellent summary of traffic and what is being done about it on the East End. She will also
attend their next meeting in March, when the topic is to be Land Development and Building
Moratorium.
The next meeting will be March 28 at 8AM, Southold Town Hall.
Respectfully submitted,
Margaret H. Brown
