Present: Neboysha Brashich, Margaret Brown, Robert Brown, Victor Brown, Frank Field, Bernie Jacobson,
David Moore, Melissa Spiro
Transportation Study: The final versions of the Scope of Services for the North Fork Transportation Study and
the Data Collection Plan were handed out. This plan will be added to the Suffolk County LIPf 2000 Study.
Dunn Engineering needs to be advised to take into account the Scenic Byways Management Plan. Members of
the Transportation Committee may volunteer to be part of the Technical Advisory Group forming to advise the
study. Bernie will represent Shelter Island and Neb and Valerie will join the committee. Others should let Neb
know if they are interested when the call goes out for volunteers.
Ferrandino & Associates: Valerie sent a letter July 16 to Ferrandino with comments and suggestions resulting
from a July 6 meeting regarding the draft text for the Scenic Corridor Inventory and Analysis. A copy of the letter
was distributed at today's meeting.
Storm Water Runoff: Supervisor Cochran received a letter from NYSDOT Regional Design Engineer Joseph G.
Scariza explaining DOT's intentions regarding storm water runoff in Southold Town. The DOT will construct a
detention pond at Moore's Drain. At Hippodrome Creek and Petty's Pond they will detain runoff in an existing
swale, all to minimize the impact on the natural terrain and surface waters. The letter included a draft
Memorandum of Understanding (MOU) and a request that comments or approval be made by August 3, 1998.
The project is to begin within six months of November 2000.
ISTEA: T-21, the follow-up legislation to ISTEA, has now been enacted. It includes a list of 10 eligible
transportation enhancement activities:
I) Provision of facilities for pedestrians and bicycles, provision of safety and educational activities for
pedestrians and bicyclists.
2) Acquisition of scenic easements or historic sites.
3) Scenic or historic highway programs (including the provision of tourist and welcome center facilities).
4) Landscaping and other scenic beautification.
S) Historic Preservation
6) Rehabilitation and operation of historic transportation buildings, structures, or facilities (including
historic railroad facilities and canals) and establishment of transportation museums.
7) Preservation of abandoned railway corridors (including the conversion and use thereof for pedestrian
or bicycle trails).
8) Control and removal of outdoor advertising.
9) Archeological planning and research.
10) Environmental mitigation to address water pollution due to highway runoff or reduce vehicle-<:aused
wildlife mortality while maintaining habitat connectivity.
This is a 20% buy-in program. At the invitation of Dick Ward, Landscape Architect, Neb attended a live
interactive audio-<:onference presenting the Transportation Equity Act on July 21.
Moore's Woods: Neb will work with an architectural designer on a route through Moore's Woods.
Bicvcle Routes: Margaret will talk to Dan Heston about details of liability and maintenance on the proposed
''Wickham Walk" as an adjunct to the Oregon Road/New Suffolk Bicycle Loop. Margaret suggested that
whatever plan is devised to deal with these questions may also be applicable in future off-road trails, whether
walking or bicycling, when they cross private property.
We need maps, both trail-head and paper. Steve Ridler says there may be a grant available to produce maps.
Victor will work on this.
Margaret will write a memo to the DOT asking for signs to be placed on Rte. 25 where the bicycle routes cross or
briefly coincide. Neb and Valerie will take it to the next meeting of the ENe.
Neb, Margaret and a member of the Town Highway Department will plan a field trip covering all the bicycle
routes, to assess placement of the trail and safety signs. We will also try to get the DOT to remove some of the
Bike Route signs east of Greenport.
Margaret will ask Glynis for the revised sign policy and Neb will go to the Highway Department for their input.
Other Business: Barbara Michelson has resigned from the Transportation Committee. An ad placed in the local
papers has received a response from Doug Murphy of Eagle's Neck Paddling Co.
Melissa reported that the Community Preservation Fund map is in her office and can still be added to. There will
be a public hearing on August 18.
The next meeting will be Monday, August 17,8 AM at Southold Town Hall.
