MAY 11 1998
Southold Town Clerk
Southold Transportation Committee
Southold Town Hall
April 20, 1998 8:00 AM
Present: Neboysha Brashich, Glynis Berry, Robert Brown, Margaret Brown, Victor Brown,
Frank Field, Bernie Jacobson, David Moore, Melissa Spiro; Visitors: Margot Booth, Peconic
Land Trust, Stewardship Consultant; Edward Boyd
Fort Corchaug: Margo Booth, the new Peconic Land Trust Stewardship Consultant attended our
meeting to discuss the plans the Peconic Land Trust (PLT) has for the Fort Corchaug open space
acquisition. The area includes farmland, scenic view shed, the historic Indian fort, scenic
woodlands and wetlands. On a map, Ms. Booth identified three zones of usage: an
"Interpretative Zone", a "Limited Access Zone", and a "Restricted Area" around the actual fort
site. The PLT plans to protect the open space and archeological resources in perpetuity. The
Transportation Committee should consider this as a destination in our trail system because it
offers birding, photography, hiking, and passive recreation to visitors. The existing (renovatable)
house on the property will probably be used as a management center for PLT on the North Fork.
There may be a live-in ranger who could keep track of the property, and the space could also be
used to store heavy equipment for maintenance. On May 30 and June 27 the PL T will hold
volunteer clean-up days.
In order for ISTEA money to be used in this project, it is necessary to show a direct trail
link with our trail system (the New Suffolk-Oregon Road Loop). One way to do this would be to
create an alternate route from New Suffolk A venue up Locust Lane and then east on Rte. 25 to
the Fort Corchaug visitors' area. A more ideal link would be an off-road link of under one mile
from New Suffolk Avenue on an old farm road bordering the woodlands north along the McCall
property to the visitors' area. Ms. Booth will speak to Tim Caufield about this possibility.
Barbara and Margaret will meet Ms. Booth at Ft. Corchaug on Wednesday to get a better idea of
the scope of this project.
Bicvcle Trails: Edward Boyd attended our meeting to protest the "proliferation of bicycle
signs..." in the Bayview area. He does not believe any signs are necessary. The committee will
recheck the placement and number of signs and determine if they are excessive or badly placed.
Glynis will draft a policy of road sign placement and longevity of usefulness.
The Town Board voted that beach parking permits can now be sold at kayak, bicycle, and
other shops frequented by day visitors to our area. David is checking with various places to see
if they will be willing to sell permits'for "park and cycle" and "park and kayak" people. He
reported that Cycle Time offered to help us with map printing if they received some recognition
on the map.
Melissa reported that Tom Wickham has offered a section of a dike on his property,
starting near Grathwohl Road in New Suffolk, as a walking trail in connection with our bicycle
route. We will look into this further.
Vision Forum II: Neb reported that Ferrandino & Associates Inc. have submitted a draft
Inventory and Analysis for our study and comment. Any changes must be given to Neb as soon
as possible.
Traffic Calming: Bernie reported that during a "Greenport Coffee Klatch" (this is an informal
monthly 8:30 AM gathering of GreenportlSouthold Chamber of Commerce members) recently
Gail Horton talked about traffic calming as it would affect traffic in Greenport, especially on
Front Street. The East End Transportation Council is having a traffic calming meeting in Sag
Harbor.
The next meeting will be Monday, May 11,8 AM at Southold Town Hall.
Respectfully submitted,
Margaret H. Brown
